Pendleton and published by DIANE Publishing. This book was released on 2011-10 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 2002, the DoD has spent over $80 billion on developing and fielding a Ballistic Missile Defense System (BMDS) comprised of various land-and-sea-based elements employed by multiple combatant commands and services. Since the time available to iontercept a missile is short, integrating training among all org. involved is important to connect seams where commands and elements must work together. This report assessed the exent to which DoD has: (1) developed a plan for integrating BMDS training across and among commands and multiple elements, and identified training roles, responsibilities, and authorities; and (2) identified and budgeted for the resources to support training. Charts and tables. A print on demand report.

Book excerpt: The DoD has spent over $115 billion since the mid-1980s to develop a Ballistic Missile Defense System (BMDS) comprised of land, air, and sea-based elements -- such as missiles and radars -- working together as an integrated system. Since the cost to operate and support a weapon system accounts for most of a system¿s lifetime costs, the resources needed to fund BMDS could be significant as DoD fields an increasing number of BMDS elements. In 2005, DoD began planning to transition responsibility for supporting BMDS elements from the Missile Defense Agency to the services. This report assesses the extent to which DoD has: planned to support BMDS elements over the long-term; and identified long-term operation and support costs.

Available in PDF, EPUB and Kindle. Book excerpt: In Sept. 2009, the President announced a revised approach for ballistic missile defense (BMD) in Europe. The European Phased Adaptive Approach (EPAA) is designed to defend against existing and near-term ballistic missile threats and build up defenses over four phases as threats mature and new BMD technologies become available. EPAA is DoD's first implementation of its new, regional approach to BMD. This report evaluated DoD's plans for implementing EPAA. It reviewed the extent to which: (1) DoD has developed guidance and addressed management of cost and schedule for EPAA; and (2) DoD planning for EPAA is informed by operational performance data. Includes recommendations. Charts and tables. This is a print on demand report.
Book Synopsis Defense Acquisitions by : Paul Francis

Book excerpt: By law, there is an annual assessment of the Missile Defense Agency¿s (MDA) progress in developing and fielding a Ballistic Missile Defense System (BMDS). Funded at $8 billion to nearly $10 billion per year, it is the largest R&D program in the DoD. The program has been managed in two-year increments, known as blocks. Block 2006, the second BMDS block, was completed in Dec. 2007. This report assessed MDA¿s progress in: (1) meeting Block 2006 goals for fielding assets, completing work within estimated cost, conducting tests, and demonstrating the performance of the overall system in the field; and (2) making managerial improvements to transparency, accountability, and oversight. Includes recommendations. Charts and tables.

Download or read book Defense Acquisitions written by Christina Chaplain and published by DIANE Publishing. This book was released on 2010-06 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: Assesses the annual progress the Missile Defense Agency (MDA) made in developing and fielding the Ballistic Missile Defense System. Also assessed MDA's progress toward improving accountability and transparency in agency operations, mgmt. processes, and its acquisition strategy. To accomplish this, the auditor reviewed asset fielding schedules, test plans and reports, as well as pertinent sections of DoD policy to compare MDA's current level of accountability with that of other DoD programs. The FY 2009 assessment of MDA's cost, schedule, and performance progress is more limited than previous assessments because MDA removed key components of schedule and performance goals from its annual report of goals.

Download or read book Ballistic Missile Defense written by John H. Pendleton and published by DIANE Publishing. This book was released on 2010-03 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Missile Defense Agency estimated in 2008 that the potential costs of fielding ballistic missile defenses in Europe would be more than $4 billion through 2015. Planned ballistic missile defenses in Europe are intended to defend the U.S., its deployed forces, and its allies against ballistic missile attacks from the Middle East. They are expected to include a missile interceptor site in Poland, a radar site in the Czech Republic, and a mobile radar system in a still-to-be-determined European location. This report evaluates DoD¿s plans for missile defense sites in Europe and addresses to what extent DoD has: (1) planned for the sites' implementation; and (2) estimated military construction and long-term operations and support costs. Charts and tables.

Book Synopsis Ballistic Missile Defence and US National Security Policy by : Andrew Futter
Download or read book Ballistic Missile Defence and US National Security Policy written by Andrew Futter and published by Routledge. This book was released on 2013-04-12 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the transformation in US thinking about the role of Ballistic Missile Defence (BMD) in national security policy since the end of the Cold War. The evolution of the BMD debate after the Cold War has been complex, complicated and punctuated. As this book shows, the debate and subsequent policy choices would often appear to reflect neither the particular requirements of the international system for US security at any given time, nor indeed the current capabilities of BMD technology. Ballistic Missile Defence and US National Security Policy traces the evolution of policy from the zero-sum debates that surrounded the Strategic Defense Initiative as Ronald Reagan left office, up to the relative political consensus that exists around a limited BMD deployment in 2012. The book shows how and why policy evolved in such a complex manner during this period, and explains the strategic reasoning and political pressures shaping BMD policy under each of the presidents who have held office since 1989. Ultimately, this volume demonstrates how relative advancements in technology, combined with growth in the perceived missile threat, gradually shifted the contours and rhythm of the domestic missile defence debate in the US towards acceptance and normalisation. This book will be of much interest to students of missile defence and arms control, US national security policy, strategic studies and international relations in general.

Book Synopsis Defense Management: Key Challenges Should be Addressed When Considering Changes to Missile Defense Agency¿s Roles and Missions by : John H. Pendleton
Download or read book Defense Management: Key Challenges Should be Addressed When Considering Changes to Missile Defense Agency¿s Roles and Missions written by John H. Pendleton and published by DIANE Publishing. This book was released on 2009-09 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: To more quickly field ballistic missile defenses, the Missile Defense Agency (MDA) has been exempted from traditional DoD requirements dev¿t., acquisition, and oversight processes. Instead, MDA has unique missions to develop and field weapon systems that address a variety of ballistic missile threats. To date, MDA has spent $56 billion and plans to spend $50 billion more through 2013 to develop an integrated Ballistic Missile Defense System. The system includes defensive components such as sensors, radars, interceptors, and command and control. This testimony summarizes the challenges facing DoD in acquiring and operating its ballistic missile defense systems and describes DoD's efforts to improve transparency and accountability.
