Book excerpt: Forest related social values such as recreation values are growing in importance in North European countries. Our urbanized societies need social services from forests and other nature areas. One of the key ecosystem services is the recreation environment provided by forests. Possibilities to enhance commercial recreational use of forests has been recognized, particularly among private forest owners, who have new opportunities for new types of forest-related entrepreneurship. This report provides a review of social indicators in forestry, particularly concerning nature-based recreation and tourism in North European countries. The common interest among scientists and other experts was to discuss how to develop social indicators and to monitor changes to social benefits in forestry and forest use. In all countries, there is a challenge to develop monitoring systems to produce inventory data for statistics that are required in a way that provid es comparable social indicators. It is timely to enhance standardization and harmonization of social indicators for monitoring and management of sustainable forestry and forest use, and for sustainable nature-based recreation and tourism.

Book excerpt: This paper demonstrates the contribution of the forestry sector to national economies at the global, regional and country levels. It presents the status and trends of the forestry sector's contribution (total employment, value-added and export earnings) and analyses the driving forces behind these trends. The study gives a reasonable estimation of the general trends in the sector at the regional and global level, with some estimations at the level of individual countries. This is the second update of FAO's original report on the topic.

Book excerpt: "This review looks at the Nation's legal, institutional, and economic capacity to promote forest conservation and sustainable resource management. It focuses on 20 indicators of Criterion Seven of the so-called Montreal Process and involves an extensive search and synthesis of information from a variety of sources. It identifies ways to fill information gaps and improve the usefulness of several indicators. It concludes that there is substantial information about the application of such capacities, although that application is widely dispersed among agencies and private interests; which in turn has led to differing interpretations of the indicators. Individual chapters identify a need to further develop the conceptual foundation on which many of the indicators are predicated. While many uncertainties in the type and accuracy of information are brought to light, the review clearly indicates that legal, institutional, and economic capacities to promote sustainability are large and widely available in both the public and private sectors."--P. vi.

Book excerpt: The book presents the current state and good practices of national forest inventories in monitoring wood resources and demonstrates pathways for harmonisation and improved common reporting. Beyond a general overview over availability and use of wood resources in different countries, it provides a unique collection of original contributions from national forest inventory experts with in-depth descriptions of current NFI methods in assessing wood availability and wood use in European countries, and selected countries from America and Asia. The main topics are national definitions and improvements in common reporting of forests available for wood supply, stem quality and assortments, estimation of change including growth and drain, and tree resources outside forest land. The book is a must-have for everyone who is contributing to national forest inventories either methodologically or operatively, for people who want or need to understand national forest inventory provided data and information on the availability of wood resources. By providing profound knowledge it is a valuable basis for scientists involved in scenario modelling and analysing effects of climate change, as well as individuals in private organisations and public administrations promoting the sustainable use of natural resources and the potential of green economy.

Book excerpt: There is increasing pressure on the forestry industry to adopt sustainable practices, but a lack of knowledge about how to facilitate this, and how to measure sustainability. This book reviews current thinking about scientifically based indicators, and sustainable management of natural forests and plantations. Information is applicable to boreal, temperate and tropical biomes. The contents have been developed from papers presented at a IUFRO conference held in Australia, in order to develop a state-of the art report on this subject.

Book excerpt: This report addresses the subject of decent rural employment for youth in the forestry sector. It is based on case studies carried out across different processes in the value chain within the sector in Uganda, ranging from seedbed development through to plantation management, saw logging and trading. Findings indicate that a considerable number of Uganda’s legal and policy frameworks emphasize the participation of youth in the labour market, especially given that young people constitute a large majority of the country’s population. However, only a few of these frameworks focus on decent work, whether for young people or the country’s workers more generally. The case studies revealed that efforts to provide decent employment were mixed. Larger and more formally oriented forestry enterprises were more likely to focus on decent work provisions for their labourers. Smaller enterprises, while aware of most of their decent work obligations, were unable to implement them due to resource constraints. The case studies also revealed numerous opportunities for youth to participate in the forestry sector. These included tapping into existing government and NGO programmes ranging from tree planting to plantation management. Additional employment opportunities were provided by businesses in the sector and the management of woodlots for poles and fuel. The limiting factors for youth participation in the sector largely arise from the huge investment cost incurred by such participation, particularly access to and utilization of land and financial resources. Other limitations included a lack of relevant training and skills and poor working conditions. These conditions are compounded by few numbers and limited capacity of officers within the Labour Directorate to administer and enforce labour regulations. The report proposes decent work indicators and recommends both policy and implementation strategies to increase youth participation and decent work practices in the sector.

Available in PDF, EPUB and Kindle. Book excerpt: The Vietnam Forestry Development Strategy (VFDS) is one of the country’s most important plans for the forestry sector. The strategic directions, objectives and solutions within it differ from time to time, depending on the political goals and perspectives of the moment, as well as the role that the forestry sector plays in Vietnam’s overall socio-economic development. Regardless of such changes, inheriting lessons learned, developing the next strategy off the back of the experience gained from solving previous challenges, and taking advantage of opportunities, are always the top priorities of the Government of Vietnam. This report is the result of a collaboration between the Center for International Forestry Research (CIFOR) and the Vietnam Administration of Forestry (VNFOREST); it is intended to provide VNFOREST with input as they develop the new strategy. Based on secondary document research and stakeholder interviews, the report reviews achievements and challenges in the implementation of VFDS 2006–2020, as well as provides recommendations for policy makers to consider in the process of developing the new strategy. Research results show that, by 2020, Vietnam had exceeded a number of the goals set out in VFDS 2006–2020, including: (i) accelerating the growth of production value in the sector; (ii) increasing the export value of wood and forest products; (iii) increasing domestic wood production; and (iv) planting protection forest (PTF) and special-use forests (SUF). However, the forestry sector still faces many challenges when it comes to other key performance indicators, such as: (i) increasing the area of production forests (PDF) with certification of sustainable forest management (SFM); (ii) increasing large-diameter timber production; (iii) increasing revenue for forest environmental services (FES); (iv) securing forest and forest land for the purposes of allocation and leases; (v) reducing the number of poor households in forestry areas; and (vi) increasing the rate at which forestry workers are trained. Although some anticipated targets were not achieved, others were exceeded, for example: forest cover; reforestation after logging; reduction of forest protection violations; and scattered tree planting. That these goals were achieved or exceeded is the result of strong political commitment, policies trend-matching the market, improvements in central and local management capacity, the active support of international donors, and the involvement of civil society and the private sector. That some targets were not achieved is due to the challenges of implementing policy effectively, efficiently and equitably at grassroots level, lack of resources and funding, and some ambitious goals and targets not being realistic in the current economic, political and market contexts. Addressing these challenges requires a new approach and more effective economic, social and technical solutions. Development of VFDS 2021–2030 and the 2050 vision needs to consider the implementation achievements and challenges of the previous policy, as well as how to align with global trends, and balance these with the current political, economic and social development context in Vietnam. The direction of the new strategy must also be considered in the context of international requirements, to facilitate the mobilization of domestic and foreign financial resources to help modernize the industry, as well as enhance the forestry sector’s role and value in terms of poverty reduction, sustainable economic development and ensuring sustainable forest ecosystems.
