Book excerpt: Since the 'Revolt of the Admirals' in 1949, an interservice rivalry has persisted between the Navy and the Air Force. The current debate, similar to the one fifty years ago, has the Air Force promoting its bombers as a more cost effective weapon in comparison to the flexible and responsive aircraft carrier. In the post-Cold War world, the military has experienced a drawdown typical of past post war periods. With each new commission tasked to study the size and structure of the four services, white papers have been published justifying the existence of hardware. The Navy and Air Force, in particular, have produced a combined total of five papers to support their positions. The Air Force believes that its once dominating strategic nuclear bombers can be reconstituted as a force capable of providing forward presence through virtual means. The Navy offers no new visionary ideas; rather, it relies on history and past success to illustrate that forward presence continues to require forces that are forward deployed and visible. Over seas presence must be forward deployed and proactively engaged with friends and allies to demonstrate commitment in protecting the nation's vital interests. Virtual presence alone will not suffice, but strategic bombers and space based assets do have a part to play as a complementary force to those deployed overseas.

U.S. military forces are one tool used to shape the security environment and, when necessary, to respond to crises when shaping fails. This paper examines the requirement for military forces present forward and the role that U.S. Naval Forces play in accomplishing the mission of forward presence. It reviews the available National guidance, identifies present and future Naval forward-presence platforms and capabilities, and explores alternatives to the use of Naval assets in conducting forward presence roles. This study assumes that all branches of the U.S. Armed Forces will participate in conducting forward presence operations. However, only Naval assets can passively operate in a non-permissive environment. The Air Force would have to fly long distances or establish a base near the region of instability, which would require host nation permission. Similarly, the Army would require permission before inserting a land force. Afloat Naval assets are sovereign territories of the United States. They can remain in international waters and still fulfill their presence role. No permission from or concessions to a host nation are required. This unique capability ensures that the Navy/ Marine Corps team will always be involved in conducting forward presence.

This timely study sets out to assess the implications of this shift for the long-established U.S. military presence in Asia and the Pacific. This presence is anchored in a complex basing infrastructure that scholars—and Americans generally—too often take for granted. In remedying this state of affairs, this volume offers a detailed survey and analysis of this infrastructure, its history, the political complications it has frequently given rise to, and its recent and likely future evolution. American seapower requires a robust constellation of bases to support global power projection. Given the rise of China and the emergence of the Asia-Pacific as the center of global economic growth and strategic contention, nowhere is American basing access more important than in this region. Yet manifold political and military challenges, stemming not least of which from rapidly-improving Chinese long-range precision strike capabilities, complicate the future of American access and security here. This book addresses what will be needed to maintain the fundaments of U.S. seapower and force projection in the Asia-Pacific, and where the key trend lines are headed in that regard. This book demonstrates that U.S. Asia-Pacific basing and access is increasingly vital, yet increasingly vulnerable. Relying on stand-off capabilities and so-called "surge readiness" - instead of placing greater emphasis on forward presence and, when employed selectively, military engagement - will ultimately result in reduced American influence with friends and adversaries alike, encourage adversaries to act hastily and aggressively, and have the effect of reducing, not expanding, options available to any President.

Book excerpt: The time has come for a reappraisal of the U.S. Army's forward presence in East Asia, given the significantly changed strategic context and the extraordinarily high, recurring costs of deploying U.S. Army forces from the 50 states for increasingly important security cooperation activities across the Indo-Asia-Pacific theater. For economic, political, diplomatic, and military reasons, the Indo-Asia-Pacific theater continues to grow in importance to the United States. As part of a broad, interagency, multifaceted approach, the U.S. military plays a critical role in the rebalancing effort now underway. The U.S. Army in particular has a special role to play in bolstering the defense of allies and the deterrence of aggression, promoting regional security and stability, and ameliorating the growing U.S.-China security dilemma. In particular, military security cooperation programs are becoming increasingly important for achieving U.S. security goals. These military-to-military programs and activities are designed to shape the security environment; prevent conflict through deterrence, assurance, and transparency; and build operational and tactical interoperability. As wartime requirements decrease in the coming year following the end of extensive American involvement in Afghanistan and as the U.S. military undergoes a dramatic yet historically typical post-war drawdown, security cooperation activities will comprise the primary way in which a leaner U.S. military contributes to broad American national security objectives in the next decade.
