Estos han de ser los pilares básicos que sustenten este cambio. La biblioteca pública del siglo XXI: atendiendo clientes, movilizando personas considera a la biblioteca como una organización de servicios y a los usuarios y al personal como los grandes protagonistas y beneficiarios de este cambio que se está desarrollando. La obra pretende ofrecer directrices y reflexiones para facilitar el posicionamiento de la biblioteca pública en su comunidad como un servicio de primera linea y gestionar el cambio en su organización interna con éxito. Para ello, parte de tres supuestos que son el eje sobre el que se organizan los capítulos: 1) el personal (sus conocimientos, habilidades, experiencia) es el recurso más importante de toda organización. Se ha de saber organizar, movilizar e implicar en el proyecto de la biblioteca; 2) al ciudadano se le ha de considerar como cliente y por tanto se le atenderá en función de sus necesidades y expectativas, trabajando con la filosofía de la calidad; 3) la comunicación y la cooperación son dos habilidades básicas a desarrollar para poder interaccionar correctamente, crear vínculos y redes, desarrollar sinergias y aumentar la visibilidad de la biblioteca en la comunidad.
