Book excerpt: Inspired by the Gautreaux housing mobility program in Chicago, Moving to Opportunity (MTO) is an experimental demonstration and research project designed to evaluate the impacts of helping low-income families move from public and assisted housing in high-poverty inner-city neighborhoods to better housing, education, and employment opportunities in low-poverty communities throughout a metropolitan area. Funding covers 1,300 low-income families at five demonstration sites: Baltimore, Boston, Chicago, New York, and Los Angeles.

Available in PDF, EPUB and Kindle. Book excerpt: In this book, Sue Popkin tells the story of how an ambitious—and risky—social experiment affected the lives of the people it was ultimately intended to benefit: the residents who had suffered through the worst days of crime, decay, and rampant mismanagement of the Chicago Housing Authority (CHA), and now had to face losing the only home many of them had known. The stories Popkin tells in this book offer important lessons not only for Chicago, but for the many other American cities still grappling with the legacy of racial segregation and failed federal housing policies, making this book a vital resource for city planners and managers, urban development professionals, and anti-poverty activists.

Available in PDF, EPUB and Kindle. Book excerpt: Housing desegregation is one of America's last civil rights frontiers. Drawing on the expertise of social scientists, civil rights attorneys, and policy analysts, these original essays present the first comprehensive examination of housing integration and federal policy covering the last two decades. This collection examines the ambiguities of federal fair housing law, the shifting attitudes of white and black Americans toward housing integration, the debate over racial quotas in housing, and the efficacy of federal programs. Title VI of the Civil Rights Act of 1964 banned discrimination in federally assisted housing, and Title VIII of the Civil Rights Act of 1968 banned discrimination in most of the private housing market. Housing Desegregation and Federal Policy shows that America has made only modest progress in desegregating housing, despite these federal policies. Providing a balanced assessment of federal policies and programs is complicated because of disagreement over the nature of the federal government's role in this area. Disagreements over the meaning of federal law coupled with white and black disinterest in desegregation have compounded the difficulties in promoting residential integration. The authors employ research findings as well as legal and policy analysis in examining these complex issues. They consider a broad range of issues related to housing desegregation and integration, offering new sources of evidence and ideas for future research and policymaking. Originally published in 1986. Available in PDF, EPUB and Kindle. Book excerpt: "Thousands of low-income African-Americans, mostly women and children, began in 1976 to move out of Chicago's notorious public housing developments to its mostly white, middle-class suburbs." "They were part of the Gautreaux program, one of the largest court-ordered desegregation efforts in the country's history. Named for the Chicago activist Dorothy Gautreaux, the program formally ended in 1998, but is destined to play a vital role in national housing policy in years to come. In this book, Leonard Rubinowitz and James Rosenbaum tell the story of this unique experiment in racial, social, and economic integration, and examine the factors involved in implementing and sustaining mobility-based programs." "Today, with vouchers replacing public housing, the Gautreaux success story with its strong legacy is the most valuable record of the possibilities for poor people to enhance their life chances by relocating to places where opportunities are greater." --Book Jacket.
