This book was released on 2006-03-03 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report focuses on a range of issues relating to the BBC Charter, including the current bid for the TV licence fee, the link to the retail price index, and the need for transparency in the licence fee negotiations; the costs of digital switchover and spectrum charging; the BBC World Service and the launch of an Arabic language television channel; the 'Out of London' strategy for more regional broadcasting and the proposal to move several BBC departments to Manchester; sports broadcasting and the regulation of listed events; religious programming and the BBC's public service remit. The Committee supports the continuation of the licence fee, although concerns are raised that the annual cost increases above the rate of inflation may threaten to undermine public support for the BBC in the long term. However, it opposes the link between the retail price index and the licence fee, since it gives the BBC less incentive to make economies and efficiency gains, and instead argues that Parliament, rather than Government, should set the level of the licence fee, with the National Audit Office having scope to scrutinise the licence fee bid and publish its findings. The Committee's first report on the BBC Charter (HCP 50-I, session 2005-06, ISBN 0104007508), published in November 2005, focused on the Government's proposals for the future of the BBC, as set out in the Government's Green Paper ("A strong BBC, independent of government" published by the DCMS in March 2005 for consultation).

Available in PDF, EPUB and Kindle. Book excerpt: This important book examines the challenges posed to public service obligations by European Union media law and policy. An in-depth analysis of the extent to which six countries (France, Germany, Greece, Italy, the Netherlands, and the United Kingdom) regulate broadcasting for the public interest reveals a range of vulnerability to national political pressures or, alternatively, to the ideology of market sovereignty. The author examines the country of origin principle and the European quota rule of the Television without Frontiers Directive, revealing the influence of European law on the definition and enforcement of programme requirements, and shows how the case law of the European Court of Justice encourages deregulation at the national level without offering adequate safeguards at the supranational level in exchange. She asks the question whether the alleged ‘European audiovisual model’ actually persists—that is, whether broadcasting is still committed to protecting such values as cultural diversity, the safety of minors, the susceptibility of consumers to advertising, media pluralism, and the fight against racial and religious hatred. The book concludes with an evaluation of the impact of the EU state aid regime on the licence fee based financing of public broadcasting.

This is due to expire at the end of 2016. The BBC Charter Review Public Consultation sought to engage the UK in a dialogue about the future of the BBC in four key areas: Why the BBC? Mission, purpose and values; What the BBC does: scale and scope; Funding; Governance and regulation. The consultation asked 19 questions and the response was one of the largest ever received to a government consultation, highlighting that the future of the BBC is an important issue to a great many people

Book excerpt: The Committee's report examines the Government's proposals for the future of the BBC, as set out in the Government's Green Paper ("A strong BBC, independent of government") published by the DCMS in March 2005 for consultation. The Committee's conclusions include i) that the BBC's mandate and structure should be defined in statute rather than by Royal Charter; ii) the licence fee is the best way to fund the BBC over the next decade, although the system for agreeing the cost of the fee should be more transparent, with the BBC bid subject to independent investigation by the NAO; iii) the Government, rather than the licence fee payer, should fund the costs of the analogue switch-off; and iv) the Government's proposals for reforming the governance and regulation of the BBC are confusing, misguided and unworkable. A further report is due to be published by the Committee in Spring 2005 which will focus on the role of the BBC in the nations and the regions, the BBC World Service and the broadcasting of sport and religion.

This book was released on 2016-02-11 with total page 65 pages. Available in PDF, EPUB and Kindle. Book excerpt: The BBC is an extraordinary national and global institution. Often one of the very few things people outside this country know about Britain is that it is the home of the BBC. The BBC's value lies not only in the organisation itself, but in its accumulated reputation, experience and goodwill, in its public service remit, and in its place at the centre of a vibrant broadcasting industry. It sets a standard in broadcasting quality, impartiality and independence that serves as a benchmark for others. For these reasons the BBC has a vast amount to contribute as an international standard of excellence in public service broadcasting. At a time when many media organisations are reducing their international coverage, relying on a few feeds and becoming more prone to crowd behaviour, there is a huge opportunity for the BBC to consolidate this global position. But the BBC also has a role as a beacon of enlightened values of openness, freedom of thought, toleration and diversity. As the world increasingly divides on ideological and sectarian grounds, it is vital more than ever today to preserve an educated public realm in which civilised debate and the mutually respectful exchange of ideas may flourish. What would it take to create another? It is very hard to imagine how it could be done. Yet this does not mean the BBC is beyond improvement, or secure from technological, financial or commercial challenge. First, its core activities are under serious commercial threat: from traditional competitors, from new online insurgents, from lower cost providers of access to high quality programming, among others. New technologies and ways of accessing programmes are pushing the BBC to consider long term alternatives to the licence fee. Secondly, the BBC is not well served by its often unwieldy bureaucracy, its internal politics, and a culture which has been criticised as arrogant and introspective. And finally, the BBC's Director General has argued that the licence fee is viable for the coming Charter period. But as commercial and technological pressures converge, as the BBC's market share continues to fall and a new generation consumes its media in innumerable new ways, there is the question whether or not the licence fee funding model can be sustained.

