Available in PDF, EPUB and Kindle. Book excerpt: Three-fourths of the world’s poor are rural poor. Most of the rural poor remain dependent on land-based livelihoods for their incomes and reproduction despite significant livelihood diversification in recent years. Land issue remains critical to any development discourse today. Market-led agrarian reform (MLAR) has gained prominence since the early 1990s as an alternative to state-led land reforms. This neoliberal policy is based on the inversion of what its proponents see as the features of earlier approaches, and calls for redistribution via privatized, decentralized transactions between ‘willing sellers’ and ‘willing buyers’. Its proponents, especially those associated with the World Bank, have claimed success where the policy has been implemented, but such claims have been contested by independent scholars as well as by peasant movements who are struggling to gain access to land. This book presents three thematic papers and six country studies. The thematic papers address issues of formalisation of property rights, gendered land rights, and neoliberal enclosure. These studies demonstrate the pervasive influence of neoliberal ideas on property rights and rural development debates, well beyond the ‘core’ question of land redistribution. The country cases bring together experiences from Brazil, Guatemala, El Salvador, Philippines, South Africa and Egypt. Common findings include the success of landowners in minimising the impact of reform, and a lack of post-transfer support, translating into marginal impact on poverty. The limitations of the market-led approach, and the implications of the studies presented here for the future of agrarian reform, are considered in the editors’ introduction. This book was a special issue of The Third World Quarterly.

Book excerpt: Land Reform Revisited engages with contemporary debates on land reform and agrarian transformation in South Africa. The volume offers insights into post-apartheid transformation dynamics through the lens of agency and state making. The chapters written by emerging scholars are based on extensive qualitative research and their analysis highlights the ways in which people negotiate and contest land reform realities and politics. By focusing on the diverse meanings of land and competing interpretations of what constitutes success and failure in land reform Brandt and Mkodzongi insist on looking beyond the productivity discourses guiding research and policy making in the field towards an informed view from below. Contributors are: Kezia Batisai, Femke Brandt, Sarah Bruchhausen, Nerhene Davis, Elene Cloete, Tariro Kamuti, Tarminder Kaur, Grasian Mkodzongi, Camalita Naicker, Fani Ncapayi, Mnqobi Ngubane, and Chizuko Sato.

Book Synopsis African Land Reform Under Economic Liberalisation by : Shinichi Takeuchi
Download or read book African Land Reform Under Economic Liberalisation written by Shinichi Takeuchi and published by Springer Nature. This book was released on 2021-10-10 with total page 215 pages. Available in PDF, EPUB and Kindle. Book excerpt: This open access book offers unique in-depth, comprehensive, and comparative analyses of the motivations, context, and outcomes of recent land reforms in Africa. Whereas a considerable number of land reforms have been carried out by African governments since the 1990s, no systematic analysis on their meaning has so far been conducted. In the age of land reform, Africa has seen drastic rural changes. Analysing the relationship between those reforms and change, the chapters in this book reveal not only their socio-economic outcomes, such as accelerated marketisation of land, but also their political outcomes, which have often been contrasting. Countries such as Rwanda and Mozambique have utilised land reform to strengthen state control over land, but other countries, such as Ghana and Zambia, have seen the rise in power of traditional chiefs in managing the land. The comparative perspective of this book clarifies new features of African social changes, which are carefully investigated by area experts. Providing new perspectives on recent land reform, this book will have a considerable impact on scholars as well as policymakers.

This collection is an excellent example of what useful results can come out if the practical knowledge of the field resting with the administrators is combined with the analytical skills possessed by the academic scholars. The volume is full of information and policy insights, and will prove to be of much help both to students of the Indian economy and policy makers struggling to fashion workable programmes." --The Hindu "There can be no two opinions about the high worth of the volumes for which the editors, contributors and publishers earn kudos. It also needs no mention that the volumes would greatly enrich any public and private library." --Asian Economic Review "This book provides useful insights for those who are concerned about specific issues like ecology, environment development and to those who are debating on the consequences of land reforms in general. The book also provides some insights on the consequences of Land Reforms Amendment Acts that different states are contemplating as a result of liberalization." --Social Action "Land reform was one of the most important instruments of social engineering undertaken by the government since independence.... But there was still a major gap in our understanding of the implementation of land reforms. It was this gap which is sought to be filled by the present book." --The Tribunne "The commitment to increased productivity expressed in this collection is anchored in an analysis of social relations of production and an awareness of ecological sustainability. This is an informed alternative to the narrow based economic view of growth still advocated by proponents of the Green Revolution." --Kate Currie in Journal of Contemporary Asia "The editors of the volume deserve to be congratulated for this effort which is able to fulfill quite admirable the objectives of evaluation and training. The volume would, no doubt, become essential reading for administrative trainee officers." --IASSI Quarterly "The commitment to increased productivity expressed in this collection is anchored in an analysis of social relations of production and an awareness of ecological sustainability. This is an informed alternative to the narrow economistic view of growth still advocated by proponents of the Green Revolution." --Journal of Contemporary Asia "There can be no two opinions about the high worth of the volumes, for which the editors, contributors and publishers earn kudos. It also needs no mention that the volumes would greatly enrich any public and private library." --Asian Economic Review This is the second volume in an important series which studies the status of land reforms throughout the country. Land Reforms in India, Volume 2, focuses specifically on the state of Rajasthan and contains original essays by scholars, activists, and administrators who have in-depth knowledge of the current situation regarding land reforms in this state. The contributors look at six major issues including: land reforms and economic development, implementation of tenancy reforms, status of land ceiling, allotment of government and community lands, computerization of land records, and protection of land and forest rights of the tribals. Land Reforms in India, Volume 2, provides a holistic view of the several programs pertaining to land reforms and also presents issues from a political economy perspective. Avoiding the use of jargon, it brings together the combined knowledge and experience of administrators, experts, and activists to highlight issues from a legal, administrative, and personal point of view. With its admirable presentation of the ground realities, this volume will serve as a sound basis to initiate remedial measures. As such, students of land reform and agrarian change, policy studies, and political economy studies will benefit from reading this volume. In addition, state and central government officials dealing with programs for the rural poor, and others interested in areas such as the political economy of agriculture, problems of rural development, agricultural labor, and social welfare, will find this book of tremendous interest.
