Book excerpt: First published in 1972, this second edition of Further Education in England and Wales was written to provide a comprehensive account of the character and extent of further education in England and Wales. The book critically analyses the major features of further education at the time of publication, and suggests ways in which it might profitably develop in the years ahead. It provides an important account of the post-war historical background to further education, and examines in detail topics such as the role of polytechnics and the work of the Council for National Academic Awards; the educational implications of the Industrial Training Act; developments in education for business and management; and, the changing pattern of education for art and design. The book also considers the training of teachers for further education, and further education in Wales.

Available in PDF, EPUB and Kindle. Book excerpt: These explanatory notes relate to the Further Education and Training Act 2007 (ISBN 9780105425076) which received Royal Assent on 23 October 2007. The Act implements proposals contained in the White Paper 'Further education: raising skills, improving life chances' (2006, Cm 6768, ISBN 9780101676823). The Act is in four parts. Part 1 makes provision for restructuring the Learning and Skills Council for England (LSC), the principal public body charged with planning and funding further education provision. It also places new duties on the LSC in relation to encouraging diversity and increasing choice in education and training. Proposals in the Act extend the powers of the LSC to design, develop and operate support services for persons and bodies involved in education or training and for educational institutions. The Act also clarifies the power of the LSC to form and invest in companies. In part 2, the Act transfers the power to incorporate further education institutions and to dissolve further education corporations from the Secretary of State to the LSC, and gives LSC the power to intervene in certain circumstances. Part 3 deals with industrial training levies, and part 4 contains miscellaneous and general provisions. The Act basically extends only to England and Wales.

Cantor and Roberts examine education for the sixteen to nineteen age group, giving details on school and college structure as well as an analysis on course and certification developments. The study examines different subjects in the English and Welsh higher education system, including chapters on technician and business education, as well as art, agriculture, and management education. This revised third edition of the original work also looks at teacher education, staff development, research and curriculum development, taking steps to imagine what would happen to education in England and Wales after the decade of the 1980s.

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the complex phenomenon in higher education of structural reforms in higher education systems. Across the globe, governments initiate comprehensive reforms of their higher education systems because they want their models to be the best and to excel at what they do. This regularly requires governments to change the higher education landscape to achieve their set objectives. Changes can include merger processes, the introduction of a new sector of higher education or a new type of higher education institution or excellence initiative. This book explores the current understanding of how successful such comprehensive reforms have been through an examination of eleven reform cases in European countries. For each reform, the different phases of the policy process – policy objectives, design, implementation, policy tools and evaluation – are systematically described and analysed to provide an overview of the factors that contribute to the success or failure of the reforms.

This book was released on 2010-03-11 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: Working practices between the UK and Welsh Assembly governments in relation to cross-border policies appear much improved since the Committee's earlier reports on this subject. But a number of outstanding issues remain in transport, health and further and higher education. On transport the Committee welcomes the planned electrification of the Great Western Main Line. However, the Department for Transport appears to have washed its hands of any strategic responsibility for cross-border roads. The A483 is the clearest example of a road vital for travel within Wales but which is not important to the English region in which it is located, and as a result loses out on funding. The Committee stresses the need for comparative data on which to build solid research comparing NHS performance in the devolved nations. More needs to be done to raise public awareness of the differences in services people can expect to receive on both sides of the border. Transparency of information is vital. Research proposals in the UK Government's Higher Ambitions strategy for higher education make no reference to nations other than England, despite the UK-wide research remit of the Department for Business, Innovation and Skills. The Committee calls for details about how research funding proposals apply to all four nations.

Book excerpt: Credit is intertwined with higher education around the world and this book introduces and analyses the long-term effects that this connection brings. Structured in three parts, the book is grounded in experience, practitioner research and detailed policy analysis. The greater availability of credit in higher education is closely tied to policies of widening access and this book addresses current issues including the consequences of Brexit, standards in higher education and the management of mobile student learning. The contributors to this book: -Explore the development and integration of credit within institutional policy -Outline the systems of student progression and achievement, including methods of assessment and measurement -Examine the official account of credit, widening access and curriculum in the UK -Analyse how credit can facilitate flexibility in curriculum design The book is relevant to anyone engaged in educational development, academic policy and learner support. The breadth of contributions from across the UK ensures the variation in policies is mapped and charts the implications for learners. “Rarely does a text come along which tackles challenging, technical aspects of higher education and presents them in an accessible and creative way. “ Maureen McLaughlin, Academic Registrar, Northumbria University, UK “This is a scholarly and timely analysis of the development of systems for recognising academic credit within the context of widening access to higher education.” Dr Marie Stowell, Director of Quality and Educational Development, University of Worcester, UK “This book is required reading for anyone interested in the future of higher education in a rapidly changing world.” Dr Andy W. Smith, Quality Assurance Agency for Higher Education "It is hard to find enough words of praise for this excellent collection of essays.” Herman de Leeuw, Executive Director and Founder, Groningen Declaration Network Wayne Turnbull was Head of Academic Policy and is now a historian at Liverpool John Moores University, UK.
