As part of the Presidency of the Nordic Council of Ministers for Gender Equality and LGBTI in 2021, Finland has hosted an online conference “Gender-based Hate, Threat and Harassment on the Internet”. While the Nordic countries are listed at the top in most international rankings of gender equality and citizens’ feelings of security, studies on the prevalence of sexual victimisation present a different picture, suggesting that the very countries that have invested much in establishing gender equality actually see a high prevalence of sexual violence. This book sheds light on the phenomenon and construction of rape and other forms of sexual violence within the Nordic region, exploring the ways in which rape and sexual violence are dealt with through criminal law and considering governmental policies aimed at combatting it, with a special focus on legal regulations and developments. Book excerpt: The aim of the Nu Räcker Det was to map out the models used in the Nordic countries to help the perpetrators of IPV to end violence. The project questionnaire was filled in by the service providers. The number of invited programmes was 68, and the response rate was around 80%. Results indicate that still some services are not free of charge and are not equally distributed geographically. In terms of safety, although most programmes contact the (ex-) partner at the beginning of the treatment, still half of the programmes do not contact the (ex-) partner during the treatment or at the end of it, moreover nearly half of the programmes do not use any risk assessment instrument. Outcome is measured by most of the programmes however partner and official reports should also be included. Finally, those results are compared and discussed in light of the European context.

Advanced social and economic rights are often given as the explanation for the equality. In this volume, Nordic feminist legal scholars give a more contradictory image of gender equality. The gendered construction of the legal subject and the legal understanding of gender have a two-pronged potential, both to change and to reproduce gender relations. Nordic women have been considered responsible for upholding the gendered social system - as "responsible selves" rather than as individuals engaged in rights discourse. The authors claim, with examples, that the belief in equality has made certain discriminative practices difficult to recognize and conceptualize. Also a transformation of the social welfare system puts the collective equality policies to the test.

Therefore, in order to create a just and progressive world, we need to encourage and support gender equality. The Council of Europe defines 'gender equality' an equal visibility, empowerment and participation of both sexes in all spheres of public and private life; gender equality means accepting and valuing equally the differences between women and men and the diverse roles they play in society. From a gender equality perspective, Violence against Women (VAW) or Intimate Partner Violence (IPV) is a result and an expression of "prevailing imbalances of power relations between the sexes."The objective of this research project was to find workable solutions to the relationship between gender equality and violence against women. Violence against women is a public health problem worldwide; even where gender equality index is high. Current data indicate that despite the high rate of gender equality in the Nordic countries - like Sweden, the rate of violence against women and girls remain high. Experts refer to this perceived anomaly as the 'Nordic Paradox'. This study covers five EU28 countries: Sweden, Spain, Malta, Bulgaria and Poland; and is based on an understanding that the relationship between gender equality and violence against women is very complicated. It is an attempt to gain a better and more nuanced understanding of relationships between gender equality and violence against women. In fact, if we were able to find a reasonable explanation for this Nordic Paradox, we would be able to find an appropriate formula for defining gender equality and the relationships between gender equality and violence against women. In order to reach such a goal, we intend to do the followings: (1) Examine the relationships between gender equality rights and the prevalence of violence against women within our select five countries - with regards to the aforementioned inconsistency between gender equality scores and the prevalence of IPV; (2) Clarify the power imbalances between men and women; and through review of related literature; analyse local social and cultural norms and beliefs on expected male and female roles, including the overall status of women; (3) Recognize the impact of other possible contributory factors including: childhood sexual victimization, exposure during childhood to violence between parents, violent video games played during childhood and adolescence and the correlation to the prevalence of VAW in adulthood; (4) Acknowledge the intersectionality of violence against women with regards to the structural inequalities of race, age, class, culture, and income which may present multiple oppressions; and (5) finally to reveal the ideological disparities of gender roles that may still exist in countries high on the Gender Equality Index. The conclusions reached by the study suggest that the high rate of Intimate Partner Violence in Sweden should not be considered a paradox but rather as an 'unintended consequences' of the growing gender equality and the persistent power of the patriarchal past.

For example, one in three women has experienced physical and/or sexual violence since the age of 15; one in five women has experienced stalking; every second woman has been confronted with one or more forms of sexual harassment. What emerges is a picture of extensive abuse that affects many women's lives but is systematically underreported to the authorities. The scale of violence against women is therefore not reflected by official data. This FRA survey is the first of its kind on violence against women across the 28 Member States of the European Union (EU). It is based on interviews with 42,000 women across the EU, who were asked about their experiences of physical, sexual and psychological violence, including incidents of intimate partner violence ('domestic violence'). The survey also included questions on stalking, sexual harassment, and the role played by new technologies in women's experiences of abuse. In addition, it asked about their experiences of violence in childhood. Based on the detailed findings, FRA suggests courses of action in different areas that are touched by violence against women and go beyond the narrow confines of criminal law, ranging from employment and health to the medium of new technologies."--Editor.
