Book excerpt: Excerpt from The Political and Military History of the Campaign of Waterloo This volume was the last of a work, published some twelve years since; but as the manuscript of this campaign had unfortunately been mislaid, the editor was compelled to supply its place hastily and somewhat incompletely. Having, by an unforeseen event, recovered the original manuscript, I hasten to restore it in its integrity, with this difference, that I present it in my name, instead of causing the recital to be made by Napoleon. A powerful motive has induced me to act thus, and change the form employed in the rest of the work: it is, that the rapidity of the emperor's fall, and his exile, preventing him from procuring accurate information of what had occurred, not only in his army, but also in that of his adversaries, he had at St. Helena composed narratives, with which a disinterested historian could not entirely concur, so that it would have been necessary to make him utter things, of which he had judged altogether differently. The censures that Napoleon has cast on Ney and Grouchy, and which these have returned with interest, have all, more or less, something specious in them. I have sought to he impartial in presenting them. Napoleon did not always give his orders in an irreproachable manner; these orders were not always well executed or properly interpreted, and his lieutenants knew not how to supply the deficiency in what they had received incompletely and vaguely. We take for our guide good old Father Goulden, who, looking through his big spectacles from his Shop window at Phalsbourg, relates the history of Europe as he saw and read it, in those stirring times when Wordsworth sang of the joy of being alive - and young. We who have lived a little longer have seen the fruits Of many of the seeds sown in those vivacious years. Some are good and some are evil, after the manner of all human and transitory actions. But Father Goulden, if rather too enthusiastic for the cause he had had at heart, was a just man, and admitted the faults Of his early idols. Joseph Bertha, the domesticated young man with a good heart and a bit Of a limp, tells us of the terrible campaign of 1813. In his mouth is placed the military part of the story, and in Father Goulden's the political. We rejoice over the sweet womanliness of the young man's wife, and smile at the vehemence of Aunt Grethel. She would worship Napoleon to-day, and, if it appeared to suit her peace of mind, she was equally ready to do homage to the Bourbons and to, attend the masses of expiation for Cadoudal and his colleagues. The plot is correct and well conceived. The military portion of the books is excellent if we take the point of view that the Observations are those of a young conscript, who hears more than he sees. The charm of the authors will never fade. Day by day we perceive the fact that their more serious books are by no means tales of adventure after the manner of Peter Simple, but a unique and truly French mixture of realism and thrifty love. Tolstoy could hardly do more to enhance the cause of peace than do the present works. They have been re garded as books for boys, but there is that in them which the serious student of history can ill afford to miss. Book excerpt: Excerpt from France, Mediaeval and Modern: A History The history of France from the Norman Conquest to the battle of Waterloo is to some extent the history of the rivalry of the English and French monarchies, though from the death of Henry II of France in 1559 to the opening of the war of the League of Augsburg in 1689, the two countries were for the most part at peace. From the accession of Charles of Spain to the Imperial throne as the Emperor Charles V to the present day - with the exception of the period from the opening of the Seven Years' War to the outbreak of the Revolution - France has always regarded the leading Power in Germany, whether Austria or, since 1866, Prussia, with suspicion if not with actual animosity. In both cases she has had justification. The possessions of England in France down even to the reign of the English Queen Mary were a sufficient cause for exasperation, and after 1688 the colonial rivalry of the two Powers rendered hostilities frequent. Then shortly after the accession of the Emperor Charles V projects arose for the partition of France between him and Henry VIII, while during the Religious Wars in France the continued hostility of the Habsburg lirie in Spain, followed by the attempt of the Emperor in the Thirty Years' War to subject Europe to his sway, necessarily called forth the fiercest opposition in France. Till 1756 the two countries were frequently at war, and after the outbreak of hostilities in 1792 the French Government endeavoured to crush Austria - a policy pursued by Napoleon with consider able success.
