Book excerpt: John White Geary (1819-1873) was an American lawyer, politician, and a Union general in the American Civil War. He was the final alcalde and first mayor of San Francisco, California, and the governor of the Kansas Territory and Pennsylvania. He was active in the state militia as a teenager and when the Mexican-American War started, he enlisted in the 2nd Pennsylvania Infantry, serving as lieutenant colonel. He was appointed as governor of the Kansas Territory in 1856. At the start of the Civil War, Geary raised the 147th and 28th Pennsylvania Infantry regiments and became colonel of the latter. After the war, he served two terms as the Republican governor of Pennsylvania, from 1867 to 1873.

This book focuses on powersharing between the White House and the cabinet in the policy process and examines how and why the White House has become the dominant player, relegating the departments to implementation, rather than design, of key initiatives.
