Destabilisierung der Willens- und Meinungsbildung). Verschiedene gesellschaftliche Faktoren z.B. Globalisierung, Tertiärisierung, Technologischer Fortschritt, nicht zuletzt die Corona Pandemie sorgen für eine zunehmende Verlagerung der Öffentlichkeit in den digitalen Raum. Öffentlichkeit ist schwer zu greifen und einzugrenzen. Trotzdem ist Öffentlichkeit ein konstitutives Element der Demokratie: Sie ist Raum des Diskurses, der Wahrheitssuche, der Kommunikation und der Orientierung. Doch genau wie Öffentlichkeit, ist auch Demokratie, als Herrschaftsform, ein Begriff der unterschiedlichen Verständnisse und Definitionen unterliegt. Das jeweilige Verständnis von Demokratie bestimmt stark die jeweilige Funktion und Anforderung an Öffentlichkeit.
