Available in PDF, EPUB and Kindle. Book excerpt: Inquiries into the relationship between security and human rights are of very recent vintage. They have long been hampered by political scientists' predilection for political "realism." From that perspective, there seemed little doubt that power comes first and any human rights but a poor second. As wishful thinking turned into reality during the Eastern European revolutions of 1989, the limitations of such shortsighted realism became apparent. This book examines the causes and consequences of the emerging new relationship between security and human rights. It is divided into two parts, which deal respectively with security and human rights and their relationship to states and societies. What is the theoretical linkage between security and human rights? How has this linkage evolved within the context of East-West relations? What was the particular role of the Helsinki process in shaping this evolution? How do these issues affect the difficult transition from dictatorship to pluralism in countries facing the challenge of ethnic, economic, and social dislocation? The contributors to this volume seek to deepen our understanding of the forces that brought about the collapse of communism in Europe, and they explore the broader implications of change for the emerging post-cold war international order.

Book excerpt: In this `Dickensian century' of human rights, the world has cultivated the best of religious rights protections, but witnessed the worst of religious rights abuses. In this volume, Jimmy Carter, John T. Noonan, Jr., and a score of leading jurists assess critically and comparatively the religious rights laws and practices of the international community and of selected states in the Atlantic continents. This volume and its companion Religious Human Rights in Global Perspective: Religious Perspectives are products of an ongoing project on religion, human rights and democracy undertaken by the Law and Religion Program at Emory University.

Now that the threat from the Warsaw Pact has disappeared, there seems little need for a Western military alliance of such magnitude. The contributions here offer various views on NATO's future.

Available in PDF, EPUB and Kindle. Book excerpt: On November 19, 1990, the participating states of the Conference on Security and Cooperation in Europe (CSCE) gathered in Paris to sign the Charter of Paris and celebrate an end to the Cold War. How did the thirty-five CSCE countries, which included the United States, Canada, and all of Western and Eastern Europe (except Albania), the Soviet Union, and the neutral and nonaligned states, escape the clutches of the Cold 'War without a violent confrontation, a devastating conventional war, or even a nuclear holocaust? Janie Leatherman argues that by forging an understanding of cooperative security and embracing the protection of human rights, the primacy of democratic government, and free market economies, the CSCE led the participating states from Cold War confrontation toward a democratic peace.

Book excerpt: Four years after the end of the Cold War, the United States and its European allies have still not agreed on a new security system to deal with war in Yugoslavia, a restless eastern Europe, and an unstable Russia. The contributors to this timely volume evaluate reforms in the North Atlantic Alliance, the new European Union, and the Conference on Security and Cooperation in Europe (CSCE). They also explore a number of critical issues: Why is it that NATO cannot end the Yugoslav conflict? Why do the Americans and West Europeans quarrel over a European Security and Defense Identity? Why is it that the states of Central and Eastern Europe cannot simply join NATO? Is the CSCE becoming the pan-European security organization that will bear responsibility for preventing or managing future conflicts? The book offers careful analysis of the pivotal years of reform between 1989 and 1992. In the first section, the contributors assess those developments from the viewpoint of the key institutions—NATO, CSCE, the European Union, and its security arm, the Western European Union (WEU). They then examine the policies of the key allies—the United States, the United Kingdom, Germany, and France. The book concludes that the current problems in European security affairs are directly explained by the discord, divergences, and contradictions that have characterized the crucial formative years of these newly significant organizations. In the closing chapter, the editors suggest pragmatic political initiatives for strengthening these groups in the near future.
