Book excerpt: The potential engagement of British forces in military action often leads to intense public debate. This book assesses the public legal justifications for such operations. It critiques the idea that using international legal norms to justify decisions on the use of force will necessarily result in fewer instances of military intervention.

Book excerpt: A searing account of a dark “chapter in U.S. Cold War history . . . to help the anti-Soviet aims of American intelligence and national security agencies” (Library Journal). Even before the final shots of World War II were fired, another war began—a cold war that pitted the United States against its former ally, the Soviet Union. As the Soviets consolidated power in Eastern Europe, the CIA scrambled to gain the upper hand against new enemies worldwide. To this end, senior officials at the CIA, National Security Council, and other elements of the emerging US national security state turned to thousands of former Nazis, Waffen Secret Service, and Nazi collaborators for propaganda, psychological warfare, and military operations. Many new recruits were clearly responsible for the deaths of countless innocents as part of Adolph Hitler’s “Final Solution,” yet were whitewashed and claimed to be valuable intelligence assets. Unrepentant mass murderers were secretly accepted into the American fold, their crimes forgotten and forgiven with the willing complicity of the US government. Blowback is the first thorough, scholarly study of the US government’s extensive recruitment of Nazis and fascist collaborators right after the war. Although others have approached the topic since, Simpson’s book remains the essential starting point. The author demonstrates how this secret policy of collaboration only served to intensify the Cold War and has had lasting detrimental effects on the American government and society that endure to this day.

Book excerpt: Several decades ago, a typical arbitration would involve one claimant against one respondent. Over the years, more and more cases involve several claimants against several respondents. Today, one third of all international ICC arbitrations seem to involve multiparty cases, multi-contract cases involving multiple contracts, multiple parties. The evolution has continued and the debate today is whether it would be possible for a class of people in the same situation or a group of citizens having the same interest to start one single arbitration procedure as a group or as a class. This publication examines the complex issues involved in class or group arbitration on a comparative law basis. Is there a place for such proceedings within the framework of the arbitration process? Class action procedures, as developed in the United States court system and more recently in Canada, are almost nonexistent in Europe. The European Commission has advocated collective redress as an important means of access to justice but class actions have found little enthusiasm in the Members States. The book highlights the lessons which have been learned from the experience of cases in the US and in Europe. What does the future hold for class, collective and mass arbitrations? Are they a marginal phenomenon or has their potential yet to be realized? What are possible solutions to the issues that have been encountered? Can we expect to see more of such arbitrations in the future? Written by arbitrators, academics and practitioners, this Dossier will provide the answers to these questions and many more.

Book excerpt: The high-powered sequel to VETERAN sees an unlikely hero make an even more unlikely return to take the reader back into a vividly rendered bleak future. But a bleak future where there are still wonders: man travelling out into the universe, Bladerunneresque cities hanging from the ceilings of vast caverns, aliens that we can barely comprehend. Gavin Smith writes fast-moving, incredibly violent SF thrillers but behind the violence and the thrills lies a carefully thought out story and characters who have far more to them than first meets the eye. Never one to avoid controversy Gavin Smith nevertheless invites you to think beyond the initial shock of what you have just read. But in the meantime? Another fire-fight, another chase another flight of imagination.

Book excerpt: JUSTICE PROTOCOL Terror hijacks an international conference on weapons of mass destruction in Stockholm when East Germans kidnap high-ranking government officials, including the U.S. vice president. And the ransom demand—a portion of each country’s GNP—is enough to cripple the world’s economies. Failure to comply ensures the hostages will be tortured and killed on a live video feed. Mack Bolan has to seize a narrow window of opportunity before the crisis spins out of control. But the tactically sophisticated terrorists stay one step ahead of him, moving the hostages to safe houses around the globe. In a cross-country blitz, he’s obliged to confront friendly multinational forces converging in a desperate retaliation. Bolan negotiates the only terms the terrorists understand: certain death.

Book excerpt: Looking at the restructuring of armed forces through three different lenses—doctrine and strategic framework, budget and resource allocation, and force structure and deployment—the key issues addressed in this book relate to how these factors interact in shaping transformation. This study provides valuable insights into the extent to which armed forces manage to adapt to the emerging strategic and operational challenges they have to face and illustrates the weight of institutional legacies, resource constraints and inter-organizational learning in shaping transformation. The book provides an innovative viewpoint on military transformation and significantly contributes to our understanding of contemporary security.
