Book Synopsis The Politics of Chemical Risk: Scenarios for a Regulatory Future by : R. Bal
Download or read book The Politics of Chemical Risk: Scenarios for a Regulatory Future written by R. Bal and published by Springer Science & Business Media. This book was released on 2013-04-17 with total page 360 pages. Available in PDF, EPUB and Kindle. Book excerpt: All industrial countries have developed regulatory systems to assess and manage the risk of chemical substances to the working and natural environment. The pressure to harmonize these often specialized regulatory systems is increasingly strong at the international level. Such harmonization not only entails the assessment of particular chemicals, but also the way assessment procedures and their boundary with risk management is organized. As these initiatives intensify, they increasingly raise important questions of how to integrate national differences in the international regulatory arena. How will national consultation procedures relate to international decision-making on chemical risks? How will differences in national risk assessment procedures be accommodated? How will the international regulatory system be integrated with different national styles of regulation and government? Presenting the experiences and insights of both people from within the worlds of risk assessment and management and from the field of Science Studies, this book forms a state-of-the-art in the discussion on the Politics of Chemical Risk. By offering scenarios, or sketches of a regulatory future, it points to the choices that can be made and the opportunities to be explored. As such, it offers an agenda for environmental and occupational scientists, policy-makers and students of science and technology alike.
Book Synopsis Economics and Power in EU Chemicals Policy and Regulation by : Laura Maxim
Download or read book Economics and Power in EU Chemicals Policy and Regulation written by Laura Maxim and published by Edward Elgar Publishing. This book was released on 2023-03-28 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this timely and insightful book, Laura Maxim evaluates the use of socio-economic analysis (SEA) in the regulation of potentially carcinogenic, mutagenic, and toxic chemicals. Retracing the history of the use of cost-benefit analysis in chemical risk policies, this book presents contemporary discourse on the political success of SEA. Informed by empirical research, theoretical analysis, and professional experience in implementing EU Regulation on the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH), Maxim proposes a new form of risk regulation called 'regulatory co-management', of which SEA has become a convenient tool. Chapters outline the controversy surrounding cost-benefit analysis in the US, the history of chemical regulation in Europe since 1967, and the construction and institutionalization of the European Chemicals Agency's (ECHA) socio-economic guidelines. The book concludes by analyzing legal, political, and ethical criticisms of the role of SEA in the authorization of chemicals such as lead chromate, chromium trioxide, and sodium dichromate. With direct relevance to ongoing debates about the revision of EU chemicals policy, this unique book will be essential reading for practitioners of socio-economic analysis and stakeholders involved in REACH. It will also be beneficial to academics and students of environmental governance and regulation, European politics and policy, and industrial economics.

Book Synopsis Knowledge, Policy, and Expertise by : Susan E. Owens
Download or read book Knowledge, Policy, and Expertise written by Susan E. Owens and published by . This book was released on 2015 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents a fascinating analysis of expertise and policy formation, based on an in-depth study of the UK Royal Commission on Environmental Pollution. The Commission provided expert advice to governments from 1970 to 2011. Often portrayed as a 'scientific body', it was in fact an interesting hybrid, which embodied wide-ranging expertise. It delivered thirty-three reports, leaving a significant mark on British environmental policy, and having influence within Europe and beyond. Drawing upon an extensive literature and a wide range of sources, Knowledge, Policy, and Expertise provides the only full account of this important advisory body, covering a period in which the policy landscape was profoundly transformed. It offers a rich and detailed analysis of authority, autonomy, and trust; of the diverse roles that advisors can play and the networks within which they operate; and of the 'circumstances of influence' in which expert advice comes to be accepted gratefully, used strategically, absorbed in diffuse ways, or ignored. Above all, this book demonstrates the complexity and contingency of knowledge-policy relations, contributing substantially to a theory of expertise, and drawing out important implications for the future of 'good advice'.

Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The purpose of this working paper is to review existing chemical risk assessment methods in the context of supporting socio-economic cost-benefit analysis, focusing on more "typical" risk assessments that may not have strong epidemiologic data and/or were not originally designed to support socio-economic analyses. A number of case studies of such "typical" chemical risk assessments were reviewed with respect to their suitability for supporting socio-economic analyses

Book Synopsis Science and Decisions by : National Research Council
Download or read book Science and Decisions written by National Research Council and published by National Academies Press. This book was released on 2009-03-24 with total page 422 pages. Available in PDF, EPUB and Kindle. Book excerpt: Risk assessment has become a dominant public policy tool for making choices, based on limited resources, to protect public health and the environment. It has been instrumental to the mission of the U.S. Environmental Protection Agency (EPA) as well as other federal agencies in evaluating public health concerns, informing regulatory and technological decisions, prioritizing research needs and funding, and in developing approaches for cost-benefit analysis. However, risk assessment is at a crossroads. Despite advances in the field, risk assessment faces a number of significant challenges including lengthy delays in making complex decisions; lack of data leading to significant uncertainty in risk assessments; and many chemicals in the marketplace that have not been evaluated and emerging agents requiring assessment. Science and Decisions makes practical scientific and technical recommendations to address these challenges. This book is a complement to the widely used 1983 National Academies book, Risk Assessment in the Federal Government (also known as the Red Book). The earlier book established a framework for the concepts and conduct of risk assessment that has been adopted by numerous expert committees, regulatory agencies, and public health institutions. The new book embeds these concepts within a broader framework for risk-based decision-making. Together, these are essential references for those working in the regulatory and public health fields.
