Available in PDF, EPUB and Kindle. Book excerpt: The book relates the untold story of the efforts of the U.S. Department of State and selected U.S. Foreign Service posts to train the first Filipino career diplomats before and after Philippine independence in July 1946. These trainees eventually formed the core of the Philippine Foreign Service. In the Philippines, they are fondly and collectively called the "State Department Boys." Some of these pioneer diplomats rose to prominence, becoming distinguished ambassadors to major countries and permanent representatives to the United Nations. Others led less brilliant careers. A few left the Foreign Service shortly after joining. All of them have already passed away - the last surviving member of the group died in 2009 at the age of 93. The book also discusses Philippine-American relations in the wake of Philippine independence, in particular the efforts of the United States to ensure the smooth transition of the Philippines from a colony to an independent state and to enable it to conduct its foreign relations by setting up its Foreign Service and developing a core of professional diplomats. The research is based mainly on primary materials - declassified State Department records at the National Archives and Records Administration in College Park, Maryland, personal documents, correspondence, and pictures from the Edward W. Mill Collection at the Bentley Historical Library. In addition, the author conducted research in leading libraries and archives in the Philippines and interviewed relatives and friends of the State Department Boys, some of whom shared newspaper clippings, pictures, and other materials for this book.

Available in PDF, EPUB and Kindle. Book excerpt: When do governments merit our allegiance, and when should they be denied it? Ian Shapiro explores this most enduring of political dilemmas in this innovative and engaging book. Building on his highly popular Yale courses, Professor Shapiro evaluates the main contending accounts of the sources of political legitimacy. Starting with theorists of the Enlightenment, he examines the arguments put forward by utilitarians, Marxists, and theorists of the social contract. Next he turns to the anti-Enlightenment tradition that stretches from Edmund Burke to contemporary post-modernists. In the last part of the book Shapiro examines partisans and critics of democracy from Plato’s time until our own. He concludes with an assessment of democracy’s strengths and limitations as the font of political legitimacy. The book offers a lucid and accessible introduction to urgent ongoing conversations about the sources of political allegiance.

Book excerpt: This book presents an in-depth analysis of the environmental issues raised in the South China Sea Arbitration Awards, which have not attracted as much attention in the Philippines as the “nine-dash line”. Specifically it focuses on the conservation of endangered species and the conservation of fragile ecosystems in the South China Sea. The aims of the book are two-fold. First, it seeks to explain the Philippine perspective on the environmental aspects of its dispute with China. The book reconstructs the Philippine perspective in part by consulting several dozens of the hundreds of documents that the Philippines submitted to the Tribunal. Some of these documents were classified as secret and would thus have never been made available to the public had it not been for the arbitration. Second, it attempts to explain the decisions of the Tribunal on jurisdiction and admissibility as well as the decisions on the merits of the dispute. The book does this by consulting not only the two Awards but also the hundreds of pages of transcripts, expert reports, supplemental submissions and written responses by the Philippines to questions posed by the Tribunal.

Available in PDF, EPUB and Kindle. Book excerpt: The South China Sea region contains potentially huge deposits of petroleum and natural gas, important shipping lanes and fishing areas, and is subject to a number of maritime territorial disputes. This edited volume analyzes the most recent development in the South China Sea dispute looking at the positions taken by China, the ASEAN countries, and the US. In recent years maritime joint development zones have emerged as an important means to overcome deadlock in relation to maritime jurisdictional claims. This book tests the applicability of joint development regime in this region and explores the prospect of joint development of resources as a way to successfully manage the conflict in the South China Sea. Eminent scholars in the field of South China Sea studies have contributed original chapters to the volume covering such issues as: the legal framework for joint development; how joint development might work in practice; the challenges faced by and the prospects arising from joint development; and the way forward for the region.
