Dieses impliziert die andere Frage, ob eine inklusiv- und machtpartizipative GWA eine finanzielle Absicherung im Gemeinwesen - als Pflichtaufgabe von Bund, Länder und Gemeinden - erhalten muss. Inklusion, Nachhaltigkeit und Partizipation haben einen immer hören Stellenwert in Deutschland, Europa und in einer globalisierten Welt. Die Hausarbeit beruht auf der Erkenntnis, dass Gemeinwesenarbeit (GWA) über den Horizont einer territorialen Stadtteilarbeit herausragt. Die politische und ökonomische Dimension kommt zu der räumlichen hinzu und beeinflussen sich wechselseitig. Die GWA ist sich dieser Wechselwirkung bewusst, die auf den Stadtteil und ihre Bewohnerinnen und Bewohner einwirkt. Ungleiche Ressourcenverteilung der Weltbevölkerung, Naturausbeutung, Klimakatastrophen, Lebensraumzerstörung, sowie eine Zunahme von Armut beeinträchtigen das Überleben großer Teile der Menschheit. Die wahrnehmbare soziale Gleichgültigkeit und zunehmende Naturzerstörung sind der Grund dafür, dass immer mehr Menschen ein alternatives Wirtschaften, eine andere Vorstellung von Wohlfahrt und ein anderes Verständnis vom guten Leben entwickeln. Die Soziale Arbeit hat, hinsichtlich ihrer Erfahrungen bzgl. von sozialwissenschaftlicher Aktionsforschung, im Zusammenhang mit Community Development, die Ressourcen um partizipative, emanzipative und inklusive Gemeinwesenarbeit theoretisch und praktisch weiterzuentwickeln. Aus der Transformation der Entwicklung - von der vorhandenen Methodenvielfalt - im Community Work würde Soziale Arbeit wieder die vergangene Entwicklung der scheinbaren therapeutischen und managementorientierten Grundrichtung korrigieren, die sie in der Mitte der 1990er Jahren eingeschlagen hat.

Applying combinations of these policy options alongside effective governance for health equity should enable WHO European Region Member States to reduce health inequities and synergize efforts to achieve the United Nations Sustainable Development Goals.
