Available in PDF, EPUB and Kindle. Book excerpt: This innovative new book examines government approaches to Public-private partnership (PPP) formation. It explores the management experience and challenges that key stakeholders involved in PPP governance face in Russia and Kazakhstan. An increasingly common method of delivering public services, PPP deployment in these two countries is still in its infancy, beginning only in 2005. Public-Private Partnerships highlights how the governments of Russia and Kazakhstan understand the nature of partnerships, which contextual features drive PPP formation and why these two nations have selected concession as the principal PPP form. The contributors provide comprehensive coverage of the management issues that present challenges in PPP delivery, including partner interaction concerns, opportunistic behaviour and approaches to risk management. The authors also discuss the legal and regulatory impediments to PPP development and the PPP critical success factors.

Sustainable Entrepreneurship and Social Innovation builds on a theoretical framework that addresses related topics via a combination of insights from sustainability, policy, managerial, strategic, innovation and institutional perspectives. Providing empirical casework as well as a conceptual and theoretical framework, the book takes a global, interdisciplinary approach to the emergent field of sustainable entrepreneurship. The book highlights elements of sustainable entrepreneurship which have a societal impact as well as regional relevance and related aspects of innovation are also presented. Definitional issues are further elaborated in order to encompass the main inter-connected fields of study, sustainable entrepreneurship and social innovation. This book is an important resource for academic researchers, and postgraduate and advanced undergraduate students in the fields of entrepreneurship, innovation and sustainability.

This book was released on 2007-05-31 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: What are a country’s achievements in innovation, and how does this relate to economic performance? What are the major features, strengths and weaknesses, of its innovation system? How can government foster innovation? The OECD Reviews of Innovation Policy offer a comprehensive assessment of the innovation system of individual OECD member and non-member countries, focusing on the role of government. They provide concrete recommendations on how to improve policies that impact on innovation performance, including R&D policies. Each review identifies good practices from which other countries can learn. Luxembourg enjoys the highest GDP per capita in the OECD area. Its economic growth has been dynamic over the past decade reflecting largely the performance of sectors, such as the financial industry, where Luxembourg has so far successfully exploited “sovereignty niches”. To enlarge and consolidate the basis for sustained long-term growth, the government wants to promote through innovation the diversification of the economy towards new “competence niches”. Reinforcement of an historically weak public-research system, including creation of the University of Luxembourg, is a key component of this new strategy. This review assesses the governance of Luxembourg’s innovation system and suggests the reforms needed to ensure that additional public investment in R&D will yield the expected economic and social benefits.

Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.
