Book excerpt: A plethora of literature is available and various studies have been undertaken on different aspects of tribal development. But very few on the analysis of tribal problems vis-à-vis programmes/policies for their development has remained more or less unexplored. The present study has attempted to plug this critical gap. In this book the author has delved deeper into the genesis of tribal problems, critically examined the programmes for their development in the past and present and offered some valuable insights for lifting them out of the morass of poverty and stagnation. It has traced successive shifts in tribal development policies and strategies at different points of time. A thumbnail picture has been presented on impact of the programmes on the stakeholders through case studies conducted in a remote district of a poverty ridden state. The results of the field study tend to conceptualise that despite input in terms of money and material and the so called coveted efforts and endeavours of public servants, there is an abysmal mismatch between the objectives and achievement. We are still far away from the point of their conscientisation. The study will be of immense academic and practical worth. The comprehensive analysis and critical review presented in this book on an important aspect of tribal development and finally the policy prescriptions suggested make it imperative reading for economists, anthropologists, planners, policy makers, administrators and members of the academic and research organizations.

In recent years, a vibrant feature of North-East Region has been the rise of ethnic consciousness leading to tribal movement and ethnic unrest. This vital problem faced by us today is largely on inheritance from our recent past and a close look back is called for to unravel some trends for second thought to solve this burning problem. In the present book, Dr. Paul has tried to explain the various dimensions of tribal movements witha special reference to 'Udayachal Movement' in Assam Valley. This ia pioneering attempt where he explored sociologically the genesis of plain's tribal movement of Assam Valley. His contention is that Udayachal Movement has not come out from a vacuum. The contradictions introduced by the Unequal socio-political forces in the tribal communal social system during the colonial era and the consolidation of the same in the post-Independence period challenged their existence.

Available in PDF, EPUB and Kindle. Book excerpt: This new textbook provides an up-to-date and comprehensive introduction to both the policy background and contemporary governance of forests in the United States. Starting with a history of the development of forest policies and conservation agencies, the book then explores the diversity of forest owners, users, and uses and examines emerging approaches to forest governance that cross traditional jurisdictional and property boundaries. It tackles key contemporary issues such as the forest water nexus, the conservation of threatened and endangered species, and the challenges of managing fire, insect, and disease dynamics under a changing climate. Key focal areas include the emergence of collaborative approaches to forest governance, community forest relationships, changes to corporate timberland ownership, and contemporary governance mechanisms such as certification and payments for ecosystem services. This text raises the "big questions" about the distribution of rights and responsibilities in forest management, the tensions between equity and efficiency, and how to sustain a diversity of forest values under the pressures of ecological and social complexity. Written in an accessible and engaging manner, this textbook provides a timely synthesis of both the foundations and current trends and issues in forest policy and governance in the United States with a strong emphasis on illustrative real-world cases. Forest Policy and Governance in the United States is essential reading for students in forest and natural resource policy courses and will be of great use to students in environmental governance courses. It will also be of interest to policymakers and professionals working in forest conservation and in the forest industry.

Available in PDF, EPUB and Kindle. Book excerpt: This monograph presents a comprehensive account of environmental history of India and its tribals from the late eighteenth onwards, covering both the colonial and post-colonial periods. The book elaborately discusses the colonial plunder of forest resources up to the introduction of the Forest Act (1878) and focuses on how colonial policy impacted on the Indian environment, opening the floodgates of forest resources plunder, primarily for timber and to establish coffee and tea plantations. The book argues that even after the advent of conservation initiatives, commercial exploitation of forests continued unabated while stringent restrictions were imposed on the tribals, curtailing their access to the jungles. It details how post-colonial governments and populist votebank politics followed the same commercial forest policy till the 1980s without any major reform, exploiting forest resources and also encroaching upon forest lands, pushing the self-sustainable tribal economy to crumble. The book offers a comprehensive account of India’s environmental history during both colonial and post-colonial times, contributing to the current environmental policy debates in Asia.

Book excerpt: Tribal Development Planning, Policies and Strategies Development is a continuous and multidimensional process that involves reorganization and reorientation of the entire economic and social system. UNESCO's concept of development is based on the realization that communities define themselves in terms of cultural identities and development cannot be effective unless it is centred around that image. Thus, when one tries to examine the field and scope of tribal development, it becomes important to understand the concept of tribe, which is of course, contextual to their image. A large number of governmental and non-governmental agencies are involved in tribal development. While the problem of tribal development in India is primarily linked with the backwardness of tribal areas, poverty of the tribal people and the issue of integration of tribals with the rest of the population, the concept of development in tribal situations pose a number of difficulties. Even a good definition of tribal development may undergo scrutiny. Sociologists and Policy Makers view the tribal development as (a) a movement emphasizing building upon organizational structures, (b) a programme emphasizing on activities, (c) as a method of emphasizing certain achievable ends, (d) as a process of emphasizing upon what happens to people not only economically and socially but also psychologically, and (e) institutionalization of newly discovered skills and procedures leading to social change without completely breaking away from the past. However, many studies point out that the integrated developments of the tribals have brought out the inadequacies of these programmes. Though the efforts have been in the direction for the development of tribal particularly with the creation of special multi-purpose tribal blocks during the second plan period, however, a major breakthrough took place in the Fifth Five Year Plan in which a new strategy of tribal sub-plan for preparing micro plans for relatively valuably tribal groups requiring special attention was enunciated. In this context, the present study tries to retrospect the impact and implications of tribal welfare and developmental programmes in Erstwhile Warangal District of Telangana State.
