This book was released on 2006-11-22 with total page 69 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Board of Governors in a Resolution adopted on September 18 requested that the Executive Board reach agreement on a new quota formula, starting discussions soon after the Annual Meetings in Singapore. According to the Resolution, this work should be completed by the Annual Meetings in 2007, and no later than the IMFC Meeting in the Spring of 2008. The Resolution states that the new formula should provide a simpler and more transparent means of capturing members’ relative positions in the world economy. This new formula would provide the basis for a second round of ad hoc quota increases, as part of the program of quota and voice reform to be completed by the Annual Meetings in 2007, and no later than by the Annual Meetings of 2008. This paper explores key issues related to a new quota formula as background for an informal Board seminar. This seminar is the first opportunity for the Board to discuss the new formula since the adoption of the Resolution. The paper first reviews the broad considerations and principles that should guide the design of a new quota formula, taking as a starting point the roles of quotas in the Fund. The paper also considers more specific issues in that light, such as the selection of variables and possible functional forms for the new formula. In examining these issues, the paper draws on the extensive discussion of the quota formulas in recent years, taking up questions raised both within the Board and in other fora.

Book excerpt: From the New York Times bestselling author of Hallelujah Anyway, Bird by Bird, and Almost Everything, a spiritual antidote to anxiety and despair in increasingly fraught times. As Anne Lamott knows, the world is a dangerous place. Terrorism and war have become the new normal. Environmental devastation looms even closer. And there are personal demands on her faith as well: getting older; her mother's Alzheimer's; her son's adolescence; and the passing of friends and time. Fortunately for those of us who are anxious about the state of the world, whose parents are also aging and dying, whose children are growing harder to recognize as they become teenagers, Plan B offers hope that we’re not alone in the midst of despair. It shares with us Lamott's ability to comfort and to make us laugh despite the grim realities. Anne Lamott is one of our most beloved writers, and Plan B is a book more necessary now than ever. It is further evidence that, as The New Yorker has written, "Anne Lamott is a cause for celebration."

Available in PDF, EPUB and Kindle. Book excerpt: "How can sites of waste disposal be marked to prevent contamination in the future? The United States government addressed this challenge in planning for nuclear waste repositories. Consulting with experts in imagining future scenarios, in language and communication, and in anthropology, the Department of Energy sought to develop plans that would satisfy demands from the Environmental Protection Agency for a marker system that would be effective long into the future. Expert consultants proposed two very different designs: one based on archaeological sites recognized as cultural heritage monuments; the other proposing that certain forms invoke universal feelings. The Department of Energy opted for a design based on archaeological ruins, cited as proof human-made markers could last and communicate warnings for thousands of years. This book explores the common sense assumptions the experts made about their archaeological models, and shows how they are contradicted by what archaeologists understand about these places and things. The book alternates between discussions of archaeological marker designs and reflections on the alternative proposal based on archetypes intended to arouse universal responses. Recognizing these archetype designs as similar in scale and form to Land Art projects, it compares the way government experts proposed their designs would work with views of modern artists and critics. Drawing on views of indigenous people who disproportionately are asked to accommodate such projects, the book explores concessions within the project that only oral transmission is likely to ensure such sites remain identifiable long into the future"--

Book excerpt: 'Where are you from?' was the question hounding Hazel Carby as a girl in post-World War II London. One of the so-called brown babies of the Windrush generation, born to a Jamaican father and Welsh mother, Carby's place in her home, her neighbourhood, and her country of birth was always in doubt. Emerging from this setting, Carby untangles the threads connecting members of her family to each other in a web woven by the British Empire across the Atlantic. We meet Carby's working-class grandmother Beatrice, a seamstress challenged by poverty and disease. In England, she was thrilled by the cosmopolitan fantasies of empire, by cities built with slave-trade profits, and by street peddlers selling fashionable Jamaican delicacies. In Jamaica, we follow the lives of both the 'white Carbys' and the 'black Carbys', as Mary Ivey, a free woman of colour, whose children are fathered by Lilly Carby, a British soldier who arrived in Jamaica in 1789 to be absorbed into the plantation aristocracy. And we discover the hidden stories of Bridget and Nancy, two women owned by Lilly who survived the Middle Passage from Africa to the Caribbean. Moving between the Jamaican plantations, the hills of Devon, the port cities of Bristol, Cardiff, and Kingston, and the working-class estates of South London, Carby's family story is at once an intimate personal history and a sweeping summation of the violent entanglement of two islands. In charting British empire's interweaving of capital and bodies, public language and private feeling, Carby will find herself reckoning with what she can tell, what she can remember, and what she can bear to know.

Book excerpt: Joel, Apress, Blogs, and Blooks ...I was learning the hard way about how to be a publisher and probably spending way too much time looking at web sites and programming than I should have in response to that. Anyway, one day I came across this web site called , which was run by a guy with strong opinions and an unusual, clever writing style, along with a willingness to take on the conventional wisdom. In particular, he was writing this ongoing series about how bad most user interfaces were—mostly because programmers by and large knew, as Joel and I would say, using the same Yiddish–derived NYC vernacular that we both share, “bupkis” about what users really want. And I, like many, was hooked both by the series and the occasional random essay that Joel wrote. And then I had this epiphany: I'm a publisher, I like reading his stuff, why not turn it into a book?... Read the complete Foreword — Gary Cornell, Cofounder, Apress Since the release of the bestselling title Joel on Software in 2004, requests for a sequel have been relentless. So, we went back to the famed JoelonSoftware.com archives and pulled out a new batch of favorites, many of which have been downloaded over one million times. With Joel's newest book, More Joel on Software, you'll get an even better (not to mention updated) feast of Joel's opinions and impressions on software development, software design, running a software business, and so much more. This is a new selection of essays from the author's web site, http://www.joelonsoftware.com. Joel Spolsky started his weblog in March 2000 in order to offer his insights, based on years of experience, on how to improve the world of programming. This weblog has become infamous among the programming world, and is linked to more than 600 other web sites and translated into 30+ languages! Spolsky's extraordinary writing skills, technical knowledge, and caustic wit have made him a programming guru. With the success of Joel on Software, there has been a strong demand for additional gems and advice, and this book is the answer to those requests. Containing a collection of all–new articles from the original, More Joel on Software has even more of an edge than the original, and the tips for running a business or managing people have far broader application than the software industry. We feel it is safe to say that this is the most useful book you will buy this year.
