Chapter four deals with financing of international trade and all areas covering the various instruments, sources and the special instruments are covered. Chapter five looks into the credit unions that support, finance, insure and guarantee credit facilities that are promoting international trade, while chapter six deals with International Collections and the rules of its application. Chapters seven and eight are fully devoted to Documentary Credits. Chapter seven deals with the documentary credit processes. Chapter eight deals with the various ways of documentary credit settlement and its uses for financing international trade. Chapters nine looks into the foreign exchange market, its historical development, factors and risks inherent therein and the roles of the monetary authorities. Chapter ten is devoted to the calculations which form the albatross area for students. Chapter eleven is devoted solely to the rules, regulations, and laws of the 27 Exchange Control Memoranda governing foreign exchange transactions in Nigeria. Chapter twelve is devoted to Exports from Nigeria and the various incentives for the exporter. The chapter is concluded with the guiding laws for exporters. Chapter thirteen is devoted to the various international bodies that support international trade and their roles. The book is written to make international trade and finance an interesting and enjoyable reading, in simple English for easy assimilation. While extensive research study on economic growth concentrate on the neoclassical supply-oriented approach based on the production function and full employment, Harrod(1939) emphasized that demand generated growth determine long run economic growth and Thirwall developed a Keynesian perspective of the determinants of growth embedded on a dynamic version of the Harrod's foreign trade multiplier. Thirwall pinpoints the incapability of economic agents to increase aggregate demand indefinitely in open economies as justification for income growth differences across nations. The balance of payment constrained growth model states that a country's economic growth rate is constrained by the desire to generate foreign exchange and reiterate the function of demand as the motivation for domestic growth. This arises because growth in export and investment growth in import substitution are the only aspect of aggregate demand that can increase GDP growth and reduce foreign constraints. This implies that growth rate is constrained by the balance of payment as the economy cannot grow faster than what is consistent with the balance of payment equilibrium. The principle of this Keynesian demand side growth theory is that export capability and import attitude establish long run economic growth. Income derived from external trade constitute the principal medium to finance growing import due to a rise in domestic activities. This model differ from the supply induced growth models which evaluate economic growth by using factor inputs such as savings, human and physical capital, population growth and initial per capital GDP on economic growth. Reservations about the traditional growth models stem from the fact that the factor inputs have inconclusive roles in the growth process in developing countries. Also a lot of the neoclassical assumptions have been observed to be unapplicable in developing or transition economies. The balance of payment constrained model infer that economic growth are stimulated by demand factors and the main constraint on demand is the balance of payment.

Against this backdrop, this study will increase our understanding of the estimation of non-oil commodity trade flows between Nigeria and the U.S. More specifically, the study aims to analysing the impact of African Growth Opportunity Act (AGOA) on the U.S. imports of non-oil products from Nigeria. The research objectives are woven around the following questions: - What is the nature of Nigeria's and the U.S.'s foreign trade policies with particular reference to non-oil trade? - What are the patterns, magnitude, composition and trends in Nigeria-US non-oil trade? - Which economic sectors possess greatest potential for fostering trade in the non-oil sector between Nigeria and the U.S.? - What is the impact of AGOA on the diversification and growth of non-oil exports in Nigeria? This study adopts the difference-in-differences (DiD) as the research methodology. Within the Nigerian context, DiD intuitively compares the trends in imports of AGOA non-oil products before and after AGOA with the pattern of imports of non-AGOA non-oil products before and after AGOA, controlling for the timing of AGOA, import capacity and economic performance of both U.S. and Nigeria. Using the World Trade Organisation (WTO) Integrated Data Base (IDB), the empirical analysis reveals that AGOA non-oil products increased by as much as 182 percent with the implementation of AGOA, while the non-AGOA non-oil products fell by 76 percent. Conclusively, AGOA has had a considerably positive impact on the Nigerian non-oil sector at the general level. The policy implication of the empirical analysis is the need for the U.S. to expand the product coverage and opportunities of AGOA non-oil products in order for AGOA to achieve its objectives of using trade as a potent tool for promoting economic growth in SSA.

African countries came out of colonial rule with two major challenges related to achievement of sustainable development and unity in the continent. It decided to pursue unity which was a means to development. However, the prospects of development was inhibited or truncated by the outbreak of inter and intra-state conflicts that followed independence. To rebuild their economies, African countries resorted to borrowing from the Bretton Woods Institutions: the World Bank and the International Monetary Fund (IMF) and other international financial institutions. To this end, long and short-term loans were given to African leaders who either misapplied the facilities or could not cope with the conditionality associated with economic reform policies. It is in this light that this article interrogates the undercurrents of these conditions attached to the loans on Africa, with insights from the Nigerian experience. It unravels how the application of the loans and the reform policies complicated rather than addressing the developmental malaise that bedevilled post-colonial African states for which the loans were sought for in the first instance. The article further questions the rationale behind the acceptance of these loans by African leaders and why it has consistently favoured borrowing as a means of solving the continent’s development challenges. It recommends, among other options, the evolvement of an alternative funding arrangement from within the continent devoid of external loan trappings. More importantly, having an effective tax system devoid of corruption, purposeful political leadership that will manage the financial sector will help the nation avert similar trend in future. Through these, resources will come from diverse sources that will help the continent develop, since events of the past has proven that these institutions operate loan policies that are not favourable to the developing countries. Above all, efforts should be made to strengthen institutions of government, especially, the anti-corruption and crimes ones to bring about financial accountability regime.
