The persistence of mass poverty and inequality pits different social groups against one another and leads to a polarization that makes consistent economic policy formation difficult. National productivity may also suffer in economies with poorly educated workforces lacking adequate health care. Statistics on poverty and inequality in Latin America are rudimentary and often conflicting. Yet it is known that poverty became more widespread in the region during the last decade as it experienced economic decline. About 180 million people, or two out of every five in the area, are now living in poverty—some 50 million more than in 1980. It is also known that income and wealth are far more unequally distributed in Latin America than in most other developing regions. This book provides a much-needed assessment of how poverty, inequality, and social indicators have fared in several Latin American countries over the past decade. Experts from Latin America and the U.S. focus attention on the extent of poverty and inequality and how they have been affected by the debt crisis and adjustment of the 1980s. They explain that issues of poverty and inequality were neglected as governments in Latin America struggled to restore stability and growth to their economies. Social sector spending declined sharply, affecting both the quality and quantity of services provided. The contributors examine how poverty and inequality are—or are not—being addressed in each country. They also explore the viability of alternative approaches to combating poverty and reducing inequality. They explain that virtually no one denies that governments must take a leading role in the provision of health, education, and other social services. Yet there are sharp debates--over the compatibility of social spending with economic adjustment and stabilization; the priority of social expenditures in relation to other governmental spending; the allocation of funds among different social programs; who should, and should not, benefit; and who should pay the costs. They show that the poor and middle sectors had to pay dearly because their governments, the international community, and the families themselves were not prepared to deal with austerity. The book contains eleven chapters by contributors from universities and research institutions in the U.S. and Latin America, as well as from international financial organizations. It is the result of a project cosponsored by Inter-American Dialogue.

It discusses many types of interventions that governments provide to individuals, families, or households, including categorical programs, poverty-targeted programs, labor benefits and services, disability benefits and services, and social services. The Sourcebook seeks to address concrete “how-to†? questions, including: • How do countries deliver social protection benefits and services? • How do they do so effectively and efficiently? • How do they ensure dynamic inclusion, especially for the most vulnerable and needy? • How do they promote better coordination and integration—not only among social protection programs but also among programs in other parts of government? • How can they meet the needs of their intended populations and provide a better client experience? The delivery systems framework elaborates on the key elements of that operating environment. The framework is anchored in core implementation phases along the delivery chain. Key actors, including people and institutions, interact all along that delivery chain. Those interactions are facilitated by communications, information systems, and technology. This framework can apply to the delivery of one or many programs and to the delivery of adaptive social protection. The Sourcebook structures itself around eight key principles that can frame the delivery systems mind-set: 1. There is no single blueprint for delivery systems, but there are commonalities, and those common elements constitute the core of the delivery systems framework. 2. Quality of implementation matters, and weaknesses in any of the core elements will negatively affect the entire system, reducing the impacts of the program(s) they support. 3. Delivery systems evolve over time, in a nonlinear fashion, and their starting points matter. 4. Efforts should be made to “keep it simple†? and to “do simple well,†? from the start. 5. The “first mile†?—people’s direct interface with administrative functions—is often the weakest link in the delivery chain; improving it may take systemic change but will greatly improve overall efficiencies and mitigate the risk of failures on the frontlines. 6. Social protection programs do not operate in a vacuum, and thus their delivery systems should not be developed in silos; synergies across institutions and information systems are possible and can improve program outcomes. 7. Social protection delivery systems can contribute more broadly to government’s ability to serve other sectors, such as health insurance subsidies, scholarships, social energy tariffs, housing benefits, and legal services. 8. The dual challenges of inclusion and coordination are pervasive and perennial and encourage the continuous improvement of delivery systems, through a dynamic, integrated, and human-centered approach.

Proxy means testing, community-based selection of individuals and demographic targeting to children show good results on average, but with considerable variation. - Demographic targeting to the elderly, community bidding, and self-selection based on consumption show limited potential for good targeting. - There is no single preferred method for all types of programs or all country contexts. Successful targeting depends critically on how a method is implemented. Mauricio Suárez develops a conception of representation that delivers a compelling account of modeling practice. He begins by discussing the history and methodology of model building, charting the emergence of what he calls the modeling attitude, a nineteenth-century and fin de siècle development. Prominent cases of models, both historical and contemporary, are used as benchmarks for the accounts of representation considered throughout the book. After arguing against reductive naturalist theories of scientific representation, Suárez sets out his own account: a case for pluralism regarding the means of representation and minimalism regarding its constituents. He shows that scientists employ a variety of modeling relations in their representational practice—which helps them to assess the accuracy of their representations—while demonstrating that there is nothing metaphysically deep about the constituent relation that encompasses all these diverse means. The book also probes the broad implications of Suárez’s inferential conception outside scientific modeling itself, covering analogies with debates about artistic representation and philosophical thought over the past several decades.

Thinking on economic development has shifted over time. Early theories that stressed capital formation and a heavy reliance on the public sector proved inadequate. Gradually, economists began to see that development was a complex, multifaceted problem that combined economic issues with problems of poverty and income distribution, insititution building and governance. While there have been many failures, there have also been many successes. Countries such as China, Chile, Ghana, and Korea demonstrate that good policies and strong institutions can result in remarkable progress. However, many poor countries, particularly those in Africa continue to lag behind. Closing this gap remains a major challenge for the world, particularly as the growing population and output of developing countries accelerate tensions in such areas as trade, immigration and financial flows.
