Book excerpt: The Gulf Cooperation Council (GCC) countries have recognized the urgent need for a dramatic increase in electricity production in the coming decades in order to support rapid economic and social development in the region. The populations of the GCC countries are among the highest per capita users of energy in the world today, partly due to the harsh climate, but also to profligate use and inefficiencies in transmission and consumption. In order to meet future energy requirements, electricity generation must increase significantly and per capita consumption and waste decline dramatically. The economic development and continued urbanization of the Gulf region depend on energy from a variety of sources. It was with these challenges in mind that the Emirates Center for Strategic Studies and Research (ECSSR) convened its 13th Annual Energy Conference on November 19–21, 2007 in Abu Dhabi under the title Future Arabian Gulf Energy Sources: Hydrocarbon, Nuclear or Renewable? Visiting experts and policy makers were invited to share their views on the future composition of the Gulf energy sector and the challenges faced by the Gulf states in meeting their growing energy needs. This volume represents a valuable collection of these expert views, assessing trends and projections for Gulf energy requirements in the coming decades and addressing the need for greater conservation of energy and electricity, as well as methods with which to reduce the anticipated surge in demand. It also examines the potential role of renewable energy in the Gulf in powering both electricity generation and transport, and assesses the suitability of Nuclear energy as an alternative source of power generation in the coming decades. Furthermore, the technical, geopolitical and strategic concerns surrounding the use of nuclear power in a vitally important region like the Arabian Gulf are considered.

This book gives the views of both oil producers and oil consumers, detailing in a systematic manner the problems that they have encountered in the energy field and the solutions that they have devised to deal with them. The book makes clear that producers and consumers have common purpose in the conservation and judicious management of the dwindling and non-renewable world oil resources. It also makes clear that they share a consistent vision of the industry’s future development. The contributions to the book explore a range of important themes in the development of the energy sector. The future of OPEC is discussed in the context of the state of the world oil market. Other chapters consider the lessons that have been drawn by the Arab Gulf oil producers and throughout the book there is comparison with the experience of Canada providing a number of important insights into the operation of the world oil industry.

Book excerpt: Energy is essential to the ongoing process of development in the Arabian Gulf region, both in terms of its direct use and in the allocation of the proceeds from its export. Hence, there is an ever-present need to achieve the maximum level of energy security possible for producers and consumers alike, particularly in light of today’s various geo-strategic developments and escalating economic and security-related challenges. To discuss the issue of energy security in the Arabian Gulf, the Emirates Center for Strategic Studies and Research (ECSSR) convened its 15th Annual Energy Conference under the title Energy Security in the Gulf: Challenges and Prospects on November 16–18, 2009 in Abu Dhabi, UAE, hosting a group of distinguished energy experts from various academic, professional and technical backgrounds. This book comprises a collection of the papers presented at the conference, and as such provides a scholarly examination of energy security in a region vital to the global energy industry, yet characterized by instability and conflict. The papers presented in this volume identify energy security challenges in a globalized economy in view of worldwide consumption uncertainties, oil price preferences and the diversification of energy sources. The interplay between oil prices and fiscal sustainability in the Gulf states is examined, as well as the politicization of markets and the relationship between energy resources and regional conflict. Russian and Asian perspectives on energy security are also discussed, as is the role of new technology in achieving energy sustainability for both producers and consumers.

Book excerpt: This book examines various aspects of the future of oil as a source of energy, including future oil supply, oil demand and market stability. It reflects the analysis and assessments of the energy experts who gathered at the ECSSR's Sixth Annual Energy Conference, entitled The Future of Oil as a Source of Energy. Although the future supply of oil is difficult to forecast due to many uncertainties around production and reserve data, it is estimated that oil from the Gulf and other non-syndicated oil producing regions will form the larger part of global oil supplies after 2010. The volume also explores the potential of alternative energy sources like gas, hydrogen and renewable sources. Despite the projected increase in energy demand due to population growth and higher standards of living in the developed world, heightened environmental concerns and policies to reduce damaging emissions are likely to reduce oil؟s share in the energy market over time. A combination of conversion technologies and energy sources, including natural gas, renewable energy and hydrogen, now has the potential to form more than niche markets in the currently oil-dominated energy sector, at least in certain parts of the globe. Nevertheless, it is expected that oil will continue to be the energy source of choice for most regions.

Book excerpt: This book aims to tell the Abu Dhabi story in economic development, from its past dominance in oil to its economic vision for the future. More than being an exemplar of industrial restructuring and diversification from a resource-based to a 21st century knowledge-based economy and society, Abu Dhabi emphasises its cultural legacy and tradition as an environmental advocate for green and sustainable pathways. It has as many challenges as creative responses to show that its success is not by wealth alone. This case study unveils Abu Dhabi in particular and the rest of Arabic and GCC economic development in general. They have all attracted foreign investment and global business, typically as hydrocarbon-rich resource economies. Beyond that, the geoeconomics and geopolitics of the Middle East and North Africa, with or without the Arab Spring in 2011 is in and of itself, a rich region for multidisciplinary studies and research, not just for economics and business. With Qatar, Abu Dhabi boasts of one of the highest per capita income in the world; therein lies a reason to enquire about its success and pivotal role in the GCC and global contexts.

