This era of reforms has also ushered in a remarkable change in the Indian mindset, as it deviates from the traditional values held since Independence in 1947, such as self reliance and socialistic policies of economic development, which mainly due to the inward looking restrictive form of governance, resulted in the isolation, overall backwardness and inefficiency of the economy, amongst a host of other problems. This, despite the fact that India has always had the potential to be on the fast track to prosperity. Now that India is in the process of restructuring her economy, with aspirations of elevating herself from her present desolate position in the world, the need to speed up her economic development is even more imperative. And having witnessed the positive role that Foreign Direct Investment (FDI) has played in the rapid economic growth of most of the Southeast Asian countries and most notably China, India has embarked on an ambitious plan to emulate the successes of her neighbours to the east and is trying to sell herself as a safe and profitable destination for FDI. The main objective of this thesis is to show whether India is really that attractive as a host to FDI and whether she is likely to succeed in her endeavour to be able to use FDI as a tool to accelerate her economic growth. In order to achieve this task, starting with the liberalisation process, there will be a brief description of the economic development of India since Independence and its role in leading to the dire economic situation, which ultimately culminated in the initiation of reforms to open up the economy to foreign investors and competition, whereby the reforms relating, directly and indirectly, to FDI will be closely described. It acts as a panacea for breaking out of the vicious circle of low savings/low income and facilitates the import of capital goods and advanced technical knowhow. This book delves into the complex interaction of FDI with diverse factors. While FDI affects the efficiency of domestic producers through technological diffusion and spill-over effects, it also impinges on the labor market, affecting unemployment levels, human capital formation, wages (and wage inequality) and poverty; furthermore, it has important implications for socio-economic issues such as child labor, agricultural disputes over Special Economic Zones (SEZ) and environmental pollution. The empirical evidence with regard to most of the effects of FDI is highly mixed and reflects the fact that there are a number of mechanisms involved that interact with each other to produce opposing results. The book highlights the theoretical underpinnings behind the inherent contradictions and shows that the final outcome depends on a number of country-specific factors such as the nature of non-traded goods, factor endowments, technological and institutional factors. It plays an important role in the long-term economic development of a country by augmenting availability of capital, enhancing competitiveness of the domestic economy through transfer of technology, strengthening infrastructure, raising productivity, generating new employment opportunities, and boosting exports. In the wake of the economic liberalization policy that was initiated in 1991, the government of India has taken several measures to encourage foreign investment in almost all sectors of the economy. However, the emphasis has been on foreign direct investment (FDI) inflows in the development of infrastructure, technological upgrade of industry, and the setting up of special economic zones. With a vast reservoir of skilled and cost-effective manpower, India is now recognized as one of the most attractive investment destinations by reputed international rating organizations. Under the current policy regime, there are three broad entry options for foreign direct investors: (a) in a few sectors, FDI is not permitted (negative list); (b) in another small category of sectors, foreign investment is permitted only until a specified level of foreign equity participation; and (c) in all other sectors, foreign investment up to 100 % of equity participation is allowed. The third category has two subsets - one consisting of sectors where automatic approval is granted for FDI (often foreign equity participation less than 100 %), and the other consisting of sectors where prior approval from the Foreign Investment Approval Board (FIPB) is required. This book deals with many aspects of FDI in India, focussing on current policies, conditions, and procedures for FDI inflows into India.
