Book excerpt: This is a study of the important but little-understood role of peasants in the formation of the Mexican national state--from the end of the colonial era to the beginning of La Reforma, a moment in which liberalism became dominant in Mexican political culture. The book shows how Mexico's national political system was formed through local struggles and alliances that deeply involved elements of Mexico's impoverished rural masses, notably the peasants who took part in many of the local regional, and national rebellions that characterized early nineteenth-century politics. These rebellions were not battles over whether or not there was to be a state; they were contests over what the state was to be. The author focuses on the region of Guerrero, whose peasantry were deeply involved in the two most important broadly based revolts of the early nineteenth century: the War of Independence of 1810-21, and the 1853-55 Revolution of Ayutla, the rebellion that began La Reforma. The book's central contention is that there are fundamental links between state formation, elite politics, popular protest, and the construction of Mexico's modern political culture. Various elite groups advanced different models of the state, which in turn had different implications for, and impacts on, the lives of Mexico's lower classes. Contesting elites formed alliance with segments of Mexico's peasantry as well as the urban poor and these alliances were crucial in determining national political outcomes. Thus, the participation of wide sectors of the population in politics for varying reasons--and the subsequent learning of tactics and elaborations of discourse--left an enduring mark on Mexico's political system and culture.

In Ranchero Revolt Ian Jacobs challenges this populist interpretation of the Revolution by exploring the crucial role played by the rural middle class—rancheros—in the organization and final victory of the Revolution. Jacobs focuses on the Revolution as it developed in Guerrero, the rebellious Mexican state still frequently at odds with central authority. His is the first account in English of the genesis and development of the Revolution in this important Mexican state and the first detailed history in any language of Guerrero in the period 1876 to 1940. Stressing as it does the conservative tendencies of the Revolution in Mexico, Ranchero Revolt is a major contribution to revisionist history. It is a striking example of the trend toward local and regional studies of Mexican history that are transforming much of the conventional wisdom about modern Mexico. Among these studies, however, Ranchero Revolt is unusual in its chronological scope, embracing not only the origins and military struggle of the Revolution but also the emergence of a new revolutionary state in the 1920s and 1930s. Especially valuable are Jacobs' descriptions of the agrarian developments that preceded and followed the Revolution; the vagaries of local factions; and the process of political centralization that took place first under Díaz and later under the revolutionary regimes.

In doing so, he analyzes the long-run impact of the Mexican Revolution of 1910 on the composition of the country's ruling elite. Included in his focus are such issues as the social basis of politics, the recruitments process, political career patterns, the amount of periodic turnover, and the relationships between the political and economic elites. The author explores these issues through an empirical, computer-assisted investigation of biographical information on more than 6,000 individuals who held national political office in Mexico at any time between 1900 and 1976. He then employs various comparative and statistical techniques, along with a use of archival data, questionnaires, and interviews, to determine precisely how Mexico’s political system actually works. Professor Smith finds that the Revolution of 1910 did not fundamentally alter the class composition of the national elite, although it did redistribute power within it. He further observes that the Mexican Revolution did bring about a separation of political and economic elites, and that the route to political success is much more varied and less predictable now than before the revolutionary period. Primary archival data and field research reveal a historical profile of this multi-ethnic region with a long and fascinating history of resistance to non-Indian control of communal lands and labor. The dynamics of 19th century liberal economic reforms, privatization of Indian lands, militarization, interventions of foreign capital, class conflicts, and impoverishment are reflected in contemporary processes in the Costa Chica. The image of the resilient peasant, or campesino , masks negative aspects of peasant status in the class structure, including poverty and superexploitation of family labor, and the intra and inter-familial conflicts that are a significant aspect of daily life. Case studies of land conflicts explore these class issues, as well as the relationship between gender inequalities and insecurities of land tenure. Indian communal lands (ejidos ) are more than an economic means of agricultural production; such lands are also the basis of cultural reproduction and provide a framework in which political resistance can emerge.