Book excerpt: The predominance of oil as the world’s main source of energy, coupled with the recent phenomenal growth of the natural gas industry spurred by environmental considerations, ensure that the Gulf’s energy sector will continue to play a pivotal role in the global market. With world demand projected to reach unprecedented levels led by Asian economic powers such as China and India, oil production peaking in key areas and geopolitical crises fueling greater uncertainty, issues of global supply security have come to the fore. All these factors have led to a steep rise in petroleum prices, filling the coffers of the oil producers but threatening to paralyze the global economy and imposing a heavy burden on the ultimate consumers. In this energy scenario, where does the Gulf oil and gas sector stand? How can it meet its long-term strategic requirements while satisfying the energy needs of the global economy? This was the main focus of the ECSSR Tenth Annual Energy Conference on The Gulf Oil and Gas Sector: Potential and Constraints, held in Abu Dhabi, from September 26–27, 2004. The conference presentations of the energy experts compiled in this book examine both the possibilities and the problems of the Gulf energy sector in the wider global context. Important energy issues covered include the future prospects of OPEC, the impact of world oil prices on global growth, the strategic objectives of the Gulf energy sector, the influence of markets and technology on regional reserves, the emerging partnerships between national and international oil companies, the imperatives for attracting Gulf energy investment and new developments in gas technology and regional gas trade. Regional case studies outline possible scenarios for the future of Iraqi oil, highlight policy options for Saudi Arabia as a swing producer and focus on the Norwegian experience of economic diversification.

Book excerpt: The future heralds a potential crisis in power supply in view of growing global and domestic demand for fossil fuel energy, particularly in supplying power for seawater desalination in the case of the Arabian Gulf region. The possibility of fossil fuel depletion on the one hand, and the increasing rate of development in the GCC countries on the other, has prompted Arab Gulf states to consider the development of peaceful nuclear energy as an alternative source of power generation. In order to provide a realistic strategic review of this topic, as well as various strategies with which to guarantee its achievement and benefit from the experience of other countries, the Emirates Center for Strategic Studies and Research (ECSSR) convened its 14th Annual Energy Conference under the title “Nuclear Energy in the Gulf,” on November 24–26, 2008 in Abu Dhabi, hosting a group of distinguished energy experts from various academic, professional and technical backgrounds. This book comprises a valuable collection of the papers presented at the conference. It identifies the motives behind the development of peaceful nuclear energy programs in the Gulf states as well as the local and regional implications of such programs, and examines the role of nuclear energy in the context of Gulf energy security and climate change. The inherent risks and opportunities of managing nuclear power are explored through a discussion of security infrastructure, non-proliferation standards and the role of international cooperation in the field of nuclear technology and long-term development. The book also analyzes factors pertaining to the economic viability of the nuclear energy option and its political and social implications, drawing on international experiences of existing civilian nuclear programs in other parts of the world. Examples presented in this volume include case studies of Japan and Germany, and a comparative outlook assessing the respective programs of Iran, Israel, Pakistan and India.

Book excerpt: The objective of this volume is to provide energy trend assessments and analyses of the future relationship of oil and gas to the world economy and to offer policy recommendations for the Gulf region. Currently, the Gulf oil-producing countries are faced with a myriad of challenges to their position as one of the world's key providers of energy resources. The downward trend in the real price of oil since the early 1980s has forced the Gulf economies to undergo a series of significant adjustments. The book provides a historical overview of the Gulf's role in world energy and outlines several factors underlying the price trend. Conservation measures in consumer countries, weak economic performance in industrialized nations, and new oil and gas-producing ventures outside OPEC are among the issues considered. Also examined are the energy-related strategic planning agendas of OPEC countries and the short-term energy market choices and constraints facing them. Given the sizable oil reserves available in the Gulf, the rising energy demand in Asia, and the growing energy needs of the Gulf itself, the Gulf region will continue to play a crucial role in the world energy market. In this context, some of the potential threats to the Gulf position in the world oil market are discussed, including the development of energy efficient technologies, the competition between gas exporters in the Gulf, and the production potential of the former Soviet Union. In light of the different issues raised and the finite nature of the energy resources available in the Gulf, the book concludes by underlining the urgent need for economic diversification in Gulf nations.

Book excerpt: Were oil supplies everlasting and the demand for oil strong and continuous, economic diversification in the Gulf would be pointless. However oil reserves are finite and non-renewable and the world demand for oil from the Gulf region is simply not stable. Collectively the countries of the Gulf face the striking prospect that unless priorities and plans are set with care the gestation period of their economic development may be longer than the expected life of their hydrocarbon resources. This book examines just that threat. It considers the opportunities available to the Gulf states for accumulating sufficient productive capital in the non-oil sectors of their economy to offset the drawing down of oil reserves. The book pays particular attention to the possibilities of development through cooperation not only within the Gulf Cooperation Council but also within the larger Arab region and the Third World as a whole. It concludes with a critical review of the main challenges that these economies are facing and are likely to face in the near future with special emphasis on their major problems and failures. First published in 1984.

Available in PDF, EPUB and Kindle. Book excerpt: During the 1970s and ‘80s economic relations between the Arab Gulf States and Japan grew enormously. Approximately 65% of Japan’s oil requirements were met from Arab Gulf resources. However, although Japanese imports of Arab oil comprise the major component of trade, Arab imports of Japanese goods are also increasing sharply. The seven Arab Gulf countries, represented by the Petroleum Information Committee accounted for 8% of Japan’s total exports. This book explores the various avenues of economic co-operation that have developed between Japan and the Gulf States both in energy and other areas. It considers the measures that have been taken to protect the security of oil supply. It reports Japan’s co-operation in the development of the petroleum industry in the Arab Gulf States. The book also examines the future prospects for economic, technological and political co-operation between Japan and the Arab Gulf States.
