Our point of departure is that, contrary to the conventional wisdom focusing on functionalistic perspectives, higher education systems are not just designed by governments to fulfill certain functions, but have a tendency for evolving in a rather unpredictable fashion as a result of the complex interplay between a number of internal and external factors. In reality, national higher education systems develop and change according to a complex process that encompasses the expectations of governmental agencies, markets, the aspirations of the population for the benefits of education, the specific institutional traditions and cultures of higher education institutions, and, increasingly so, the interests and strategies of the private firms entering and offering services in the higher education market. This basically means that it is of outmost importance to move away from conceiving of "universities" or "higher education" as single, monolithic actors or sector. One way of doing this is by investigating a selected number of distinct, but nonetheless interrelated factors or drivers, which, taken together, help determine the nature and scope of the social compact between higher education (its core actors and institutions) and society at large (government, industry, local communities, professional associations).

Atualmente, é preciso inovar, entender as necessidades e oportunidades do mercado, empregando e alinhando o conhecimento para oferecer novos produtos e serviços com alto valor agregado. O presente trabalho tem como objetivo apresentar uma modelagem de um sistema de conhecimento para a gestão estratégica dainovação. Tal demanda surge a partir da dificuldade das empresas em aplicar na prática os conceitos de inovação estratégica, gestão e engenharia do conhecimento, gerenciamento de portfólio e esenvolvimento de sistemas de conhecimento; decorrente muitas vezes pela falta de uma sistematização, integração e uso do conhecimento. A modelagem proposta utiliza como base conceitual a etapa de planejamento estratégico da inovação apresentada no modelo NUGIN de gestão da inovação, onde foram analisadas as entradas, atividades, ferramentas e saídas do processo, os pontos fortes, e os pontos de melhorias necessárias. Os três primeiros modelos da metodologia CommonKADS foram utilizados neste estudo para auxiliar na identificação de processos, tarefas e agentes envolvidos, facilitando desta forma, o levantamento dos conhecimentos necessários para o sistema. A modelagem tem como principal saída a definição do portfólio de projetos através da priorização baseada no planejamento estratégico da inovação, análise de cenários e envolvimento da alta direção, comitê inovativo e stakeholders. Como resultado, o presente trabalho apresenta um comparativo entre o modelo NUGIN de gestão da inovação e a modelagem proposta, além disto, o desenvolvimento da modelagem proposta proporciona um melhor entendimento sobre as dificuldades que as empresas enfrentam com a adoção de metodologias e conceitos de inovação, pois definir em detalhes as tarefas, dependências e pessoas envolvidas são algo que não é facilmente alcançado por empresas que não possuem maturidade sobre os conceitos a serem trabalhados. The constant search for organization#s competitive advantage, consolidation and for their own survival causes changes, adoption of methods, tools and concepts that helps the achievement of the objectives pursued. However, the simple adoption does not guarantee the company#s differentiation. Currently is important to innovate, understand the needs and opportunities of the market, employing and aligning the knowledge to offer new products and services with high added value. This work aims to provide a model of knowledge system for the innovation strategic management. This demand arises from the difficulty of companies to apply in practice the concepts of innovation strategic management, portfolio definition, knowledge and engineering system development, often caused by a lack of systematization, integration and use of knowledge. The modeling uses as conceptual basis the innovation strategic planning stage from NUGIN innovation management model, where were analyzed the entries, activities, tools and outputs of the process, the strengths and points to improvements needed. The first three models of CommonKADS methodology were used in this study to assist the process identification, tasks and agents, facilitating the survey of knowledge needed for the system. The modeling has as an exit the definition of the projects portfolio through the priorization based on innovation strategic planning, scenarios analysis, and involvement of high direction, innovative committee and stakeholders. As a result of this work a comparison between the NUGIN innovation management model and the proposal modeling is presented, in addition, the development of the proposal modeling provides a better understanding about the difficulties that businesses face with the adoption of methodologies and concepts of innovation, because is not easy to define in detail the tasks, dependencies and people involved by companies that do not have maturity on the concepts to be worked out.
