Book excerpt: This paper investigates the role of structural reforms -financial reforms, trade liberalization, and privatization- as determinants of FDI inflows based on newly constructed dataset on structural reforms for 19 Latin American and 25 Eastern European countries between 1989 and 2004. Our main finding is a strong empirical relationship from reforms to FDI, in particular, from financial liberalization and privatization. These results are robust to different measures of reforms, split samples, and potential endogeneity and omitted variables biases.

Book excerpt: This paper examines the nature and composition of capital flows in selected countries in Central and Eastern Europe during 1987–93. The data show that there was a remarkable turnaround in the capital account in 1992–93. This improvement was accompanied by widening current account deficits, an increase in real consumption, and real exchange rate appreciation. In light of these developments, the paper discusses the main macroeconomic concerns raised by capital inflows and lays out the principal policy options relevant for the transition economies.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines how foreign direct investment (FDI) inflows to Central and Eastern Europe have changed after the Great Recession. It argues that beyond their cyclical effects, the economic crisis and the changing competitiveness of Central and Eastern European countries have had structural impacts on FDI in the region. FDI has traditionally been viewed as the key driver of national development, but the apparent structural shift means that focusing on cheap labour as a competitive advantage is no longer a viable strategy for the countries in the region. The authors argue that these countries need to move beyond the narrative of upgrading (attracting FDI inflows with increasingly higher value added), and focus on ensuring greater value capture instead. A potential way for doing this is by developing the conditions in which innovative national companies can emerge, thrive and eventually develop into lead firms of global value chains. The book provides readers with a highly informative account of the reasons why this shift is necessary, as well as diverse perspectives and extensive discussions on the dynamics and structural impacts of FDI in post-crisis Central and Eastern Europe.

Available in PDF, EPUB and Kindle. Book excerpt: Examine the changing nature of foreign investments in Latin America! Generously enhanced with easy-to-understand charts, tables, and graphs, this book covers the ins and outs of foreign direct investment in the established and emerging markets of Latin America. In addition to an overview of direct investment for the entire Latin American region in the 1990s, this valuable book examines specific countries’ experiences with FDI in that decade. These include Argentina, Chile, Mexico, Brazil, Peru, Ecuador, Paraguay, Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. Spending on environmental projects is on the rise, and Latin American nations are at the forefront of this financial whirlwind in the developing world. Foreign Direct Investment in Latin America: Its Changing Nature at the Turn of the Century examines the difficulties of assessing environmental investments. It analyzes the role of international capital in Latin-American environmental issues and discusses the major players, such as the World Bank, in international capital and the environment. Foreign Direct Investment in Latin America presents case studies that illustrate: the history of FDI in Argentina and the impact of the privatization of state-owned enterprises in 1991-1993 the similarities and differences between 1990s FDI in Mexico and Chile the ways that modern investment in Brazil differs in purpose from investment there in previous economic eras how Peru addressed its balance-of-payments crisis in a time when its domestic financial markets were thin and there existed few sources of financing besides banks how Paraguay’s historical lack of infrastructure has hampered FDI efforts there Ecuador’s financial and balance-of-payments crisis-its currency is in free-fall and its financial institutions are on the brink of collapse . . . and much more! Foreign Direct Investment in Latin America packs all this valuable information into a single user-friendly source. As we move into the new millennium, no student, educator, or investor interested in this quickly evolving, volatile market should be without it!

Available in PDF, EPUB and Kindle. Book excerpt: The Latin America and the Caribbean (LAC) region has proved to be relatively resilient in the face of increased debt stress, stubborn inflation, and uncertainty arising from the Russian invasion of Ukraine. Income and employment have largely recovered from the pandemic, poverty has receded, and markets remain guardedly optimistic about the near future. However, global uncertainty is rising, including a recent wave of bank failures in the US and Europe. Strengthening resilience, both on the health and macroeconomic fronts, will be paramount. Progress remains pending in both vaccination coverage and health system preparedness, while the institutionality of macroeconomic policy in some countries is being questioned. The evolution of the global economy is providing two new areas of opportunity for the region: the trend toward nearshoring-moving production closer to the US and European markets-and the imperative to combat climate change, which is giving the region a new comparative advantage in sun, wind, hydro, and natural capital. Taking advantage of these will require greater integration into the global economy. Yet, paradoxically, in the face of these opportunities. LAC is becoming less integrated. Trade intensity has largely stagnated, and foreign direct investment (FDI) to most countries has declined. Beyond the long-term structural reforms needed to reduce systemic risk, raise the level and quality of education, invest in infrastructure, and ensure well-functioning financial markets, this report calls to preserve the reputational gains of the past 20 years in terms of macro stability and streamlining regulation dealing with customs and transport to lower the cost of doing business in the region. Export promotion agencies and investment promotion agencies can also help as they have proven track records. A comprehensive approach to both shorter- and longer-term reforms could move LAC toward a renewed and more dynamic engagement with the global economy.
