Book excerpt: This status report reviews progress toward implementation of the 2010 Quota and Governance Reforms. It updates the status of consents to the proposed quota increases under the 14th General Review of Quotas and of acceptances of the Proposed Seventh Amendment on the Reform of the Executive Board (“Board Reform Amendment” or “Seventh Amendment”) as set out in the Board of Governors Resolution No. 66-2. For the proposed quota increases under the 14th General Review of Quotas to become effective, members having not less than 70 percent of the total of quotas on November 5, 2010 must consent to the increases in their quotas and the proposed Board Reform Amendment must have entered into force.1 The proposed Board Reform Amendment enters into force once the Fund certifies that three-fifths of the members (i.e., currently 113 members) representing 85 percent of the total voting power have accepted the proposed amendment.

This book was released on 2014-03-10 with total page 2881 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Special Court for Sierra Leone was established through signature of a bilateral treaty between the United Nations and the Government of Sierra Leone in early 2002, making it the third modern ad hoc international criminal tribunal. The tribunal has tried various persons, including former Liberian President Charles Ghankay Taylor, for allegedly bearing "greatest responsibility" for serious violations of international humanitarian law committed during the latter half of the Sierra Leonean armed conflict. This volume, which consists of two books and a CD-ROM and is edited by two legal experts on the Sierra Leone court, presents, for the first time in a single place, a comprehensive collection of all the interlocutory decisions and final trial and appeals judgments issued by the court in the case Prosecutor v. Norman, Fofana and Kondewa (The CDF Case). It contains the full text of all substantive judicial decisions, including the majority, separate and concurring as well as dissenting opinions. It additionally provides relevant information for a better understanding of the case, such as the indictments, a list of admitted exhibits and a list of documents on the case file. The book, which is the second in a series of edited law reports that will capture the entire jurisprudential legacy of the tribunal, fills the gap for a single and authoritative reference source of the tribunal’s jurisprudence. It is intended for national and international judges, lawyers, academics, students and other researchers as well as transitional justice practitioners in courts, tribunals and truth commissions as well as anyone seeking an accurate record of the trials conducted by the Special Court for Sierra Leone. N.B.: The hardback copy of this title contains a CD-ROM with the scanned decisions that are reproduced in the book and the trial transcripts. The e-book version does not. Available in PDF, EPUB and Kindle. Book excerpt: 2004 marks the fiftieth anniversary of the Supreme Court's unanimous decision to end segregation in public schools. Many people were elated when Supreme Court Chief Justice Earl Warren delivered Brown v. Board of Education of Topeka in May 1954, the ruling that struck down state-sponsored racial segregation in America's public schools. Thurgood Marshall, chief attorney for the black families that launched the litigation, exclaimed later, "I was so happy, I was numb." The novelist Ralph Ellison wrote, "another battle of the Civil War has been won. The rest is up to us and I'm very glad. What a wonderful world of possibilities are unfolded for the children!" Here, in a concise, moving narrative, Bancroft Prize-winning historian James T. Patterson takes readers through the dramatic case and its fifty-year aftermath. A wide range of characters animates the story, from the little-known African Americans who dared to challenge Jim Crow with lawsuits (at great personal cost); to Thurgood Marshall, who later became a Justice himself; to Earl Warren, who shepherded a fractured Court to a unanimous decision. Others include segregationist politicians like Governor Orval Faubus of Arkansas; Presidents Eisenhower, Johnson, and Nixon; and controversial Supreme Court justices such as William Rehnquist and Clarence Thomas. Most Americans still see Brown as a triumph--but was it? Patterson shrewdly explores the provocative questions that still swirl around the case. Could the Court--or President Eisenhower--have done more to ensure compliance with Brown? Did the decision touch off the modern civil rights movement? How useful are court-ordered busing and affirmative action against racial segregation? To what extent has racial mixing affected the academic achievement of black children? Where indeed do we go from here to realize the expectations of Marshall, Ellison, and others in 1954?

Book excerpt: "Over the last 60 years, more has been done in Oakland to reform policing than any other American city-and yet, Oakland has failed to reign in the tendencies of its police to prey upon, rather than protect, its communities. Why is this, and what does it mean both for Oakland, and for America? THE RIDERS COME OUT AT NIGHT will be the first authoritative account of the Oakland Police Department's troubling history of violence, secrecy, and mismanagement, and the city's unfulfilled promise to implement constitutional policing. By examining cases of police violence and corruption in one of America's most iconic cities, the Polk Award-winning investigative duo, Ali Winston & Darwin BondGraham, illustrate why criminal justice reform has proven an elusive goal for the entire nation. Their investigation will introduce readers to "The Riders," a band of corrupt cops running riot through the city, and to Keith Batt, a "fresh out of the academy" rookie assigned to patrol with the Riders. Winston & BondGraham deftly maneuver between the worlds of intransigent police culture to City Hall, where a lack of political will to see through reforms (and local prosecutors who failed to hold officers accountable) conspire to keep these cycles of brutality in place. Through never-before-seen reporting and interviews, the authors paint a portrait of a city-and nation-in crisis, and the steps needed to finally, once and for all, effectively address policing in the Unites States"--

Book excerpt: When the United States entered World War I, President Woodrow Wilson declared to Congress that the objective was not merely to bring "a new balance of power," but rather to bring a "just and secure peace" to the world by the end of the conflict. In this famous speech, known as "The Fourteen Points," Wilson offered the world a road map toward a more equitable international system in the midst of unprecedented global conflict, including ideas on the interconnectedness of democracy, trade, and the concept of a forum for peaceably resolving international disputes. Even decades after the end of the First World War, Wilson's ideas remained important and influenced many of his successors. But now, in the twenty-first century, there are forces at work in the world that Wilson could never have imagined, and those forces call for a new plan toward peace. In Fourteen Points for the Twenty-First Century: A Renewed Appeal for Cooperative Internationalism, Richard H. Immerman and Jeffrey A. Engel bring together a diverse group of thinkers who take up Wilson's call for a new world order by exploring fourteen new directions for the twenty-first century. The contributors—scholars, policymakers, entrepreneurs, poets, doctors, and scientists—propose solutions to contemporary challenges such as migration, global warming, health care, food security, and privacy in the digital age. Taken together, these points challenge American leaders and policymakers to champion an international effort, not to make America great again, but to work cooperatively with other nations on the basis of mutual respect.

This book was released on 2023-12-12 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Global status report on road safety 2023 shows that the number of annual road traffic deaths has fallen slightly to 1.19 million. The report shows that efforts to improve road safety are having an impact, and that significant reductions in road traffic deaths can be made if proven measures are applied. Despite this, the price paid for mobility remains too high. Road traffic injuries remain the leading killer of children and young people aged 5-29 years. More than half of fatalities occur among pedestrians, cyclists and motorcyclists, in particular those living in low and middle-income countries. Urgent action is needed if the global goal of at least halving road traffic deaths and injuries by the year 2030 is to be achieved.
