Book excerpt: Dans le nouveau contexte de contraction des sources de financement, les pays en développement ont été amenés, à partir des années quatre vingt, à accepter et à engager une série de réformes. Outre la restructuration bien avancée des industries dites concurrentielles, les industries de service public n'ont pas été épargnées. La privatisation et le développement de la participation privée dans les industries électriques est, depuis le début des années quatre vingt dix, au centre de cette évolution. Pour saisir cette mutation, on est parti de la question suivante. La propriété publique est-elle réellement inefficace ? Autrement dit, la privatisation est-elle une véritable alternative comme le laisse entendre certains développement économiques ? Notre objectif consiste ici à vérifier empiriquement si la propriété et/ou la gestion privée(s), s'agissant des monopoles électriques, est préférable à la forme publique. La première partie de ce travail traite des aspects théoriques et conceptuels. Il s'agit essentiellement du fonctionnement, de la réglementation et plus globalement de l'organisation traditionnelle des industries électriques. Un détour par l'échec des premières réformes en particulier les contrats de plan est cité. La deuxième partie est essentiellement factuelle. Elle porte sur l'analyse et l'évaluation des expériences de privatisation et de restructuration des systèmes électriques dans certains pays en développement. De cet examen, il en ressort que si la privatisation est devenue incontournable, c'est grandement à cause des défaillances d'organisation et de gestion publique. Mais, l'idée que la forme privée est en soi supérieure à la forme publique n'est pas nécessairement vérifiée. D'autres considérations semblent importer davantage comme le dispositif de régulation et l'intensité concurrentielle.
