Against this background the paper investigates how local economies, environment and finally the livelihoods of current rural land users are affected. For this purpose FDI are analyzed using different project examples of various countries that account for 50 % of the total area under FDI in Africa like Ethiopia, Ghana, Mali, Mozambique, Tanzania and Zambia, but also Kenia and Uganda. International as well as national policy-making needs to meet reciprocal effects and thus complex goals. This requires an inclusion of development goals in the investment policy-making. As foreign investors have shown a keen interest in Mozambique for biofuel production, the paper aims to use positive findings in order to derive strategies that lead to sustainable development without compromising rural livelihoods. What basic requirements for responsible investment should be given will be illustrated based on the most relevant principles and guidelines.

Although there has been much debate about the potential benefits and risks of international investment, there is no systematic evidence on the actual impacts on the host country and their determinants. In order to acquire an in-depth understanding of potential benefits, constraints and costs of foreign investment in agriculture and of the business models that are more conducive to development, FAO has undertaken research in developing countries.This publication summarizes the results of this research, in particular through the presentation of the main findings of case studies in nine developing countries. It presents case studies on policies to attract foreign investment in agriculture and their impacts on national economic development in selected countries in Africa, Asian and Latin America.

However, there is a severe lack of quantitative evidence on its economic impact. Therefore, the primary goal of this study was to collect and analyze empirical evidence, in order to better understand the potential benefits and pitfalls of such investments and related processes of agricultural commercialization. In particular, the study tests the effect of two strategies for including smallholder farmers into modern food supply chains: 1. Outgrower schemes, i.e. a type of contract farming whereby small-scale farmers produce crops for large-scale farming enterprises 2. Wage employment on large-scale estates The central part of the study looks at one specific investment project in the Zambian sugar cane sector. This sectoral focus was supplemented by a broader, cross sectoral analysis of a large, nationally representative panel survey. Overall, the evidence suggests that large-scale investments by foreign as well as domestic companies, and especially the model of cooperation with smallholder farmers in outgrower schemes, can indeed have positive and significant effects on the income and wealth of rural households.

The conference had two objectives: (1) to come up with concrete policy interventions and recommendations that would harness foreign investment in land on the continent; and (2) to publish this edited book of selected papers presented at the conference that met the rigorous specifications laid down by the editors and publishers. One of the major revelations to emerge from the Conference was that 'there is no vacant land in Africa'. In addition, participants took the view that land deals in Africa needed to be done on a 'satisfy-satisfy-satisfy' rather than a 'win-win-win' basis. This book is jointly published by trapca and the Africa Institute of South Africa (AISA).

Book excerpt: The 2008 global food price crisis, and the resurgence of food prices in 2010-2011, caused both widespread concern and expectations. On the one hand, countries whose food supply depends on procuring food from international markets saw food price spikes as threats to their national food security. On the other hand, investors saw in these price spikes an opportunity to make profitable investments in agriculture. Either as threat or opportunity, food price spikes raised interest in Africa, whose lands are fertile and have unrealised potential. Concerns of a possible land acquisitions in Africa, and in particular the impacts of Large-Scale Land-Based Investments in Agriculture (LSLBIA) on local communities, became prominent policy and academic themes. Unfortunately, quantifying the phenomenon has proved hard due to the difficulty of finding empirical evidence. As a result, debates are either theoretical or based on anecdotal evidence. This publication thus explores a different path, and explores the reasons why entities from China and South Africa were interested in investing in African agriculture. This publication examines the reasons why investors were interested in Africa, and the relationship that these bear to The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (the ‘Voluntary Guidelines’ or ‘VGGT’). While primarily aimed at governments, the VGGT also contain important provisions that are applicable to the private sector. They focus on helping investors pursue their projects in ways that recognise and respect legitimate tenure rights and human rights. In addition, the VGGT also contain provisions and encourages good practices for responsible investment in land, forests and fisheries. The VGGT are a valuable tool for helping investors minimise risk while also safeguarding the rights of local communities. China and South Africa represent important sources of LSLBIA in Africa, although the bulk of such investment comes from western countries. Their investment may intensify in the future for a variety of reasons. First, China has the third largest land area in the world but its expansion through additional land use is limited. Second, the dual agricultural economy of South Africa is preventing commercial farming located in well-endowed areas from expanding into remote, resource-poor areas where small-scale subsistence-based production is prevalent. Focusing on the effects of foreign land investments on host countries’ local populations and the apparent failure of international law to create incentives to offset them, it also examines the legal and economic mechanisms to hold investors accountable in cases where their investment leads to human rights violations. Applying principal agent and contract theory, it elucidates the sources of opportunism and develops control mechanisms to ameliorate the negative effects. It shows that although judicial mechanisms fail to deliver justice, international law offers alternatives to safeguard against arbitrary and abusive state and investor conduct, and also to effectuate human rights and, thus, tackle opportunistic behaviour.
