Book excerpt: Weapons collection programmes seek to reduce the availability of small arms and light weapons in countries affected by conflict situations, by promoting community-based development projects in exchange for the surrender of these guns. This publication considers the experiences and lessons learned from such activities undertaken in Albania, and is based on the role and perceptions of the people directly involved in, and affected by, these programmes. It is part of a series of country studies of weapons collections programmes, and a handbook will subsequently be issued which draws together best practices for weapons collection and other related issues.

Available in PDF, EPUB and Kindle. Book excerpt: Security sector reform (SSR) and small arms and lights weapons (SALW) reduction and control programmes have become staples of peacebuilding policy and practice in fragile, failed and conflict-affected states (FFCAS). There is wide agreement in the peacebuilding field that the two areas are intricately interconnected and mutually reinforcing. However, this consensus has rarely translated into integrated programming on the ground. Drawing on a diverse set of case studies, this paper presents a renewed argument for robust integration of SSR and SALW programming. The failure to exploit innate synergies between the two areas in the field has not merely resulted in missed opportunities to leverage scarce resources and capacity, but has caused significant programmatic setbacks that have harmed wider prospects for peace and stability. With the SSR model itself in a period of conceptual transition, the time is ripe for innovation. A renewed emphasis on integrating SSR and SALW programming in FFCAS, while not a wholly new idea, represents a potential avenue for change that could deliver significant dividends in the field. The paper offers some preliminary ideas on how to achieve this renewed integration in practice.

Book excerpt: There has now been more than a decade of conceptual work, policy development, and operational activity in the field of security sector reform (SSR). To what extent has its original aim, to support and facilitate development, been met? The various contributions to this book address this question, offering a range of insights on the theoretical and practical relevance of the security-development nexus in SSR. They examine claims of how and whether SSR effectively contributes to achieving both security and development objectives. In particular, the analyses presented in the book provide a salutary lesson that development and security communities need to take each other's concerns into account when planning, implementing, and evaluating their activities. The book offers academics, policy-makers, and practitioners within the development and security communities relevant lessons, suggestions, and practical advice for approaching SSR as an instrument that serves both security and development objectives. Available in PDF, EPUB and Kindle. Book excerpt: This expert analysis addresses the many interconnections between political violence and crime, including the transnational crimes of non-state actors and the international crimes of states. How crime is defined goes to the heart of the boundaries drawn between legitimate and illegitimate use of force; between violence and non-violence; between legality and criminality. Crime Wars: The Global Intersection of Crime, Political Violence, and International Law presents a well-balanced, introductory analysis of this critically important subject, addressing the many points of intersection between political legitimacy, law, political violence, and criminal activity. This thought-provoking work examines the criminalization of the developing world, opening up debate about the nature and cause of acts that transgress laws, rules, and social norms. Acknowledging the subjective nature of crime, it nevertheless urges readers to ask difficult questions about why law-abiding persons and states sanction rule infringement, law breaking, and amoral policy. Perhaps most importantly, the authors assess structures of global and regional governance, including legal regimes and major international non-governmental agencies, to offer unique, historically grounded insights into security challenges and the ways in which global crimes and wars can be addressed in the 21st century.

Police reform has become an indispensible element in the spread of liberal democracy. Policing is distinguished by its ability to combine reasonable and forcible methods to preserve and spread liberal values. The book examines the reason police reform was introduced as a method of building consensus in Latin America and the Balkans and documents the development of its use in Africa, the Middle East and the Caucasus region. Book excerpt: This book sets out to break down and identify positive associations between Disarmament, Demobilization, and Reintegration (DDR) and Security Sector Reform (SSR). Drawing on case studies from selected post-conflict settings, the book demonstrates the potential and reality of improved collaboration between both endeavors. Enhanced cooperation could avoid negative outcomes, such as former combatants dropping out of programs, trust undermined in security institutions, and the creation of security vacuums that jeopardize the safety of individuals and communities. A central claim of the book is that programs must be responsive to the needs and interests of different national actors. Without understanding the dynamic political processes that shape the origins, parameters, and outcomes of both processes, DDR and SSR may address security deficits, but will be unfit to support sustainable transitions towards national recovery and development. It illustrates how police power binds the liberal value of freedom to the security needs of post-conflict regions and discusses its force as a strategy to bring law and order to a global security domain. Drawing on a multi-disciplinary approach to the subject, the book delves deeply into policing as a method to bring coherence to global security. It traces the presence of coherent police strategies in contemporary international relations through studies of the United Nations, the European Union and the Organization for Security and Cooperation in Europe. By contrasting police reform with security sector reform, the book explores how liberal peace is imagined by the international NGO sector, state aid agencies and international organizations. This book will be of much interest to students of statebuilding, post-conflict reconstruction, critical security studies, development studies and IR in general.

Book excerpt: Securing Development: Public Finance and the Security Sector highlights the role of public finance in the delivery of security and criminal justice services. This book offers a framework for analyzing public financial management, financial transparency, and oversight, as well as expenditure policy issues that determine how to most appropriately manage security and justice services. The interplay among security, justice, and public finance is still a relatively unexplored area of development. Such a perspective can help security actors provide more professional, effective, and efficient security and justice services for citizens, while also strengthening systems for accountability. The book is the result of a project undertaken jointly by staff from the World Bank and the United Nations, integrating the disciplines where each institution holds a comparative advantage and a core mandate. The primary audience includes government officials bearing both security and financial responsibilities, staff of international organizations working on public expenditure management and security sector issues, academics, and development practitioners working in an advisory capacity.
