A review of literature was conducted to understand the needs of foster youth, as well as the elements that contribute to their self-efficacy and academic success. A peer mentoring program was developed that addresses the educational, social, and emotional needs of youth and depicts the collaboration between Promises2Kids and child welfare services. A search for potential funding sources via the Internet and grant databases resulted in the selection of the Rancho Santa Fe Foundation, Women’s Fund, as the best funding source for this project. A grant proposal narrative was written to support a peer mentor program. The actual submission or funding of this grant was not a requirement for the successful completion of the project.

Book excerpt: Abstract: Annually, an estimated 25,000 adolescent foster youth are discharged from foster care with expectations that they will function independently as young adults. Foster care youth often lack the adult support necessary to help them through this difficult transition. An adult mentor has proved to be a stabilizing, normalizing, and protective force in the lives of emancipating young adults. The purpose of this grant proposal was to detail/structure a mentoring program designed for 16- to 21-year-old emancipating foster youth with implementation through the Los Angeles County Department of Children and Family Services. An extensive literature review was performed to investigate the best way to structure/ present this proposal for the ultimate procurement of program funding. A thorough search of potential funders was conducted to locate an appropriate one. The actual submission and/or funding of the grant was not a requirement for the successful completion of this proposal.

Book excerpt: This report explores longer term mentoring for young people leaving care. More specifically, it describes young people's experiences of mentoring relationships and their outcomes, that lasted between six months and three years, or had ended, between two and four years earlier. Whilst some mentoring relationships were more successful than others, the authors found that where they worked, they were greatly valued by the young people and appeared to offer useful practical or emotional support. In particular, mentoring was a type of support that was clearly differentiated from professional support. Mentoring and young people leaving care makes a substantial contribution to identifying the impact of mentoring on the long-term outcomes for care leavers. It outlines the methods that work in mentoring, explaining why they work, and will be of value to those involved in the design and development of new and existing mentoring projects.

A grant proposal was then written to support an after-school program at the Santa Fe Springs office.