Book excerpt: The term 'public diplomacy' relates to activities designed to promote the image and interests of the UK overseas in support of the Government's objectives. The BBC World Service and the British Council are the main government-funded bodies involved in public diplomacy activity, and in 2004-05, they received £225 million and £172 million of grant-in-aid respectively. The Committee's report examines the work of these two organisations, in light of the recommendations of the review by Lord Carter of Cole (more details available at http://www.fco.gov.uk/servlet/Front?pagename=OpenMarket/Xcelerate/ShowPageandc=Pageandcid=1007029395249) on the effectiveness of the Government's public diplomacy work, published in December 2005. The report makes 31 conclusions and recommendations, including the need for the Foreign Office to support an increase in the grant-in-aid funding for the BBC World Service so that it can introduce other television services such as the Arabic television news service; and that although it is appropriate for a Foreign Office minister to chair the new Public Diplomacy Strategy and Performance Management Board to ensure parliamentary accountability, this must not be allowed to compromise the editorial independence of the BBC World Service or the operational independence of the British Council.

Available in PDF, EPUB and Kindle. Book excerpt: This collection of essays ponders upon the intricate relations between the military and the spiritual from the Middle Ages to the present day. In order to analyse human attitudes towards conflicts, it is necessary to dwell upon the nebulous area where the religious and political spheres interweave so tightly that they become virtually impossible to distinguish. Indeed, despite remaining the responsibility of the state, the political decision to go to war depends heavily on some spiritual underpinning since, without a moral, ethical, or religious justification, it stands for gratuitous violence and is often equated with aggression. Situated as they are at the intersection of religious and political awareness, war sermons are an invaluable source of information regarding societies in times of conflict. Indeed, whether favourable or hostile to the waging of war, preachers participated in the edification of parishioners’ opinion. The writing, delivering or reading of sermons shaped the mental process of peoples who sought their ministers’ moral and spiritual guidance in times of crisis. This collection of essays offers contributions to the renewed debate on the function of war, its representations and its rhetoric as generators of identity.

It is established by Royal Charter, it is independent and its principal source of funding is a universal licence fee. We think that the current review of the BBC's Royal Charter, to which our report contributes, provides an opportunity to ensure that the BBC remains the keystone of British broadcasting, plays a central role in the wider creative industries in the United Kingdom and continues to be respected across the world. The 'Reithian Principles' - to inform, educate and entertain - should be reaffirmed as the mission statement of the BBC and, within the BBC itself, given greater prominence. As the starting point for a new accountability framework, the BBC should adopt Ofcom's four general Public Service Broadcasting purposes - informing our understanding of the world, stimulating knowledge and learning, reflecting UK cultural identity and representing diversity and alternative viewpoints. In recognition of its privileged status, we believe the BBC should set the gold standard amongst the broadcasters in fulfilling the public service broadcasting (PSB) purposes. It should be an exemplar of value-driven broadcasting. We also expect the BBC to make a particular commitment to reflecting the nations, regions and all the diverse communities of the UK. The BBC executive should establish a new set of values in the next Charter period that permeate through the BBC and are apparent in all the content it produces. This new framework should replace the current multiple layers of accountability which have emerged over the last decade. Purpose Remits and Purpose Priorities should be scrapped. Service licences should be retained, simplified, strengthened and leave no room for doubt about the contribution of each service to the BBC's overall mission and values. The service licences must also encourage creativity.

This book was released on 2006-06-12 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's final report on the BBC Charter Review highlights issues of concern in relation to the Government's White Paper ('A public service for all: the BBC in the digital age', Cm 6763, ISBN 0101676328) published in March 2006. Amongst the issues of concern raised, the Committee recommends that the BBC should be established by statute rather than Royal Charter with greater parliamentary scrutiny of the process for setting the level of the licence fee; and that the National Audit Office should be involved in scrutinising the BBC's bid and have autonomy to undertake other value for money reviews. This final report follows on from two previous Committee reports published in November 2005 on the Government's proposals for the future of the BBC (HLP 50-I, session 2005-06, ISBN 0104007508) and in March 2006 on issues relating to the BBC Charter, including the current bid for the TV licence fee (HLP 128-I, session 2005-06, ISBN 0104008245).

Book excerpt: The BBC: the mouthpiece of the Establishment? The BBC is one of the most important institutions in Britain; it is also one of the most misunderstood. Despite its claim to be independent and impartial, and the constant accusations of a liberal bias, the BBC has always sided with the elite. As Tom Mills demonstrates, we are only getting the news that the Establishment wants aired in public. Throughout its existence, the BBC has been in thrall to those in power. This was true in 1926 when it stood against the workers during the General Strike, and since then the Corporation has continued to mute the voices of those who oppose the status quo: miners in 1984; anti-war protesters in 2003; those who offer alternatives to austerity economics since 2008. From the outset much of its activity has been scrutinised by the secret services at the invitation of those in charge. Since the 1990s the BBC has been integrated into the market, while its independence from government and big business has been steadily eroded. The BBC is an important and timely examination of a crucial public institution that is constantly under threat.
