In 1892 he passed his Referendary examination; in the following year he took his degree of Doctor of Laws; in 1897 he passed his examination as Government Assessor and joined the Colonial Department of the Foreign Office; in 1898 he was appointed Resident Magistrate and Deputy Governor in German New Guinea; and two years later he became District Administrator and Deputy-Governor in Samoa. 'German Colonization Past And Future' though now to us little more than a memory, its evil effects live after it, and the worst of these is that it has created a perplexing colonial problem which cannot by any possibility remain as it stands to-day. Accordingly, it is the purpose of the following narrative to show wherein Germany’s reputation and success as a colonial Power have been unjustly called in question, and to give reasons why the return to her of colonies is an act both of duty and of necessity.
