Am Beispiel der integrierten ländlichen Entwicklung klärt sie einerseits die Frage nach forstwirtschaftlichen Potentialen in Regional Governance-Initiativen und analysiert andererseits allgemeine politische Kräfte, die Regional Governance bestimmen. Es wird gezeigt, dass im Rahmen von Regional Governance-Initiativen konventionelle und innovative Potentiale für die Forstwirtschaft bestehen. Diese können jedoch aufgrund unterschiedlicher Informationsstände, verschiedener Kapazitäten sowie unterschiedlicher Anreizwirkungen nicht von allen Akteursgruppen gleichermaßen realisiert werden. Die vorgefundenen politischen Determinanten von Regional Governance umfassen die Konkurrenz zwischen Regional Governance-Institutionen und demokratisch legitimierten Institutionen, die Strategie höherer politischer Ebenen zur Erlangung von Einfluss auf Regionalpolitik, sowie die Prägung von Regional Governance durch die Interessen von starken Akteuren und deren Koalitionen. In diesem Zusammenhang wird gezeigt, dass der sektorübergreifende Anspruch von Regional Governance aufgrund sektoraler Interessenlagen sowohl in der Formulierung als auch im regionalen Vollzug nicht erfüllt wird und sich lediglich punktuelle Integrationserfolge auf Projektebene erreichen lassen. Diese Ergebnisse lassen sich durch zweierlei Machtstrategien erklären: Einerseits das Bemühen übergeordneter politischer Ebenen, ihren Einfluss auf Regionalpolitik auszuweiten und andererseits die Strategie von konkurrierenden Politiksektoren, ihren Einflussbereich zu verteidigen bzw. zu Lasten anderer Sektoren auszudehnen.

Book excerpt: Countries globally are committing to achieve future greenhouse gas emissions reductions to address our changing climate, as outlined in the Paris Agreement from the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties. These commitments, called nationally determined contributions (NDCs), are based on projected anthropogenic greenhouse gas (GHG) emissions levels across all sectors of the economy, including land use, land use change, and forestry (LULUCF) activities. Projecting LULUCF emissions is uniquely challenging, and the uncertainty of future LULUCF emissions could require additional mitigation efforts in the land use sectors to reduce the risk of NDC noncompliance. The objectives of this paper are to provide critical information on what forest sector mitigation activities are currently underway in the United States on private lands, review recent literature estimates of the mitigation potential from these activities (and associated economic costs), identify gaps in the literature where additional analytical work is needed, and provide recommendations for targeted mitigation strategies should US emissions approach or exceed targeted post-2020 NDC levels.

Book excerpt: The identification of inputs and outputs is the first and probably most important step in testing and analyzing complex systems. Following accepted natural laws such as the conservation of mass and the principle of electroneutrality, the input/output analysis of the system, be it steady or in connection with perturbations will reveal the status dynamic, will identify whether changes are reversible or irreversible and whether changing the input will cause a hysteresis response. Moreover, measurements ofinput and output fluxes can indicate the storage capacity ofa system, its resilience to buffer or amplify variations of the external input, and it can identify structural changes. Therefore, to a certain extent, the input/output analysis can facilitate predictions about the ecosystem stability. The measurement of fluxes and the determination of inputs and outputs of eco systems are, in many aspects, analogous to measurements done by engineers when testing an electronic apparatus. The first step is the measurement ofthe input/output properties of the instrument as a whole, or ofvarious circuit boards, and the compari· son ofthese with the expected variations of the original design. Varying input and out· put can give valuable information about the stability and the regulatory properties of the device. Nevertheless, only the circuit as an entity has specific properties which cannot be anticipated if the individual components are investigated regardless oftheir position. Also, the instrument as a whole will have different input/output properties than its subcircuits.

Outstanding experts from outside Europe (US, Australia, Canada, Japan, China, etc.) were also present. In total, the symposium was attended by more than 500 participants. The structure of this book reflects the main elements of the meeting. As such it includes three main sections. The first consists of six major state-of-the-art reviews corresponding to the six plenary sessions, each followed by a discussion which has been summarized by rapporteurs.
