Book excerpt: OBJECTIVE: Identify and develop schemes to generate employment and income for women in the poorest groups, particularly female agricultural labourers, in India, Mexico, Nepal, Senegal and Pakistan. FINDINGS: Progress was satisfactory in Senegal and Mexico and superior in India. It was not possible to evaluate the project in Pakistan and Nepal as, at the time of the evaluation, activities had only recently begun. The duration of the project was too short to permit full achievement of the objectives and to assure an impact. A period of at least 5 years was considered necessary in India for example. The flexibility provided for developing technical assistance suited to local situations was a positive design factor. There was need, however, for transportation, building space, full-time field staff in the villages and training in extension work and community development for field workers. Given the difficult living conditions of the project personnel, health facilities were also needed. RECOMMENDS: ILO concern itself with the occupational health hazards of project personnel working in harsh rural areas which pose serious and recurring health problems. Future projects provide for more ILO field office personnel to assist in coordination and facilitate communications. LESSONS LEARNED: Similar projects require careful planning based on local needs and conditions and should be carried out in close consultation with the government and the women themselves. The process of consultation, which was basic to this project's design, can result in poor rural women gaining access to resources and assets from government agencies and from the local community.
