Book excerpt: IFC Discussion Paper No. 38.QUOTEIt is now universally acknowledged that ownership matters; that private ownership in and of itself is a major determinant of good performance in firms... Decent economic policy and well-functioning legal and administrative institutions... matter greatly as well.QUOTEThis paper looks at what happens when the shift to private ownership gets far out in front of the effort to build the institutional underpinnings of a capitalist economy. The emphasis is on what went wrong and why and what, if anything, can be done to be correct it. Proposals include renationalization and/or postponement of further privatization, both to be accompanied by measures to strengthen the managerial capacities of the state. Neither approach seems likely to produce short-term improvements. The regrettable fact is that governments that botch privatization are equally likely to botch the management of state-owned firms. In a number of Central European transition countries, privatization is living up to expectations; and there is no need for such measures. For institutionally-weak countries, the less dramatic but reasonable short-term course of action is to push ahead more slowly with case- by-case and tender privatization in cooperation with the international assistance community in hopes of producing some success stories that will lead by example.

Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first volume to examine and shed significant light on the issues, challenges and prospects presented by foreign direct investment (FDI) in tourism - a topic of increasing relevance in light of the covid-19 pandemic and economic consequences. This book addresses the need to examine the TFDI phenomenon considering resilient tourism development approaches and includes discussion on impacts of a rapidly evolving global pandemic on tourism. Recognising that its impact on tourism has only just begun, the book includes early estimates of the damage to the tourism economy and TFDI over 2020 and beyond. It considers how the COVID-19 pandemic may change society, the economy, and tourism, and how some of the key research needs to understand these changes and contribute to a more sustainable post-pandemic tourism sector. Through a collection of chapters focusing on principles, practices and a diverse range of destination case studies, the book considers TFDI from the economic, social and environmental and regulatory perspectives. Thus, the book will advance understanding of the positive and negative impacts of TFDI as well as how emerging problems and wider implications for local economies and communities can be managed more sustainably, while also discussing the transformative opportunities offered by TFDI regarding key economic, social and environmental issues. This will be essential reading for upper-level students and researchers in the field of tourism development.

Available in PDF, EPUB and Kindle. Book excerpt: This collection traces how pastoralists have coped with the challenges of change in a part of the world with a long-tradition of livestock keeping. Their precarious position - balanced between a market system where only the fittest may survive, and their attempt to remain a human resource for the future development of the natural pastures and livestock industry - is carefully and critically examined by the contributors. The pastoralists' unique skills at managing livestock in a variable and challenging environment, and their ability to supply commodities much in demand mean that an understanding of their societal position is essential for anyone interested in transition in the former Soviet Union.

Available in PDF, EPUB and Kindle. Book excerpt: Central Asia has emerged as potentially the most important new hydrocarbon province in decades. Among the countries whose natural resources are now the focus of world attention, Kazakhstan is very much in the front rank. The scale and strategic importance of its reserves mean that it is set to become one of the key players in the global market. Realising that potential depends on many factors, not least its legal treatment of the oil and gas industry. The contributors to this volume consider the various dimensions of that legal treatment, including investment and contractual issues, dispute settlement, transport and refining, environmental issues, and taxation. The importance of the international context for Kazakhstan's domestic law is a key feature of this book, as is a concern with identifying existing problems and suggesting the most fruitful direction for reform. The book will be of interest to practitioners and academics working in the specific field as well as in the more general area of legal relations between the oil and gas industry and transition economies. Ilias Bantekas is Reader in Law at the University of Westminster, London, UK. He has written widely in the field of international law and won the International Committee of the Red Cross Paul Reuter prize in 2000. Visiting Fellow at Harvard Law School (2003-04). John Paterson is Reader in Law at the University of Westminster, London, UK. He has written on the regulation of the oil and gas industry and acts as a consultant to the OECD Nuclear Energy Agency. Maidan Suleimenov is Professor of Law at the Kazakh State Academy of Law and Adilet Higher Law School, Almaty, Kazakhstan. He was directly involved in Kazakhstan's accession to the Energy Charter Treaty and has also been responsible for legislative drafting in the field.
