Ford. This volume documents U.S. foreign economic policy from 1973 to 1976, focusing on international monetary policy, economic summitry, trade policy, commodity policy, and North-South relations. This volume has a tightly defined understanding of foreign economic policy, one that focuses on three significant areas: international monetary relations, international trade, and efforts to redress global economic inequalities. The section on international monetary policy and economic summitry focuses on the aftermath of the collapse of the fixed exchange rate regime envisioned at the 1944 Bretton Woods conference. It includes documents on the monetary crisis of February and March 1973; efforts to reform the international monetary system, with particular emphasis on the issues of exchange rate flexibility and the future of gold; and the creation of the G-7 summit. The section on trade policy, more than any other section in this volume, demonstrates the influence of domestic politics on foreign economic policy; this is particularly clear in the documents on the 1973 decision to impose export controls and the White House's efforts to secure passage of a major piece of trade reform legislation, the Trade Act of 1974. This section also includes documents on the beginnings of a new round of negotiations under the General Agreement on Tariffs and Trade, with particular emphasis on the role of agriculture in those negotiations, as well as foreign fears of U.S. protectionism. The final section, on commodity policy and North-South issues, documents the approach of the Nixon and Ford administrations to the persistent economic disparities between the industrialized nations of the North and the less developed countries of the South; it also explores U.S. attempts to grapple with the global trade in primary commodities in a post-1973 oil embargo world.

During this period, Presidents Nixon and Ford and Secretary of State Henry A. Kissinger devoted much of their attention to managing the political, economic and strategic effects of the October 1973 Arab-Israeli war on U.S. interests in the region. Though the United States enjoyed cordial relations with every state on the Arabian Peninsula, with the exception of the People’s Democratic Republic of Yemen, the U.S. Government was criticized for its relationship with and assistance to Israel during the war. The 1973–1974 oil embargo, led by Arab members of the Organization of the Petroleum Exporting Countries against the United States and Western Europe, compounded the war’s impact and further complicated U.S. relations with most Middle Eastern states. In addition to raising international oil prices and creating a troubling financial situation for the United States, the embargo diminished U.S. prestige in the region at a moment when the Soviet Union’s influence in the eastern Mediterranean, the Horn of Africa, and South Asia appeared to be on the rise. In response to this situation, the United States strengthened diplomatic relations with recently-independent Gulf states, who were responsive to offers of U.S. development expertise, technical assistance, and military aid. The Nixon and Ford administrations also courted Saudi Arabia as a political and economic partner, bolstered the modest U.S. military presence in the region, and expanded Washington’s diplomatic footprint with the establishment of new Embassies in the Gulf"--Office of the Historian press release.

Upon taking office in January 1969, President Nixon indicated that he intended to give a high priority to revitalizing relations with the region. On his first full day as President, Nixon asked New York Governor Nelson A. Rockefeller, a Latin America expert, to assess the effectiveness of the Alliance for Progress program initiated by the Kennedy administration and to make policy recommendations. Rockefeller's report helped to shape Nixon's October 31, 1969, speech to the Inter-American Press Association, in which the President outlined his vision for U.S.-Latin American relations. In that address, Nixon called for "a more mature partnership" with the region. He offered to allow more multilateral input into the process of allocating development aid, to reduce barriers to trade, to give the management of relations with the nations of the Western Hemisphere a special place within the U.S. bureaucracy by raising the Assistant Secretary of State for Inter-American Affairs to the rank of Under Secretary, and to deal with Latin American governments as they were, recognizing that "enormous, sometimes explosive forces for change" in the region could result in instability and changes in government. The volume includes documentation on U.S. relations with Argentina, Brazil, Colombia, Costa Rica, Cuba, the Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, and Venezuela. Coverage of El Salvador and Honduras is limited to a chapter on the U.S. response to the 1969 "Soccer War," which broke out after violence erupted at a World Cup qualifying match between the two Central American countries. An additional chapter on Bolivia will be added once it has been fully cleared for publication. Documentation on U.S. relations with Chile between 1969 and September 1973 will be published in a separate volume.

The eight compilations herein illustrate both the formulation of a new U.S. policy toward the region as a whole: Argentina, Bolivia, Brazil, Chile (beginning in late September 1973), Colombia, Peru, Uruguay, and Venezuela. U.S. policy toward Latin America during this period centered on establishing what Henry A. Kissinger called a "New Dialogue" with the region. Launched in October 1973, just days after Kissinger took office as Secretary of State, the "New Dialogue" was envisioned as a constructive way for the United States to meet the challenge posed by the perceived emergence of a Latin American regional bloc. The initiative called for regular meetings of foreign ministers to address issues of mutual concern and aimed to restore a sense that a special relationship existed among the United States and its neighbors to the south. By 1976, however, U.S. officials had largely abandoned the idea of pursuing a unified regional policy, as called for by the "New Dialogue." Instead, recognizing that Latin America was not a monolithic bloc, the Ford administration focused more on bilateral relations with the nations of the hemisphere. As this volume documents, increasing congressional and public concern over human rights issues affected the making of U.S. policy toward much of Latin America during the mid-1970s. These concerns focused to a large extent on Chile and Argentina, where military regimes aimed to stamp out what they saw as Communist-inspired efforts at subversion. Finally, several compilations (Argentina, Brazil, Chile, and Uruguay) include documentation on Operation Condor.
