Book excerpt: Fire, in conjunction with landforms and climate, shapes the structure and function of forests throughout the Western United States, where millions of acres of forest lands contain accumulations of flammable fuel that are much higher than historical conditions owing to various forms of fire exclusion. The Healthy Forests Restoration Act mandates that public land managers assertively address this situation through active management of fuel and vegetation. This document synthesizes the relevant scientific knowledge that can assist fuel-treatment projects on national forests and other public lands and contribute to National Environmental Policy Act (NEPA) analyses and other assessments. It is intended to support science-based decisionmaking for fuel management in dry forests of the Western United States at the scale of forest stands (about 1 to 200 acres). It highlights ecological principles that need to be considered when managing forest fuel and vegetation for specific conditions related to forest structure and fire hazard. It also provides quantitative and qualitative guidelines for planning and implementing fuel treatments through various silvicultural prescriptions and surfacefuel treatments. Effective fuel treatments in forest stands with high fuel accumulations will typically require thinning to increase canopy base height, reduce canopy bulk density, reduce canopy continuity, and require a substantial reduction in surface fuel through prescribed fire or mechanical treatment or both. Long-term maintenance of desired fuel loadings and consideration of broader landscape patterns may improve the effectiveness of fuel treatments.

Book excerpt: Analyzes a range of fuel treatments for representative dry forest stands in the Western U.S. dominated by ponderosa pine, Douglas-fir, & pinyon pine. Six silvicultural options (no thinning; thinning from below to 50 trees per acre [tpa], 100 tpa, 200 tpa, & 300 tpa; & prescribed fire) are considered in combination with the surface fuel treatments (no treatment, pile & burn, & prescribed fire), resulting in a range of alternative treatments for each representative stand. Fuel treatment scenarios presented here can be used by resource managers to examine alternatives for Nat. Environ. Policy Act documents & other applications that require scientifically based info. to quantify the effects of modifying forest structure & surface fuels. Illustrations.

Book excerpt: This volume offers a scientific assessment of the effects of climatic variability and change on forest resources in the United States. Derived from a report that provides technical input to the 2013 U.S. Global Change Research Program National Climate Assessment, the book serves as a framework for managing U.S. forest resources in the context of climate change. The authors focus on topics having the greatest potential to alter the structure and function of forest ecosystems, and therefore ecosystem services, by the end of the 21st century. Part I provides an environmental context for assessing the effects of climate change on forest resources, summarizing changes in environmental stressors, followed by state-of-science projections for future climatic conditions relevant to forest ecosystems. Part II offers a wide-ranging assessment of vulnerability of forest ecosystems and ecosystem services to climate change. The authors anticipate that altered disturbance regimes and stressors will have the biggest effects on forest ecosystems, causing long-term changes in forest conditions. Part III outlines responses to climate change, summarizing current status and trends in forest carbon, effects of carbon management, and carbon mitigation strategies. Adaptation strategies and a proposed framework for risk assessment, including case studies, provide a structured approach for projecting and responding to future changes in resource conditions and ecosystem services. Part IV describes how sustainable forest management, which guides activities on most public and private lands in the United States, can provide an overarching structure for mitigating and adapting to climate change.

Book excerpt: In North America, concepts of Historical Range of Variability are being employed in land-management planning for properties of private organizations and multiple government agencies. The National Park Service, U.S. Fish & Wildlife Service, Bureau of Land Management, U.S. Forest Service, and The Nature Conservancy all include elements of historical ecology in their planning processes. Similar approaches are part of land management and conservation in Europe and Australia. Each of these user groups must struggle with the added complication of rapid climate change, rapid land-use change, and technical issues in order to employ historical ecology effectively. Historical Environmental Variation in Conservation and Natural Resource Management explores the utility of historical ecology in a management and conservation context and the development of concepts related to understanding future ranges of variability. It provides guidance and insights to all those entrusted with managing and conserving natural resources: land-use planners, ecologists, fire scientists, natural resource policy makers, conservation biologists, refuge and preserve managers, and field practitioners. The book will be particularly timely as science-based management is once again emphasized in United States federal land management and as an understanding of the potential effects of climate change becomes more widespread among resource managers. Book excerpt: "A primary mission of the U.S. Department of Agriculture Forest Service is multiple resource management, and one of the emerging themes is forest restoration. The National Silviculture Workshop, a biennial event co-sponsored by the Forest Service, was held May 7-10, 2007, in Ketchikan, Alaska, with the theme of "Integrated Restoration of Forested Ecosystems to Achieve Multiresource Benefits." This proceedings presents a compilation of state-of-the-art silvicultural research and forestry management papers that demonstrates integrated restoration to yield multiple resource benefits. These papers highlight national perspectives on ecosystem services, forest restoration and climate change, and regional perspectives on forest restoration and silvicultural practices to achieve multiple resource benefits from researchers and forest practitioners working in a broad array of forest types in the United States."
