Book excerpt: Drawing upon a worldwide survey of river basin organizations and in-depth studies of eight river basins in a variety of locations around the globe, this book examines how institutional arrangements for managing water resources at the river-basin level have been designed and implemented, the impetus for these arrangements, and what institutional features appear to be associated with greater or lesser success in river basin management.

Available in PDF, EPUB and Kindle. Book excerpt: There is no question that water pricing and public-private partnership can improve water management practices in the future. However, this concept is neither the cure-all many proponents argue, nor the disaster its opponents forecast. Providing a comprehensive and objective assessment of what does and does not work, where, why and under what circumstances, this informative collection assesses the social, economic, equity and institutional implications. This cohesive set of carefully selected essays, the result of The Third World Centre for Water Management and the Inter-American Development Bank's decision to objectively and critically assess the experiences in these areas, transcends the current dogmatic debate on these complex issues. Providing an in-depth analysis and assessment of the main issues and constraints of water pricing, private sector participation and their affect on water supply, the collection draws on illustrative case studies from Argentina, Brazil, the USA and Western European countries amongst others. This is a special issue of the Journal of Water Resource Development.

Book excerpt: In recent decades there has been an exponential increase in large hydroelectric plants in Brazil, especially in the Amazon region. These large hydraulic structures impact the environment and the lives of people living in the places where they settle and require a special type of water governance. The dictatorial regime (1964-1985) created a "standard" for the construction of these great structures, through an institutional and legal framework, which benefited the Brazilian business elite but also, through the creation of a popular imagination, which shows itself lasting progress on the country's progress and development. The suspension of security, the fragility of institutional environmental structures, the disrespect for indigenous reserves, the lack of clarity about the concept of "affected population" and the non-payment of fair compensation were identified as one of the main challenges for a democratic water governance in the country. In the late 1970s, the Dam-Affected Movement (MAB) began its organization and is also studied in this research. The study is an important and insightful academic contribution to the understanding of the main bottlenecks of effective water governance in Brazil.

Book excerpt: Abstract: "This paper describes and analyzes the effort to institute river basin management in the Tárcoles basin of Costa Rica. Located in west-central Costa Rica, the Tárcoles basin represents 4.2 percent of the nation's total land area, but is home to half the nation's population and the metropolitan area of San José, the nation's capital and largest city. Water management issues include severe water pollution resulting from sewage, industrial waste discharges, agricultural runoff, and deforestation. In the early 1990s a locally-initiated effort established a river basin commission for the Río Grande de Tárcoles (CRGT), which was supported by the central government's environment ministry. Since the late 1990s, however, the DRGT has struggled through changes of leadership, inconsistent support from the central government, and waning participation from basin stakeholders. Despite several programs to arrest deforestation and encourage better industrial and agricultural practices, the basin's water problems continue largely unabated. The Tárcoles case is instructive about both the possibilities and the fragility of efforts to establish integrated water resource management at the river basin level."--World Bank web site.

Available in PDF, EPUB and Kindle. Book excerpt: The complex interactions between water resources, land-use change and water technologies are a major issue in many emerging countries of Southern America. Usable water resources are affected by natural conditions, such as, strong seasonal contrasts and high climatic variability, and rapid changes of land use and land cover that is caused by the dramatic expansion of agricultural land and urbanization processes. So far, the effects of the changing climate have had minor effects on water resources. Although regional data is rather scarce, global climate models predict substantial changes of climatic conditions in the future. A further pressure is that demand for water supply and waste water, both in terms of amount and spatial expansion, is increasing rapidly due to higher population densities caused by natural population growth and migration as well as higher per capita consumption. Integrated Water Resource Management in Brazil aims to present the results of the joint project IWAS-AGUA DF which deals with problems, causes and solutions in water supply in scope of integrated water resource management in western Central Brazil. The basic idea of the IWRM approach to be presented is to show how natural conditions and human interference are interacting and how technologies as well as concepts might help to manage such water resource systems in a sustainable way. Available in PDF, EPUB and Kindle. Book excerpt: Approximately 80 per cent of the population of Latin America is concentrated in urban centres. Pressure on water resources and water management in cities therefore provide major challenges. Despite the importance of the issues, there has been little systematic coverage of the topic in book form. This work fills a gap in the literature by providing both thematic overviews and case study chapters. It reviews key aspects of why water matters in cities and presents case studies on topics such as groundwater management, green growth and water services, inequalities in water supply, the financing of water services and flood management. Detailed examples are described from Argentina, Brazil, Colombia, Ecuador, Mexico and Peru, and there is also a chapter comparing lessons which might be learnt from US cities. Contributing authors are drawn from both within and outside the region, including from the Inter-American Development Bank, OECD and World Bank to set the issues in a global context.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides insight into the hydrology, ecosystem services and management of water resources in the Paraná River basin, including the importance of water to the socio-economic development of the countries within the watershed. Running through Brazil. Paraguay and Argentina, the Paraná River and its watershed is home to some of South America's major population centers as well as important ecosystems threatened by development. At the same time, the river is a major resource driving the economies of the nations within its boundaries. This volume examines the impacts of environmental degradation, and the tradeoffs between the energy sector and the maintenance of ecosystem services. In particular, it focuses on the threats from development to sensitive ecosystems within the basin and the challenges of transboundary management of water resources. In addition to presenting wider perspectives on water management, the volume specifically covers water infrastructure, aquatic ecosystems, water quality, geomorphological influences and the impact of climate change. Finally, by assessing each country's current status in meeting the Sustainable Development Goals this volume provides a timely analysis as national governments within the basin are becoming increasingly concerned about the sustainability of the freshwater ecosystems within the Paraná River basin. This book will be of great interest to students and scholars of water and natural resource management, environmental policy, sustainable development and Latin American studies. It will also be relevant to water management professionals.
