Infine, viene illustrata l’organizzazione dell’Ente locale, orientata alla valorizzazione della dirigenza e alla misurazione degli obiettivi. Un cenno particolare merita la questione strategica della gestione associata dei servizi: le Unioni di comuni costituiscono uno dei principali percorsi di riforma della pubblica amministrazione, alla ricerca di standard soddisfacenti di funzionalità e trasparenza. Di particolare interesse la selezione di pareri delle Sezioni di Controllo della Corte dei Conti, richiamati e sintetizzati per argomento. Un’opera completa, di taglio scientifico, eppure ricca di spunti concreti, destinata agli studiosi ma anche agli amministratori ed operatori delle Regioni e degli Enti locali.
