This book reassesses this question by exploring Germany's division after the Second World War from the point of view of the SED, the communist-led and Soviet-sponsored ruling party of East Germany.Drawing on unpublished documents from the SED archives, Dr Spilker rejects claims that the East German comrades and their Soviet masters had abandoned their struggle for socialism and were willing to accept a democratic Germany in exchange for a pledge to neutrality. He argues that the communists' sudden switch to a multi-party approach at the end of the war was a tactical move inspired not by a desire for compromise but by the mistaken belief that they could win political hegemony - and thechance to introduce socialism throughout Germany - through the ballot box.Communist optimism, as this book shows, rested on specific assumptions about the situation after the war, all of which revolved around the prospect of political instability and social unrest in West Germany. The comrades in East Berlin did not just say that their regime would ultimately prevail, they genuinely believed it. Nor should their hopes be dismissed as a mere fantasy. In the aftermath of the war, the economic gap between the two Germanies was still relatively narrow and West Germany'sfuture success as a magnet for the people in East Germany was by no means guaranteed.

With this long-awaited book, Ivo Banac becomes the first scholar to assess the domestic consequences of Yugoslavia's expulsion from the Cominform, and his findings will radically revise some of our most basic assumptions about Tito's revolution. Banac's subject is the nature and fate of those elements in the Yugoslav Communist party who were said to have sided with Moscow against their own country's leadership. He demonstrates that the so-called Cominformists represented as much as twenty-percent of the party membership and had widely divergent aims. He then reconstructs the history of the labrynthine factional struggles that preceded and accompanied the 1948 split and shows that, as always, the national question played the dominant role in Yugoslav politics. After identifying the members of the opposition and mapping its course, Banac recounts the harsh repression of the movement. Book excerpt: Since the days of Dimitur Blagoev, a member of the first Marxist group in Russia and a founder of Bulgarian communism, the Bulgarian Communist Party (BCP) was closely identified with its Russian counterpart. In the waning days of the Soviet Bloc, the best-known fact about Bulgaria was that it modeled itself closely on the USSR and was allegedly linked to KGB terrorist activities.Those similarities were more than superficial. The internal factions in the early history of the party, the emphasis on personal leaders and democratic centralism, the foreign policy of the pre&–World War II united front, the partisan experience in the war, industrialization and collectivization, Stalinization and de-Stalinization—all these developments in Bulgaria reflected the Russian experience. Nonetheless, their extent and effect were inevitably colored by Bulgaria's size, its role in the complicated politics of Eastern Europe, and, of course, the fact that the BCP did not come to power in Bulgaria until after World War II and occupation by the Red Army.Under Todor Zhivkov, the head of the BCP from 1954 until its near demise in 1989, Bulgaria continued its close collaboration with the USSR while reviving some elements of Bulgarian national culture. Zhivkov, unlike his Soviet mentor, Nikita Khrushchev, proved an enduring leader whose anticorruption campaigns and attempts to professionalize the Bulgarian bureaucracy were relatively successful. Book excerpt: Timothy Lomperis persuasively argues the ironic point that the lessons of American involvement in Vietnam are not to be found in any analysis of the war by itself. Rather, he proposes a comparison of the Vietnam experience with seven other cases of Western intervention in communist insurgencies during the Cold War era: China, Indochina, Greece, the Philippines, Malaya, Cambodia, and Laos. Lomperis maintains that popular insurgencies are manifestations of crises in political legitimacy, which occur as a result of the societal stresses caused by modernization. Therefore, he argues, any intervention in a 'people's war' will succeed or fail depending on how it affects this crisis. The unifying theme in the cases Lomperis discusses is the power of land reform and electoral democracy to cement political legitimacy and therefore deflect revolutionary movements. Applying this theory to the ongoing Sendero Luminoso insurgency in Peru, Lomperis makes a qualified prediction of that conflict's outcome. He concludes that a global trend toward democratization has produced a new era of 'people's rule.'
