Book excerpt: GENDER & DECENTRALISATION Gender and Decentralization in Nigeria is a product of two years’ research sponsored by the Gender Unit of the International Development Research Centre (IDRC), Canada, as part of its Gender and Decentralization Program for sub-Saharan Africa. The overall objective of the program was to document and analyze specific state decentralization reforms that have worked to promote women’s rights, and/or reforms that have created barriers to the protection and realization of these rights. At the core of the Nigerian project were women’s representation and political effectiveness in local administration. The issues transcended the usual structural analysis of the political, administrative and fiscal changes associated with decentralization and a breakdown by gender. Given the centrality of equity and accountability issues in current good governance debates, a feminist perspective on voice and action was inserted into the traditional public administration perspective. Going beyond numbers, description of gender inequitable electioneering processes, poor accountability of the state, of political parties and the women’s constituency, the book also focusses on feminist political activism at the grassroots level. The authors also document the potential impact of re-politicizing civil society, and restructuring of gender ideologies to achieve self determination and increase women representation and political effectiveness.

Going beyond the formal institutions of electoral politics, it explores a range of spaces where everyday politics take place, at national and at local levels. In recent years there have been significant improvements in the number of women elected to parliament in Africa. However, there is little indication that this is translating into better developmental outcomes, and indeed there is mounting evidence that it could in fact help to bolster some authoritarian regimes. Starting from the premise that politics is a far broader project than securing a seat in national or local legislatures alone, this book explores the opportunities for women’s political participation across a number of informal spaces where women and men gather, organise and interact in a more regular and systematic manner. Combining insights from political science, sociology and feminist theory and drawing on detailed cases from the Congo, Kenya, Malawi, Nigeria and Rwanda, it examines how power in its multiple dimensions circulates across a range of everyday political spaces, while drawing attention to the links between domestic gender inequalities and the global political economy. Using a number of diverse paradigms, ranging from critical theory to globalisation, the authors, by focusing on privatisation, marketisation and decentralisation, will attempt to examine critically both the reasons and outcomes of education reforms, policy change and transformation and provide a more informed critique on the Western-driven models of accountability, quality and school effectiveness. We want to demonstrate that claims of advantages in ‘efficiency’ brought about by privatisation in education are not always supported empirically as proposed by proponents. The book examines the overall interplay between privatisation, decentralisation and the role of the state. The authors draw upon recent studies in the areas of decentralisation, privatisation and the role of the state in education. By referring to Bourdieu’s call for critical policy analysts to engage in a ‘critical sociology’ of their own contexts of practice, and poststructuralist and postmodernist pedagogy, this collection of book chapters demonstrate how central discourses surrounding the debate of privatisation, decentralisation and the role of the state are formed in the contexts of dominant ideology, power, and culturally and historically derived perceptions and practices. The authors discuss the newly constructed and re-invented imperatives of privatisation, decentralisation and marketisation and show how they may well be operating as an educational model of a new global ‘master narrative’— playing a hegemonic role within the framework of economic, political and cultural hybrids of globalization.
