The country produces oil, and at some point in its existence, it embarked on robust state involvement in the economy. This was marked by the acquisition, or establishment, of numerous state enterprises. Over the years, the performance of these enterprises was found to be dismal, and as part of the overall reform of the economy, Nigeria has joined the global trend toward reduction in direct state ownership of enterprises. Indeed, it has embarked on massive divestment of state interests in once publicly owned firms. Besides the universal rationale of efficiency, one of the objectives of the privatization exercise in Nigeria is the attraction and retention of foreign investments. This work examines the direct and indirect linkage between the government's divestiture of its interests in firms, on the one hand, and foreign investments in the country, on the other hand. The book is divided into seven chapters. Chapter 1 reviews the political and economic history of Nigeria, to set the background and context that necessitated the introduction of the reform package of which privatization is just an aspect. Chapter 2 is a discussion of various natures of state involvement in an economy. This ranges from mere regulation to active participation. The chapter discusses the competing conceptual and ideological theories and tries to situate the Nigerian experience within the broader conceptual dichotomies of capitalism, socialism and the via media of mixed economy. Chapter 3 is an examination of the meaning and rationales for privatization of state owned enterprises generally and the Nigerian attempts in particular. Nigeria's privatization program is an ongoing exercise. Yet two distinct attempts are identifiable: one which started in 1988 and the reinvigoration of the exercise, albeit with new constitutive frameworks, in 1999. Thus, Chapters 4 and 5 review the legal and institutional frameworks for these two exercises. Chapter 6 deals with foreign investments in Nigeria. The discussion encapsulates the pros and cons of foreign investments, especially in Nigeria. Chapter 7 explores the direct and indirect linkages between the privatization program in Nigeria and foreign investments in the country. This is particularly apposite because one of the touted objectives of the privatization exercise is the attraction of foreign investments. A conclusion follows. The work finds that although foreign investments appear to have been indirectly boosted by the privatization exercise, foreign investors initially did not show interest in direct acquisition of the shares and other interests being relinquished by the government, but that that attitude has been changing gradually.

FDI is the most common vehicle used by foreign investors when entering new markets with their own products and technologies. CEE countries have a large potential need for FDI. Foreign investments can be the driving forces toward achieving the four following goals: combat the lack of foreign capital, accelerate the privatization process of CEE economies, introduce modern technology and management techniques, supply the local markets with quality products. Early optimism about CEE economic reforms and resulting large FDI inflows was based on the expected opening up of new markets with good growth prospects, the existence of a skilled labor force and low labor costs, and relatively low cultural barriers, particularly for West European companies investing in Central Europe. The emergence of a large number of potentially highly profitable new investment opportunities was expected to generate a flow of FDI as well as internal funds to finance new investment. Since then, both sides have reassessed the potential costs and benefits. To date, the volume of FDI into CEE countries has been very small, the technology is in most cases outdated, and the management skills of Western investors are disappointing. From the other side, the costs of doing business for Western companies in the CEE are much higher than they expected and the anticipated benefits have been lower, at least in the short to medium term. Is there a more accurate assessment of the that situation? In this paper, the authors attempt to: present the real growth in FDI from a global perspective; examine the structure of the CEE investment; put forth some basic political recommendations to promote an active strategy and policy towards FDI which the CEE countries can incorporate into the enhancement of their indigenous competitive advantage and capabilities.

It has nevertheless been an unequal relationship: while privatization has undoubtedly dominated foreign-directinvestment inflows, in most Central and Eastern European countries, foreign direct investment has not been the dominant form of privatization, although, according to the findings of a number of previous studies and a recent survey carried out by UNCTAD, foreign direct investment seems to have made a positive contribution to the improvement of efficiency and corporate governance in the framework of economic transition. These findings are particularly important in the light of the expectations that, in the near future, privatization remains the mainstay for an important part of the potential investment inflows of several (but not all) Central and Eastern European countries. At the end of the 1990s, policy makers in the region seem to recognize that not only is privatization important, but also the way it is carried out matters, as restructuring and the establishment of strong corporate governance may be more important than the disposal of former State-owned assets. A strong presence of foreign-owned firms allows a fast restructuring, on condition that, at the same time, host Governments follow sound, efficiency-oriented and internationally competitive economic policies. The impact of privatization-related foreign direct investment depends largely on the follow-up investments and on the restructuring efforts of the new owner. The role of government policies in the future can be seen in maximizing the positive effects and stimulating spillovers to the rest of the economy.
