Mai 1945 übernahmen die alliierten Großmächte Frankreich, Amerika, Großbritannien und die Sowjetunion die politische Führung Deutschlands. Auch die politische Bildung wurde ab 1945 durch die Umerziehungspolitik der Alliierten geprägt. Besonders die Amerikaner engagierten sich für die Erziehung beziehungsweise für die Umerziehung der Deutschen. Aber auch die übrigen Besatzungsmächte hatten eigene Vorstellungen und Positionen zur Politischen Bildung. Im Potsdamer Abkommen vom 2. August 1945 wurden die Ziele der Besatzungspolitik von den Alliierten festgelegt. Man war sich einig, dass die Abrüstung und Entmilitarisierung, die Entnazifizierung, die Verurteilung von Kriegsverbrechern sowie die Entfernung von Nazis aus öffentlichen Ämtern und aus der Wirtschaft, besonders wichtig seien. Außerdem sollte, durch die Umgestaltung des deutschen politischen Lebens, die Demokratisierung durchgesetzt werden. Das deutsche Erziehungswesen sollte von nazistischen und militaristischen Lehren befreit werden, damit die junge Generation gegenüber dem Nationalsozialismus unempfindlich wird. Da allerdings nicht der alliierte Kontrollrat, sondern Militärgouverneure der jeweiligen Besatzungsmacht, die Beschlüsse ausführte, drifteten, bedingt durch unterschiedliche Traditionen sowie das politisch-kulturelle Selbstverständnis der Besatzungsmächte, besonders die östlichen und die westlichen Bestatzungszonen auseinander. Alle Besatzungszonen bildeten ihr eigenes Programm für die Umerziehung der Deutschen und für die Veränderung des deutschen Schulwesens. Während der ersten Phase der Umerziehungspolitik bis 1947 lag der Schwerpunkt der westlichen Alliierten, neben der Erneuerung der Lehrpläne, auf dem Verlangen das Bildungssystem im Sinne des amerikanischen Demokratiebegriffs zu reformieren. Nach 1947, also mit der Zuspitzung des Kalten Krieges, trat der sozialpsychologische und kulturanthropologische Aspekt der Re-education in den Vordergrund. Es wurde deutlich auf einen institutionellen Wandel verzichtet, da nicht das Erziehungswesen sondern die Charakterbildung Mittel der gesellschaftlichen Umerziehung seien. Für Westdeutschland begann die Politik der Westintegration und damit verbunden der Aufbau eines stabilen, marktorientierten Wirtschaftssystems.

Book excerpt: Scholarship on the history of West Germany’s educational system has traditionally portrayed the postwar period of Allied occupation as a failure and the following decades as a time of pedagogical stagnation. Two decades after World War II, however, the Federal Republic had become a stable democracy, a member of NATO, and a close ally of the West. Had the schools really failed to contribute to this remarkable transformation of German society and political culture? This study persuasively argues that long before the protest movements of the late 1960s, the West German educational system was undergoing meaningful reform from within. Although politicians and intellectual elites paid little attention to education after 1945, administrators, teachers, and pupils initiated significant changes in schools at the local level. The work of these actors resulted in an array of democratic reforms that signaled a departure from the authoritarian and nationalistic legacies of the past. The establishment of exchange programs between the United States and West Germany, the formation of student government organizations and student newspapers, the publication of revised history and civics textbooks, the expansion of teacher training programs, and the creation of a Social Studies curriculum all contributed to the advent of a new German educational system following World War II. The subtle, incremental reforms inaugurated during the first two postwar decades prepared a new generation of young Germans for their responsibilities as citizens of a democratic state.

Book excerpt: Over the past decade, immigration and globalization have significantly altered Europe’s cultural and ethnic landscape, foregrounding questions of national belonging. In Blood and Culture, Cynthia Miller-Idriss provides a rich ethnographic analysis of how patterns of national identity are constructed and transformed across generations. Drawing on research she conducted at German vocational schools between 1999 and 2004, Miller-Idriss examines how the working-class students and their middle-class, college-educated teachers wrestle with their different views about citizenship and national pride. The cultural and demographic trends in Germany are broadly indicative of those underway throughout Europe, yet the country’s role in the Second World War and the Holocaust makes national identity, and particularly national pride, a difficult issue for Germans. Because the vocational-school teachers are mostly members of a generation that came of age in the 1960s and 1970s and hold their parents’ generation responsible for National Socialism, many see national pride as symptomatic of fascist thinking. Their students, on the other hand, want to take pride in being German. Miller-Idriss describes a new understanding of national belonging emerging among young Germans—one in which cultural assimilation takes precedence over blood or ethnic heritage. Moreover, she argues that teachers’ well-intentioned, state-sanctioned efforts to counter nationalist pride often create a backlash, making radical right-wing groups more appealing to their students. Miller-Idriss argues that the state’s efforts to shape national identity are always tempered and potentially transformed as each generation reacts to the official conception of what the nation “ought” to be.
