Book Synopsis Organization and Financing of Public Health Services in Europe by : Who Regional Office for Europe
Download or read book Organization and Financing of Public Health Services in Europe written by Who Regional Office for Europe and published by World Health Organization. This book was released on 2018-06-29 with total page 148 pages. Available in PDF, EPUB and Kindle. Book excerpt: What are public health services? Countries across Europe understand what they are or what they should include differently. This study describes the experiences of nine countries detailing the ways they have opted to organize and finance public health services and train and employ their public health workforce. It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. The study reveals a wide range of experience and variation across Europe and clearly illustrates two fundamentally different approaches to public health services: integration with curative health services (as in Slovenia or Sweden) or organization and provision through a separate parallel structure (Republic of Moldova). The case studies explore the context that explain this divergence and its implications. This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe Division of Health Systems and Public Health. It accompanies two other Observatory publications Organization and financing of public health services in Europe and The role of public health organizations in addressing public health problems in Europe: the case of obesity alcohol and antimicrobial resistance (both forthcoming).
Book Synopsis Democratizing France by : Vivien A. Schmidt
Download or read book Democratizing France written by Vivien A. Schmidt and published by Cambridge University Press. This book was released on 1990 with total page 422 pages. Available in PDF, EPUB and Kindle. Book excerpt: The focus of this book is on the decentralization reforms legislated by the Socialist government in France from 1982 to 1986. These reforms redefined the role of the central state in the periphery and gave extensive new powers to territorial governments. In order to more fully assess the causes and effects of this recent decentralization, Vivien Schmidt examines these reforms and their impact in comparative historical perspective. The first part of the book traces the history of decentralization from the French Revolution to the present, highlighting the significant reforms at the beginning of the Third Republic in the 1870s. The second part of the book analyzes the actual impact of the reforms of both the 1870s and the 1980s on local government institutions and processes. Professor Schmidt uses an innovative mix of methods borrowed from political sociology and cultural anthropology, combined with historical analysis and extensive interviews of national and local politicians and civil servants. Her analysis allows her to explain how in a governmental system as formally centralized as that of France, local officials nevertheless managed to develop informal rules that gave them more power than the laws allowed. The Socialists in the Fifth Republic, she explains, formalized this previously established informal system. The book provides important new theoretical insights into the changing nature of the French state in addition to revealing significant historical patterns, particularly in the parallel between the role of decentralization in the Third and Fifth Republics.
Book Synopsis Voluntary Health Insurance in Europe: Country Experience by : Sagan A.
Download or read book Voluntary Health Insurance in Europe: Country Experience written by Sagan A. and published by World Health Organization. This book was released on 2016-07-20 with total page 163 pages. Available in PDF, EPUB and Kindle. Book excerpt: No two markets for voluntary health insurance (VHI) are identical. All differ in some way because they are heavily shaped by the nature and performance of publicly financed health systems and by the contexts in which they have evolved. This volume contains short structured profiles of markets for VHI in 34 countries in Europe. These are drawn from European Union member states plus Armenia Iceland Georgia Norway the Russian Federation Switzerland and Ukraine. The book is aimed at policy-makers and researchers interested in knowing more about how VHI works in practice in a wide range of contexts. Each profile written by one or more local experts identifies gaps in publicly-financed health coverage describes the role VHI plays outlines the way in which the market for VHI operates summarises public policy towards VHI including major developments over time and highlights national debates and challenges. The book is part of a study on VHI in Europe prepared jointly by the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe. A companion volume provides an analytical overview of VHI markets across the 34 countries.
Book Synopsis Guidelines for Public Expenditure Management by : Mr.Jack Diamond
Download or read book Guidelines for Public Expenditure Management written by Mr.Jack Diamond and published by International Monetary Fund. This book was released on 1999-07-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.

Book Synopsis The French Republic by : Edward G. Berenson
Download or read book The French Republic written by Edward G. Berenson and published by Cornell University Press. This book was released on 2011-10-15 with total page 389 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this invaluable reference work, the world’s foremost authorities on France’s political, social, cultural, and intellectual history explore the history and meaning of the French Republic and the challenges it has faced. Founded in 1792, the French Republic has been defined and redefined by a succession of regimes and institutions, a multiplicity of symbols, and a plurality of meanings, ideas, and values. Although constantly in flux, the Republic has nonetheless produced a set of core ideals and practices fundamental to modern France's political culture and democratic life. Based on the influential Dictionnaire critique de la république, published in France in 2002, The French Republic provides an encyclopedic survey of French republicanism since the Enlightenment. Divided into three sections—Time and History, Principles and Values, and Dilemmas and Debates—The French Republic begins by examining each of France’s five Republics and its two authoritarian interludes, the Second Empire and Vichy. It then offers thematic essays on such topics as Liberty, Equality, and Fraternity; laicity; citizenship; the press; immigration; decolonization; anti-Semitism; gender; the family; cultural policy; and the Muslim headscarf debates. Each essay includes a brief guide to further reading. This volume features updated translations of some of the most important essays from the French edition, as well as twenty-two newly commissioned English-language essays, for a total of forty entries. Taken together, they provide a state-of-the art appraisal of French republicanism and its role in shaping contemporary France’s public and private life.

Book Synopsis The Collapse of the Third Republic by : William L. Shirer
Download or read book The Collapse of the Third Republic written by William L. Shirer and published by Rosetta Books. This book was released on 2014-10-22 with total page 1948 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Book Award–winning historian’s “vivid and moving” eyewitness account of the fall of France to Hitler’s Third Reich at the outset of WWII (The New York Times). As an international war correspondent and radio commentator during World War II, William L. Shirer didn’t just research the fall of France. He was there. In just six weeks, he watched the Third Reich topple one of the world’s oldest military powers—and institute a rule of terror and paranoia. Based on in-person conversations with the leaders, diplomats, generals, and ordinary citizens who both shaped the events and lived through them, Shirer constructs a compelling account of historical events without losing sight of the human experience. From the heroic efforts of the Freedom Fighters to the tactical military misjudgments that caused the fall and the daily realities of life for French citizens under Nazi rule, this fascinating and exhaustively documented account brings this significant episode of history to life. “This is a companion effort to Shirer’s The Rise and Fall of the Third Reich, also voluminous but very readable, reflecting once again both Shirer’s own experience and an enormous mass of historical material well digested and assimilated.” —Kirkus Reviews (starred review)
