Unchecked emissions will result in rising economic costs and increasing risks to individuals. There is a clear case for all of the world's economies to move to a low-carbon growth path. Yet climate action has been inadequate, especially in the Europe and Central Asia (ECA) region. With prospects of a global climate agreement uncertain, Growing Green: The Economic Benefits of Climate Action identifies the actions that governments in the region can take to reduce the carbon footprints of their economies. Many of these actions will more than pay for themselves, and quickly-especially when indirect benefits such as better health and increased competitiveness are considered. To realize these benefits, policy makers in ECA need to move quickly on three sets of priorities: use energy much more efficiently; gradually move to cleaner energy sources; and increase carbon capture in soils and forests. This region is faced with adverse conditions, as much of the land is too dry or rugged for farming. Additionally, the rich specific and intraspecific diversity of fruit trees and medicinal plants is threatened by overgrazing, oil and mineral extraction, and poaching. Countless species from the approximately 20 ecosystems and 6000 plant taxa are now rare and endangered. Traditional vegetation studies in this region are far from adequate to handle complex issues such as soil mass movement, soil sodicity and salinity, biodiversity conservation, and grazing management. However, data analysis using a Geographical Information System (GIS) tool provides new insights into the vegetation of this region and opens up new opportunities for long-term sustainable management. While vegetation planning can occur at a property scale, it is often necessary for certain factors, such as salinity, to be dealt with on a regional scale to ensure their effective management. GIS increases the effectiveness and accuracy of vegetation planning in a region. Such regional planning will also greatly increases biodiversity values. This book systematically explores these issues and discuses new applications and approaches for overcoming these issues, including the application of GIS techniques for sustainable management and planning. Firms’ ability to produce competitive products depends on the availability of adequate quality-support services. A “national quality infrastructure” denotes the chain of public and private services (standardization, metrology, inspection, testing, certification, and accreditation) needed to ascertain that products and services introduced in the marketplace meet defined requirements, whether demanded by authorities or by consumers. In much of Eastern Europe and Central Asia, national quality infrastructure systems are underdeveloped and not harmonized with those of their trading partners. This imbalance increases trade costs, hinders local firms’ competitiveness, and weakens overall export performance. The objective of Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia is to highlight the need to reform and modernize the institutions in the region toward better quality and standards. The book ties in with much of the work done in the World Bank on the business environment, trade facilitation, economic diversification, and enterprise innovation. The countries in the region can improve this situation, revising mandatory standards, streamlining technical regulations, and harmonizing their national quality infrastructure with those of regional and international trade partners. Most governments will need to invest strategically in their national quality infrastructure, including pooling services with neighboring countries and stimulating local awareness and demand for quality. Specifically for the countries of the former Soviet Union, the restructuring process will need to improve governance, thus eliminating conflicts of interest and providing technically credible services to the economy.
