The generator provides signals for the monopulse tracking radar which forms part of the Electronic Warfare Engagement Simulation Facility. Land clutter signals with log normal, Weibull and exponential spatial amplitude distributions are produced, as well as exponential sea clutter signals. Fluctuating clutter from wind blown scatters is modelled using narrowband amplitude modulation. Clutter induced angle tracking errors are also represented. The report describes the major clutter mechanisms relevant to noncoherent radars in low grazing angle scenarios. The hardware and equations used in modelling are described, and the report presents envelope detected waveforms plots and histograms. This work has applications in accurate modelling of radar performance in low altitude engagements. The fundamental issues that need to be addressed in the weak signal detection problem are radar clutter modeling, simulation and distribution approximation. These issues are easily addressed when the clutter is a correlated Gaussian random process. However, these issues have not received much attention when the clutter is a correlated non-Gaussian random process. This thesis addresses the problem of modeling, simulation and distribution approximation of correlated non-Gaussian radar clutter. The theory of spherically invariant random processes is used for statistical characterization of non-Gaussian radar clutter. Several examples of multivariate probability density functions arising from spherically invariant random processes are presented. A new result which uniquely characterizes the multivariate probability density functions arising from spherically invariant random processes is obtained. Two new canonical computer simulation procedures are developed in order to simulate radar clutter that can be described by spherically invariant random processes. Finally, a new algorithm is used to address the problem of distribution identification of the clutter using relatively small sample sizes. This technique makes use of the result which uniquely characterizes the multivariate probability density functions arising from spherically invariant random processes and reduces the multivariate distribution approximation problem to an equivalent univariate distribution approximation problem resulting in a major simplification of processing.

This source of clutter is of particular interest in OTH radar, since all radar propagation paths must pass through the equatorial region, even if the desired targets are far removed from it. A central feature of the simulation is an ionospheric propagation model developed to synthesize OTH radar clutter by making use of state-of-the art models for global ionospheric structure, including small-scale irregularities, and combining these with efficient ray tracing procedures and a multiple phase-screen approach to computing the diffraction of radar energy by the irregular ionosphere. Simulated clutter data is compared to actual measurements using several radars, with generally satisfactory results.

In the first phase, we consider modeling and estimating the characteristic parameters of high resolution non-Gaussian sea clutter. We will investigate specifically nonstationarity and possible non-Gaussianity of the clutter on long period of time, by applying nonhomogeneity tests and spectral analysis to highlight the temporal changes of the clutter process. The analyses of high resolution clutter will be performed by processing complex clutter data collected in November 1993 and in winter 1998 with the high resolution IPIX radar, provided by McMaster University, at a range resolution of 60 m, 30 m, 15 m, 9 m, and 3 m, in like- (HH-VV) and crosspolarizations (HV-VH) An accurate characterization of the high resolution radar clutter allows a more adequate design of the radar detector of targets. This detector needs to be adaptive to the data and should have the ability to comply with the non-homogeneous nature of the clutter interference. This aspect of the problem will be discussed in the second phase of this study. A detailed analysis of the impact of the nonstationarity of the clutter will be performed first analytically (where possible) and by means of simulations; then we will use the real recorded data to feed adaptive detectors, designed for stationary Gaussian and non-Gaussian clutter, and we will compare theoretical and simulated performance with real data performance.
