Available in PDF, EPUB and Kindle. Book excerpt: In discussing the management of prison gangs and disruptive groups, the manual advises that the strategy should be to respond to the specific nature of the problem. Where gang activity is rare and a gang culture is not in place, the transfer of gang members out of State may be an effective preventive mechanism. Where gang membership is large, but is only a small proportion of the inmate population, effective control may be achieved by housing known gang members in separate facilities. Where gangs are already entrenched in the institutional culture, prisons must find strategies, such as gang intelligence programs and prosecutorial units, to lessen the impact of gang activities on the nongang inmate population and to reduce gang influence. In examining institutional disturbances, the manual addresses the causes of disturbances, stages in the development of a major disturbance, early warning systems, the management of institutional disturbances, specialized resources for institutional control, and a return to normalcy. A section on staff training discusses general legal considerations in training, the role of the training academy versus the role of the institution, training exercises, and training for special units. Other sections of the manual address post-disturbance activities, case studies, and legal aspects of the management of prison gangs and disturbances.

Available in PDF, EPUB and Kindle. Book excerpt: When most people think of prison gangs, they think of chaotic bands of violent, racist thugs. Few people think of gangs as sophisticated organizations (often with elaborate written constitutions) that regulate the prison black market, adjudicate conflicts, and strategically balance the competing demands of inmates, gang members, and correctional officers. Yet as David Skarbek argues, gangs form to create order among outlaws, producing alternative governance institutions to facilitate illegal activity. He uses economics to explore the secret world of the convict culture, inmate hierarchy, and prison gang politics, and to explain why prison gangs form, how formal institutions affect them, and why they have a powerful influence over crime even beyond prison walls. The ramifications of his findings extend far beyond the seemingly irrational and often tragic society of captives. They also illuminate how social and political order can emerge in conditions where the traditional institutions of governance do not exist.

Available in PDF, EPUB and Kindle. Book excerpt: This book challenges the widely held view that inmates create prison gangs to promote racism and violence. On the contrary, gangs form to create order. Most people assume that violent inmates left to themselves will descend into a chaotic anarchy, but that's not necessarily the case. This book studies the hidden order of the prison underworld to understand how order arises among outlaws. It uses economics to explore the secret world of the convict culture, inmate hierarchy, and prison gang politics. Inmates engaged in illegal activity cannot rely entirely on state-based governance institutions, such as courts of law and the police, to create order. Correctional officers will not resolve a dispute over a heroin deal gone wrong or help kill a predatory rapist. Yet, the inmate social system is relatively orderly and underground markets flourish. In today's prisons, gangs play a pivotal role in protecting inmates and facilitating illicit commerce. They have sophisticated internal structures and often rely on elaborate written constitutions. To maintain social order, gangs adjudicate conflicts and orchestrate strategic acts of violence to negotiate the competing demands of inmates, gang members, and correctional officers. This book uses economics to explain why prison gangs form, how formal institutions affect them, and why they have a powerful influence even over crime beyond prison walls. Economics explains the seemingly irrational, truly astonishing, and often tragic world of life among the society of captives.

Book excerpt: Drawing on a range of research and media sources to provide an international perspective on the topic of prison violence, this book focuses on the impact of such violence on the individual both while he or she is incarcerated and upon his or her release from prison, as well as on society as a whole. With a special emphasis on comparisons of violence among incarcerated populations in the United States, Canada and the United Kingdom, Prison Violence: Causes, Consequences and Solutions explores the various systems that exist to combat the problem, whilst also considering public perceptions of offenders and punishment, as influenced by media and coverage of high-profile cases. Providing a comprehensive analysis of prison violence on national and international levels, this book examines the extent of the problem, theoretical understandings of the issue and concrete solutions designed to prevent and handle such violence. As such, it will be of interest to policy makers as well as scholars of sociology, criminology and penology.

Available in PDF, EPUB and Kindle. Book excerpt: Every day there are new stories of gang-related crime: from the proliferation of illegal weapons in the streets and children dealing drugs in their schools, to innocent bystanders caught in the crossfire of never-ending gang wars. Once considered an urban phenomenon, gang violence is permeating American life, spreading to the suburbs and bringing the problem closer to home for much of America. The government, schools, social agencies, and the justice system are conspicuous by their sporadic interest in the subject and have failed to develop effective policies and programs. Existing social support mechanisms and strategies for suppressing violence have often been unsuccessful. And, state and federal policy is largely nonexistent. In The Youth Gang Problem: A Community Approach, Irving Spergel provides a systematic analysis of youth gangs in the United States. Based on research, historical and comparative analysis, and agency documents and the author's extensive first-hand experience, the work explores the gang problem from the perspective of community disorganization, especially population movement, and the plight of the underclass. It examines the factors of gang member personality, gang dynamics, criminal organization, and the influence of family, school, prisons, and politics, as well as the response of criminal justice agencies and community groups. Spergel describes techniques used by social agencies, schools, employment programs, criminal justice agencies, and grass-roots organizations for dealing with gangs, and recommends strategies that emphasize the use of local resources, planning, and collaborative procedures. There is no single strategy and no easy solution to the youth gang problem in the United States. There are, however, substantial steps we can take, and they must be honestly and systematically tested. Offering a practical and alternative approach to a serious social problem, The Youth Gang Problem: A Community Approach is a major and long-awaited contribution to this dilemma. It is required reading for criminal justice personnel, school staff, social workers, policy makers, students and scholars of urban and organizational sociology, and the general reader concerned with the youth gang problem and how to control, intervene, and prevent it.
