Book excerpt: This study examines some operational military issues involving the Caribbean Basin, and it reflects the broader concern that answers to operational military questions should depend heavily on answers to more fundamental questions about why and how the United States should be interested in this complex, unstable region. Based on an examination of current trends as well as historical experience since promulgation of the Monroe Doctrine, the study advances a conceptual framework that identifies underlying geostrategic principles for guiding U.S. policy in the Basin. The study then proposes specific measures for developing an integrated political, economic, and military strategy that would advance U.S. interests and meet the interests of Basin neighbors.

Available in PDF, EPUB and Kindle. Book excerpt: At first glance the Caribbean Basin seems to be a fairly peaceful, even benign, region when compared to regions in Africa, the Middle East, or Europe. Closer analysis, however, reveals a complex, and dynamic grouping of nationalities, cultures, and languages and a myriad of issues and challenges (e.g., economic, social, and political) that can have an effect on the security landscape of the United States. Contrary to the characterization of benign unimportance, the Caribbean Basin has the distinction of being the region that has experienced the greatest number of U.S. military interventions - 37 since 1901. Much of U.S. foreign policy decisions relating to the Caribbean is crisis-oriented. However, there are significant transnational threats that the United States must pay attention to if it is to avoid another Haiti or Cuba. Chapter 1 is an introduction. Chapter 2 is a geopolitical overview and discussion of the region's value to the United States. Chapter 3 is a historical perspective on U.S. policy and interventions in the region since the Cold War. Chapter 4 discusses three of the challenges to U.S. security emanating from the region and postulates strategies for their resolution. Chapter 5 is a summary of findings and the conclusion. Sadly, this research indicates that current administration policy, as other administration policies of the past, still lacks the vision, strategic thinking, and long-range planning that will maximize the opportunities for true stability in the region or effectively resolve the challenges that may affect U.S.-Caribbean relations. Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive work on security in the English-speaking Caribbean, offers a wealth of information about the history, politics, economics and geography of the entire region. The author examines security problems in the region as a geopolitical unit, not on a selective case-study basis, as is usually done. He assesses Caribbean security within a theoretical framework where four factors are critical: perceptions of the political elites; capabilities of the states; the geopolitics of the area; and the ideological orientations of the parties in power. Political and economic issues are judged to be as relevant to security as military factors. The author identifies safeguards which countries in the region may take in the coming decade.

Book excerpt: This volume brings together contributions by eleven noted specialists on peace and security issues in the Caribbean. All chapters are based on recent research on the radically transformed regional situation in the post Cold-War context. Particular emphasis is placed on the formulation of security policies by the most relevant security actors, including both external powers present in the region, independent states and subregional groupings. This discussion is placed in the framework of post Cold-War security outlooks which focus on 'non-traditional' threats, mainly drugs and illegal migration.

Part of the Contemporary Inter-American Relations series edited by Jorge Dominguez and Rafael Fernandez de Castro, it focuses on the relations between the U.S. and this region since the end of the Cold War. The volume considers economic relations between the two regions, presenting pertinent information on the Central American Free Trade Agreement (CAFTA). It also looks at political issues such as military cooperation, security issues, the drug trade and organized crime, democracy in the region, and migration. Finally, it concludes with an assessment of the direction US-Central American relations are taking at present, moving beyond the black-and-white challenges of Soviet domination in the region to address post-9/11 security concerns. The United States and Central America will be of interest to students and scholars of foreign policy, Latin American politics and politics and international relations in general.

Available in PDF, EPUB and Kindle. Book excerpt: This contribution to the debate on security in the Caribbean highlights the security problems of small states. The contributors analyze internal and external security issues, military, political, and economic influences, and security initiatives and policies from indigenous, regional, and extra-regional perspectives. They also present empirical case studies of four English-speaking nations. The volume begins by introducing the dynamics influencing Caribbean security: leadership, history, geopolitics, and internal political violence. Part Two then presents four case studies: Barbados, Guyana, the Virgin Islands, and the Belize-Guatemala territorial dispute. Realist theory, conflict theory, political economy, and political psychology are among the theoretical frameworks represented in these essays. Focusing particularly on the English-speaking Caribbean, the authors examine the resources, institutions, economies, geopolitics, internal instability, militarization, and intervention shaping the security environment. This work is an important resource for scholars and policy analysts of military/security issues, the Caribbean/Latin America, and Third World development.

Available in PDF, EPUB and Kindle. Book excerpt: U.S. Marines in Haiti. Pirates or drug traffickers penetrating the southern border of the United States. Special economic arrangements that foster growth for some and hardship for others. These headlines about the Caribbean's international relations and its impact on the United States could date from both the beginning and the end of the twentieth century. Troubled as it is, the Caribbean nonetheless features important accomplishments that will benefit the United States in the long term. This book examines the crucial and timeless impact Caribbean countries have on the United States and the world, and the methods they have been employing to consolidate their democracies, advance prosperity, and maintain the peace through international cooperation among themselves. Its primary aim is to discuss the dominant threat perceptions and security priorities of regional governments, the varied mechanisms in place to promote regional collective action, and the future agenda of U.S. foreign policy toward the Caribbean. Rooted in an historical analysis of continuity and change in the Caribbean's international subsystem, the book analyzes the Caribbean within a broader international pattern, marking a tension in world affairs between the global and the local. In addition, it explores the challenges to governments and peoples in the region posed by changes in its political economy.
