Book excerpt: 'Gender and Governance in Rural Services' provides policy-relevant knowledge on strategies to improve agricultural and rural service delivery with a focus on providing more equitable access to these services, especially for women. It focuses India, Ethiopia, and Ghana, and focuses on two public services: agricultural extension, as an example of an agricultural service, and on drinking water, as an example of rural service that is not directly related to agriculture but is of high relevance for rural women. It provides empirical microlevel evidence on how different accountability mechanisms for agricultural advisory services and drinking water provision work in practice, and analyzes factors that influence the suitability of different governance reform strategies that aim at making service provision more gender responsive. It presents major findings from the quantitative and qualitative research conducted under the project in the three countries, which are analyzed in a qualitative way to identify major patterns of accountability routes in agricultural and rural service provision and to assess their gender dimension. The book is intended for use by a wide audience interested in agricultural and rural service provision, including researchers, members of the public administration, policy makers, and staff from nongovernmental organizations (NGOs) and international development agencies who are involved in the design and management of reform efforts, projects, and programs dealing with rural service provision.

Available in PDF, EPUB and Kindle. Book excerpt: The litany of alarming observations about water use and misuse is now familiar—over a billion people without access to safe drinking water; almost every major river dammed and diverted; increasing conflicts over the delivery of water in urban areas; continuing threats to water quality from agricultural inputs and industrial wastes; and the increasing variability of climate, including threats of severe droughts and flooding across locales and regions. These issues present tremendous challenges for water governance. This book focuses on three major concepts and approaches that have gained currency in policy and governance circles, both globally and regionally—scarcity and crisis, marketization and privatization, and participation. It provides a historical and contextual overview of each of these ideas as they have emerged in global and regional policy and governance circles and pairs these with in-depth case studies that examine manifestations and contestations of water governance internationally. The book interrogates ideas of water crisis and scarcity in the context of bio-physical, political, social and environmental landscapes to better understand how ideas and practices linked to scarcity and crisis take hold, and become entrenched in policy and practice. The book also investigates ideas of marketization and privatization, increasingly prominent features of water governance throughout the global South, with particular attention to the varied implementation and effects of these governance practices. The final section of the volume analyzes participatory water governance, querying the disconnects between global discourses and local realities, particularly as they intersect with the other themes of interest to the volume. Promoting a view of changing water governance that links across these themes and in relation to contemporary realities, the book is invaluable for students, researchers, advocates, and policy makers interested in water governance challenges facing the developing world.

Available in PDF, EPUB and Kindle. Book excerpt: This book approached water and sanitation as an African gender and human rights issue. Empirical case studies from Kenya, Malawi, South Africa and Zimbabwe show how coexisting international, national and local regulations of water and sanitation respond to the ways in which different groups of rural and urban women gain access to water for personal, domestic and livelihood purposes. The authors, who are lawyers, sociologists, political scientists and anthropologists, explore how women cope in contexts where they lack secure rights, and participation in water governance institutions, formal and informal. The research shows how women - as producers of family food - rely on water from multiple sources that are governed by community based norms and institutions which recognise the right to water for livelihood. How these common pool water resources - due to protection gaps in both international and national law - are threatened by large-scale development and commercialisation initiatives, facilitated through national permit systems, is a key concern. The studies demonstrate that existing water governance structures lack mechanisms which make them accountable to poor and vulnerable water users on the ground, most importantly women. The findings thus underscore the need to intensify measures to hold states accountable, not just in water services provision, but in assuring the basic human right to clean drinking water and sanitation; and also to protect water for livelihoods.

Book excerpt: This handbook provides a comprehensive overview of the field of gender and water governance, exploring how the use, management and knowledge of water resources, services and the water environment are deeply gendered. In water there is a recognized gender gap between water responsibilities and water rights and bridging this gap is likely to help achieve not just goals of equity but also those of sustainability. Building on a rich legacy of feminist water scholarship, the Routledge Handbook of Gender and Water Governance is a collection of reflections and studies that can be used as a prismatic lens into a thriving and ever proliferating array of feminist water studies. It provides a clear testimony of how hydrofeminism has evolved from rather instrumental gender and water studies to scholarship that uses feminist tools to pry open, critically reflect on and formulate alternatives to water development-as-usual. The book also shows how the community of feminists interested in studying water has diversified and expanded, from often white female scholars studying projects and gender relations in the so-called Global South, to a varied mix of scholars and activists theorizing from diverse geographical and political locations – prominently including the body. It is organized into five interconnected parts: Part I: Positionality and embodied waters Part II: Revisiting water debates: diplomacy, security, justice and heritage Part III: Sanitation stories Part IV: Precarious livelihoods Part V: New feminist futures Each of these parts brings out the gendered nature of water, shedding light on the often neglected care and unpaid labour of women and its relationship with extractivism and socioeconomic inequalities. The overall aim of the handbook is to apply social science insights to water governance challenges, creating synergies and linkages between different disciplines and scientific domains. The Routledge Handbook of Gender and Water Governance is essential reading for students, scholars and professionals interested in water governance, water security, health and sanitation, gender studies and sustainable development more broadly.
